Krahas parimit se kapitujt 23 dhe 24 lidhur me demokracis\u00eb dhe sundimin e s\u00eb drejt\u00ebs q\u00eb hapen t\u00eb parat dhe mbyllen t\u00eb fundat n\u00eb negociatat p\u00ebr an\u00ebtar\u00ebsim, qasja e re mb\u00ebshtetet n\u00eb sistem m\u00eb t\u00eb gj\u00ebr\u00eb t\u00eb mekanizmit vler\u00ebsues. T\u00eb definuara n\u00eb dokumentet oficiale t\u00eb BE-s\u00eb, mekanizmat vler\u00ebsues jan\u00eb mjete q\u00eb p\u00ebrmir\u00ebsojn\u00eb cil\u00ebsin\u00eb e negociatave duke ofruar stimuj p\u00ebr shtetet kandidate t\u00eb nd\u00ebrmarrin reforma t\u00eb nevojshme n\u00eb faz\u00eb t\u00eb hershme \u2013 jan\u00eb t\u00eb matshme dhe lidhen me elementet ky\u00e7e t\u00eb kapitujve t\u00eb akis\u00eb (acquis, Legjislacioni i BE-s\u00eb). Mekanizmat vler\u00ebsues jan\u00eb t\u00eb vendosur p\u00ebr negociatat p\u00ebr an\u00ebtar\u00ebsim p\u00ebr kapitujt e akis\u00eb \u2013 mekanizma vler\u00ebsues hap\u00ebs dhe mbyll\u00ebs. P\u00ebr kapitujt 23 dhe 24, krahas mekanizmave vler\u00ebsues hap\u00ebs dhe mbyll\u00ebs, jan\u00eb t\u00eb definuara edhe mekanizma t\u00eb p\u00ebrkohsh\u00ebm.<\/p>\n<p>Mekanizmi vler\u00ebsues gjithashtu aplikohet edhe n\u00eb shtetet q\u00eb nuk jan\u00eb n\u00eb procesin e negociatave p\u00ebr an\u00ebtar\u00ebsim. N\u00eb forma t\u00eb ndryshme dhe me em\u00ebrtime t\u00eb ndryshme, mekanizmat vler\u00ebsues ve\u00e7 m\u00eb jan\u00eb t\u00eb vendosura p\u00ebr Maqedonin\u00eb, krahas faktit q\u00eb shteti ende nuk negocion p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE dhe mekanizmat vler\u00ebsues u vendos\u00ebn gjat\u00eb liberalizmit t\u00eb vizave, Partneritetit p\u00ebr an\u00ebtar\u00ebsim dhe \u00a0Dialogut t\u00eb nivelit t\u00eb lart\u00eb p\u00ebr an\u00ebtar\u00ebsim. N\u00eb fakt, mekanizmat vler\u00ebsues jan\u00eb b\u00ebr\u00eb mekanizmat kryesor i politikave kusht\u00ebzuese t\u00eb BE-s\u00eb q\u00eb duhet t\u00eb sigurojn\u00eb kredibilitet dhe besueshm\u00ebri t\u00eb politikave kusht\u00ebzuese. \u00c7ka \u00ebsht\u00eb m\u00eb e r\u00ebnd\u00ebsishem, mekanizmat vler\u00ebsues duhet t\u00eb sigurojn\u00eb nxitje p\u00ebr reforma t\u00eb m\u00ebtutjeshme.<\/p>\n<p>Ky hulumtim, si pjes\u00eb e projektit rajonal, studion efektivitetin e sistemit t\u00eb mekanizmave vler\u00ebsues t\u00eb BE-s\u00eb n\u00eb probleme t\u00eb caktuara politike nga Kapitulli 23 dhe 24 duke u fokusuar n\u00eb rastin e Maqedonis\u00eb. Shembulli u zgjodh pas hartimit t\u00eb mekanizmave vler\u00ebsues t\u00eb p\u00ebrbashk\u00ebt apo t\u00eb ngjajsh\u00ebm midis 6 shteteve t\u00eb Ballkanit Per\u00ebndimor, aspirante