Duket sikur ky dokument, t\u00eb pakt\u00ebn n\u00eb publik<strong>, ra n\u00ebn hijen e t\u00eb gjitha ngjarjeve<\/strong>\u00a0me \u201cr\u00ebnie-ngritje\u201d rreth vetos bullgare p\u00ebr fillimin e negociatave me Maqedonin\u00eb e Veriut. P\u00ebr fat t\u00eb keq, edhe n\u00eb procesin parlamentar, si tem\u00eb kryesore u imponuan\u00a0<strong>kushtet q\u00eb Bullgaria ia vendos Maqedonis\u00eb s\u00eb Veriut<\/strong>\u00a0p\u00ebr an\u00ebtar\u00ebsim, k\u00ebshtu q\u00eb beteja kryesore u zhvillua pik\u00ebrisht rreth amendamenteve p\u00ebr k\u00ebto \u00e7\u00ebshtje.<\/p>\n<p>Teksti fillestar i Propozim-Rezolut\u00ebs nga shkurti \u00ebsht\u00eb jo m\u00eb pak se 9 faqe, nd\u00ebrsa ai p\u00ebrfundimtar p\u00ebrmban dy her\u00eb m\u00eb shum\u00eb \u2013 18. N\u00eb procedur\u00ebn e komisionit (p\u00ebrgjegj\u00ebs \u00ebsht\u00eb Komisioni p\u00ebr Politik\u00eb t\u00eb Jashtme) u dor\u00ebzuan\u00a0<strong>350 amendamente<\/strong>, vet\u00ebm pas k\u00ebsaj\u00a0<strong>Komisioni e miratoi tekstin me amendamentet e kompromisit<\/strong>\u00a0q\u00eb u propozuan nga raportuesi \u00c7u\u00e7uk. N\u00eb k\u00ebt\u00eb ka\u00e7ub\u00eb u fsheh\u00ebn amendamentet, t\u00eb cilat<strong>\u00a0ndryshuan ndjesh\u00ebm tekstin<\/strong>\u00a0dhe n\u00eb Rezolut\u00eb e fut\u00ebn bilateralizimin e procesit t\u00eb an\u00ebtar\u00ebsimit.<\/p>\n<p>Struktura e Rezolut\u00ebs\u00a0<strong>\u00ebsht\u00eb e ngjashme me at\u00eb t\u00eb vitit t\u00eb kaluar<\/strong>: s\u00eb pari jan\u00eb nenet e p\u00ebrgjithshme q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb n\u00eb p\u00ebrgjith\u00ebsi me reformat dhe procesin e an\u00ebtar\u00ebsimit e m\u00eb pas n\u00ebntitujt p\u00ebr funksionimin e institucioneve demokratike; medieve dhe shoq\u00ebris\u00eb civile; t\u00eb drejtat themelore; sundimi i ligjit; reformat socio-ekonomike, energjia, transporti dhe mjedisi; bashk\u00ebpunimin rajonal dhe politika e jashtme.<\/p>\n<p>N\u00eb pjes\u00ebn e p\u00ebrgjithshme,\u00a0<strong>vendin kryesor e z\u00eb l\u00ebvdata p\u00ebr p\u00ebrkushtimin e Maqedonis\u00eb s\u00eb Veriut ndaj reformave<\/strong>\u00a0q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me BE dhe\u00a0<strong>thirrja p\u00ebr fillimin e menj\u00ebhersh\u00ebm t\u00eb negociatave<\/strong>, n\u00eb drit\u00ebn e kushteve t\u00eb reja t\u00eb theksuara gjeostrategjike. Edhe n\u00eb k\u00ebt\u00eb seksion jan\u00eb vendosur m\u00eb tep\u00ebr q\u00ebndrime t\u00eb formuluara ndryshe p\u00ebr \u00e7\u00ebshtjet bilaterale. M\u00eb e r\u00ebnd\u00ebsishmja, megjithat\u00eb, \u00ebsht\u00eb se me nj\u00eb nga amendamentet e miratuara, q\u00eb u paraqit\u00ebn n\u00eb fund t\u00eb seanc\u00ebs plenare (nga t\u00eb Gjelb\u00ebrit dhe Liberal\u00ebt),\u00a0<strong>Parlamenti i inkurajoi Bullgarin\u00eb dhe Maqedonin\u00eb e Veriut q\u00eb \u201ct\u00eb zgjidhin mosmarr\u00ebveshjen e tyre kulturore-historike<\/strong>\u00a0ve\u00e7mas nga procesi i pranimit t\u00eb Maqedonis\u00eb s\u00eb Veriut dhe t\u00eb mund\u00ebsojn\u00eb menj\u00ebher\u00eb organizimin e konferenc\u00ebs s\u00eb par\u00eb nd\u00ebrqeveritare, sepse Maqedonia e Veriut i ka plot\u00ebsuar t\u00eb gjitha kriteret zyrtare. T\u00eb p\u00ebrkujtojm\u00eb se b\u00ebhet fjal\u00eb p\u00ebr propozimin e Portugalis\u00eb, t\u00eb cilin Maqedonia e pranoi, megjithat\u00eb pala bullgare e refuzoi fuqish\u00ebm. K\u00ebtu Rezoluta madje i p\u00ebrkujton shtetet an\u00ebtare se\u00a0<strong>politika e zgjerimit duhet t\u00eb udh\u00ebhiqet nga kritere objektive.