This consultancy is opened within the project <\/span><b>\u201cPublic Trust Initiative (PTI)\u201d<\/b><span style=\"font-weight: 400;\">, funded by the <\/span><b>European Commission<\/b><span style=\"font-weight: 400;\"> under the &#8220;Zero Tolerance for Corruption&#8221; program. The Public Trust Initiative (PTI) is an integrated anti-corruption initiative that aims to strengthen institutional resilience to corruption and restore public trust in North Macedonia.\u00a0<\/span><\/p><p><b>Scope of work\u00a0<\/b><\/p><p><span style=\"font-weight: 400;\">The selected expert will be responsible for translating project objectives into a functional monitoring and civic oversight framework through the following tasks:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Task 1: Stakeholder and Service Mapping, Risk Identification, and Baseline Research (July-October 2026)<\/b><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Task 2: Design of the Social Audit Framework and Citizen Score Card (November 2026-March 2027)<\/b><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Task 3: Finalization of Facilitator Toolkits and Capacity Building (April 2027-August 2027)<\/b><\/li><\/ul><p><span style=\"font-weight: 400;\">For more details, please find the Terms of Reference (ToR) attached to this Call.<\/span><\/p><p><b>Eligibility<\/b><\/p><p><span style=\"font-weight: 400;\">Interested candidates must meet the following criteria:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A Master\u2019s degree or PhD in Sociology, Law, Public Administration, Political Science, Economics, or a related field;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Minimum 7 years of relevant experience in developing monitoring and mapping tools, with at least 3 years of experience in developing social audit frameworks and related tools: Social Audit Toolkits, Community Scorecards, or Citizen Report Cards;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Demonstrated experience in working with CSOs, national and local institutions;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Proven expertise in defining measurable indicators for corruption practices specifically within public services;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Proficiency in qualitative research methods and descriptive statistics;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strong understanding of North Macedonia&#8217;s decentralization process and the legal framework for public service delivery, as well as knowledge of the Law on Prevention of Corruption and Conflict of Interest and the National Strategy for Prevention of Corruption in North Macedonia;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ability to work collaboratively with interdisciplinary teams and adapt methodologies to national context;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Excellent written and verbal communication skills in English, with the ability to present complex information in a clear and accessible manner.<\/span><\/li><\/ul><p><b>Remuneration<\/b><\/p><p><span style=\"font-weight: 400;\">The fee for this position is 8,750 EUR gross, covering 35 working days.
