IPA monitoring: Strengthening parliamentary control over the use of EU funds in the countries of Western Balkans
In August 2013 EPI was engaged by the Westminster Foundation for Democracy for preparation of a Toolkit on Parliamentary control over the use of IPA funds in the countries of Western Balkans, participation at a regional conference to present the Toolkit and providing training for Members of Parliament and parliamentary staff. The Toolkit contains basic information on the current framework of IPA 2007-2013 and insight on how these funds are managed and absorbed. Also it provides a comparative overview of the current state of play in terms of implementation and management of IPA across beneficiaries.
Moreover, the Toolkit provides the novelties introduced by the new financial perspective 2014-2020 and the changes introduced by the IPA II Regulation. At the end, it provides for a comprehensive and empirical set of policy options for parliamentarians and parliamentary staff on the methods for improving the parliamentary control.
