This report assesses the accountability and transparency of state administration by observing two aspects: 1) reactive transparency – freedom of information, and 2) proactive transparency. The first aspect assesses the extent to which effective reactive transparency is ensured through enforceable free access to information rights, institutional oversight, compliant responses by public authorities, effective sanctions, and public confidence in exercising the right to access information of public importance. The second aspect examines whether public administration bodies systematically publish comprehensive, up-to-date, accessible, and citizen-friendly information on their work, organisation, services, budgets, and decision-making processes, while also looking into open data availability.