p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE. Kjo analiz\u00eb rajonale p\u00ebrfaq\u00ebson p\u00ebrpjekjen e par\u00eb t\u00eb madhe p\u00ebr t\u00eb vler\u00ebsuar n\u00eb m\u00ebnyr\u00eb kritike shkall\u00ebn e arritjes s\u00eb objektivave dhe shkall\u00ebn n\u00eb t\u00eb cil\u00ebn zgjidhen problemet e synuara p\u00ebr t\u2019u avancuar m\u00eb tej n\u00eb procesin e an\u00ebtar\u00ebsimit n\u00eb BE.<\/p>\n<h2><strong>Pjes\u00eb nga gjetjet dhe rekomandimet<\/strong><\/h2>\n<p>Nji nga gjetjet kryesore \u00ebsht\u00eb q\u00eb mekanizmi vler\u00ebsues si i till\u00eb nuk ekziston n\u00eb Maqedoni edhe pse mund t\u00eb gjindet me em\u00ebrtime t\u00eb ndryshme p\u00ebrmes nj\u00eb tog dokumentesh dhe reformave prioritare. Nuk egziston dokument preciz dhe strikt q\u00eb do t\u2019i p\u00ebrfshinte afatet, por q\u00eb gjithashtu do t\u00eb lejonte valorizimin. K\u00ebshtu, mekanizmat vler\u00ebsues jan\u00eb prezentuar n\u00eb Maqedoni, por pa pasur faktikisht benefitet q\u00eb vijn\u00eb nga negociatat p\u00ebr an\u00ebtar\u00ebsim.<\/p>\n<p>Shum\u00eb nga bashk\u00ebbisedusit kritikojn\u00eb paqart\u00ebsin\u00eb e disa mekanizmave vler\u00ebsues, q\u00eb sipas mendimit t\u00eb tyre krijojn\u00eb mund\u00ebsi p\u00ebr kufizimin e tyre, duke l\u00ebn\u00eb hapsir\u00eb p\u00ebr interpretim t\u00eb gj\u00ebr\u00eb t\u00eb asaj se \u00e7far\u00eb dometh\u00ebnie kan\u00eb mekanizmat vler\u00ebsues dhe nuk e kapin q\u00ebllimin e ndryshimeve. Si rezultat i k\u00ebsaj, ata sygjerojn\u00eb mekanizma m\u00eb specifik, q\u00eb p\u00ebrcaktojn\u00eb hapat dhe objektivat brenda nji periudhe t\u00eb caktuar kohore. Sa i p\u00ebrket p\u00ebrmbajtjes s\u00eb mekanizmave vler\u00ebsues dhe nivelin e specifitetit, mund t\u00eb komentojm\u00eb se specifikime t\u00eb m\u00eb tutjeshme t\u00eb mekanizmave vler\u00ebsues lidhur me hapat konkret q\u00eb duhet t\u00eb nd\u00ebrmirren do t\u00eb mund t\u00eb ishte problematike. Ajo do t\u00eb ushqente m\u00eb tej kultur\u00ebn e pritjes dhe pranimit t\u00eb zgjidhjeve t\u00eb \u201cgatshme\u201d nga \u201ct\u00eb huajt\u201d, duke kontribuar m\u00eb tej n\u00eb erozionin e kapacitetit vendor p\u00ebr t\u00eb konceptuar dhe implementuar reformat. P\u00ebr at\u00eb, mekanizmat vler\u00ebsues duhe t\u00eb jen\u00eb n\u00eb relacion me objektivat q\u00eb duhet t\u00eb arrihen, n\u00eb vend m\u00ebnyr\u00ebs se si duhet t\u00eb arrihen. Duhet qart\u00ebsisht t\u2019ju referohen normave bazike demokratike dhe standardeve nd\u00ebrkomb\u00ebtare si mekanizma vler\u00ebsues ky\u00e7 t\u00eb an\u00ebtar\u00ebsimit n\u00eb BE, duke shmangur kurthet e mbingarkimit.