<\/strong><\/p>\n<p>Nd\u00ebrsa, n\u00ebse lexohet pjesa p\u00ebr bashk\u00ebpunimin rajonal,\u00a0<strong>do t\u00eb v\u00ebrehet ndikimi i madh i lobimit bullgar<\/strong>\u00a0dhe p\u00ebrfshirjen e elementeve t\u00eb narrativit bullgar n\u00eb Rezolut\u00eb. Ashtu q\u00eb b\u00ebhet thirrje \u201c\u2026q\u00eb negociatat e an\u00ebtar\u00ebsimit t\u00eb fillojn\u00eb, duke i zgjidhur n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb \u00e7\u00ebshtjet e pazgjidhura dypal\u00ebshe q\u00eb jan\u00eb pjes\u00eb e\u201d masave 4 + 1\u201d t\u00eb cilat<strong>\u00a0duhet t\u00eb zbatohen mjaftuesh\u00ebm<\/strong>\u00a0dhe<strong>\u00a0t\u00eb zgjidhen gjat\u00eb procesit t\u00eb integrimit n\u00eb BE.<\/strong>\u201d Nj\u00eb shembull ku qart\u00eb shihet p\u00ebrfshirja e narrativit dhe interpretimit bullgar t\u00eb Marr\u00ebveshjes Dypal\u00ebshe p\u00ebr Bashk\u00ebpunimit \u00ebsht\u00eb amendamenti i paraqitur me propozimin e grupit t\u00eb partive Popullore dhe Konservatore, i cili b\u00ebn thirrje p\u00ebr pajtim historik bazuar n\u00eb nj\u00eb\u00a0<strong>\u201chistori t\u00eb p\u00ebrbashk\u00ebt t\u00eb p\u00ebrcaktuar\u201d<\/strong>, por edhe teksti q\u00eb k\u00ebrkon intensifikim t\u00eb pun\u00ebs n\u00eb tekstet shkollore.<\/p>\n<p>Me analiz\u00eb m\u00eb t\u00eb detajuar shihet se<strong>\u00a0narrativi bullgar ka ndikim n\u00eb tekstet e pjes\u00ebve t\u00eb tjera t\u00eb Rezolut\u00ebs,<\/strong>\u00a0ve\u00e7an\u00ebrisht n\u00eb ato p\u00ebr demokracin\u00eb dhe sundimin e ligjit, q\u00eb \u00ebsht\u00eb nj\u00eb tregues se si\u00a0<strong>k\u00ebrkesat bullgare do t\u00eb inkorporohen n\u00eb procesin e integrimit.<\/strong><\/p>\n<p>Fatkeq\u00ebsisht, nuk kemi hap\u00ebsir\u00eb p\u00ebr analiza t\u00eb aspekteve t\u00eb tjera t\u00eb tekstit, gj\u00eb q\u00eb nuk shmanget nga rekomandimet e njohura (si nga Raporti i Komisionit ashtu edhe nga konkluzionet e K\u00ebshillit t\u00eb BE-s\u00eb) n\u00eb lidhje me reformat. Pavar\u00ebsisht, teksti i kompromisit p\u00ebrmban element\u00eb t\u00eb mjaftuesh\u00ebm q\u00eb t\u00eb secili t\u00eb mund t\u00eb citojn\u00eb at\u00eb q\u00eb i p\u00ebrshtatet, si\u00e7 \u00ebsht\u00eb l\u00ebvdata q\u00eb Maqedonia e Veriut vazhdon t\u00eb tregoj\u00eb\u00a0<strong>rezultatet m\u00eb t\u00eb mira n\u00eb tranzicionin demokratik n\u00eb rajon.<\/strong><\/p>\n<p>M\u00eb t\u00eb z\u00ebshmit n\u00eb debat, por edhe m\u00eb aktiv\u00ebt n\u00eb propozimin e amendamenteve, ishin\u00a0<strong>p\u00ebrfaq\u00ebsuesit bullgar\u00eb q\u00eb aktualisht nuk jan\u00eb t\u00eb pranish\u00ebm n\u00eb Parlamentin Komb\u00ebtar t\u00eb Bullgaris\u00eb<\/strong>\u00a0\u2013 VMRO, por edhe p\u00ebrfaq\u00ebsuesi i GERB-it. Ata, natyrisht, u p\u00ebrpoq\u00ebn q\u00eb me q\u00ebndrimet e tyre t\u00eb p\u00ebrfitonin deputet\u00ebt e grupit t\u00eb tyre parlamentar \u2013 t\u00eb partive popullore dhe konservatore \u2013 e q\u00eb pat\u00ebn rezultat t\u00eb pjessh\u00ebm. \u00cbsht\u00eb interesant se n\u00eb fund PPE, megjithat\u00eb,\u00a0<strong>e t\u00ebrhoqi amendamentin me t\u00eb cilin pretendohej se qytetar\u00ebt q\u00eb shprehin identitetin apo p\u00ebrkat\u00ebsin\u00eb etnike bullgare diskriminohen.<\/strong>\u00a0Grupi i Gjelb\u00ebr\/Liberal \u00ebsht\u00eb m\u00eb i z\u00ebshmi n\u00eb mos p\u00ebrfshirjen e \u00e7\u00ebshtjeve dypal\u00ebshe n\u00eb negociata, t\u00eb mb\u00ebshtetur kryesisht nga socialdemokrat\u00ebt \u2013 sigurisht pa deputet\u00ebt bullgar\u00eb t\u00eb k\u00ebtij grupi. Mund t\u00eb v\u00ebrehet Grupin \u201cRind\u00ebrtimi i Evrop\u00ebs\u201d ka ndasi lidhur me \u00e7\u00ebshtjet bilaterale.<\/p>\n<p>Debati plenar, p\u00ebr fat t\u00eb keq,\u00a0<strong>u helmua nga fjalimet e neveritshme t\u00eb tre p\u00ebrkrah\u00ebsve m\u00eb t\u00eb zhurmsh\u00ebm t\u00eb vetos bullgare<\/strong>\u00a0(Xhambaski, Jordanov, Sllabakov).
