{"id":20004,"date":"2021-12-07T11:30:23","date_gmt":"2021-12-07T10:30:23","guid":{"rendered":"https:\/\/epi.org.mk\/post\/20004"},"modified":"2021-12-09T10:53:12","modified_gmt":"2021-12-09T09:53:12","slug":"%d0%bf%d0%be%d1%82%d1%80%d0%b5%d0%b1%d0%b5%d0%bd-%d0%b5-%d0%bf%d0%be%d0%b7%d0%b8%d1%82%d0%b8%d0%b2%d0%b5%d0%bd-%d1%81%d0%b8%d0%b3%d0%bd%d0%b0%d0%bb-%d0%be%d0%b4-%d0%b5%d1%83-%d0%bd%d0%be-%d1%81%d0%b5","status":"publish","type":"post","link":"https:\/\/epi.org.mk\/sq\/post\/20004?lang=sq","title":{"rendered":"Nevojitet sinjal pozitiv nga BE-ja, por Maqedonia e Veriut duhet t\u00eb kryej\u00eb detyrat e sht\u00ebpis\u00eb p\u00ebr t\u00eb zbatuar reformat"},"content":{"rendered":"<p><em>Edhe pse miratimi i korniz\u00ebs negociuese nga K\u00ebshilli i BE-s\u00eb dhe mbajtja e konferenc\u00ebs s\u00eb par\u00eb nd\u00ebrqeveritare me Maqedonin\u00eb e Veriut \u00ebsht\u00eb nj\u00eb hap i r\u00ebnd\u00ebsish\u00ebm dhe nj\u00eb impuls pozitiv p\u00ebr qeverin\u00eb dhe institucionet, megjithat\u00eb, \u00ebsht\u00eb e domosdoshme q\u00eb vendi t\u00eb ket\u00eb nj\u00eb vizion dhe strategji t\u00eb qart\u00eb, pavar\u00ebsisht nga vendimet e institucioneve evropiane, bashk\u00ebpunim dhe koordinim nd\u00ebrmjet institucioneve, n\u00eb nivel politik dhe teknik, p\u00ebr zbatimin e reformave q\u00eb kan\u00eb r\u00ebnd\u00ebsi t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr vendin. \u00a0<\/em><\/p>\n<p>Analiza EPI e raportit t\u00eb Komisionit Evropian u prezantua n\u00eb konferenc\u00ebn &#8220;Mes raporteve, progresit dhe p\u00ebrputhshm\u00ebris\u00eb &#8211; si t\u00eb arrijm\u00eb n\u00eb nj\u00eb proces cil\u00ebsor dhe thelb\u00ebsor t\u00eb miratimit t\u00eb acquis t\u00eb BE-s\u00eb&#8221;, ku u diskutua mbi faktor\u00ebt q\u00eb ndikojn\u00eb n\u00eb cil\u00ebsin\u00eb dhe dinamik\u00ebn e reformave n\u00eb lidhje me an\u00ebtar\u00ebsimin n\u00eb BE.<\/p>\n<p>Maqedonia e Veriut ka nj\u00eb nivel relativisht t\u00eb mir\u00eb t\u00eb p\u00ebrputhshm\u00ebris\u00eb me acquis, por zbatimi i ligjeve dhe akteve n\u00ebnligjore \u00ebsht\u00eb i domosdosh\u00ebm. N\u00eb fusha t\u00eb caktuara, si Kapitulli 12 &#8211; Siguria e ushqimit, politika e veterinaris\u00eb dhe fitosanitaris\u00eb dhe kapitulli 29 &#8211; Politika doganore ka progres t\u00eb vazhduesh\u00ebm dhe \u00ebsht\u00eb ruajtur nj\u00eb nivel i lart\u00eb i p\u00ebrputhshm\u00ebris\u00eb me acquis evropiane. Por n\u00eb shumic\u00ebn e kapitujve dhe kklaster\u00ebve, sipas metodologjis\u00eb s\u00eb re, ka ngecje, madje edhe regres n\u00eb drejtim t\u00eb dinamik\u00ebs s\u00eb reformave.<\/p>\n<p>Nj\u00eb nga problemet kryesore p\u00ebr k\u00ebt\u00eb situat\u00eb ishte ikja e stafit nga administrata publike, por edhe problemi i jot\u00ebrheq\u00ebsis\u00eb s\u00eb administrat\u00ebs publike p\u00ebr kuadrot cil\u00ebsor\u00eb.<\/p>\n<p>Fol\u00ebsit dhe pjes\u00ebmarr\u00ebsit n\u00eb konferenc\u00eb vun\u00eb n\u00eb dukje nevoj\u00ebn e nj\u00eb politike t\u00eb p\u00ebrshtatshme p\u00ebr mbajtjen e kuadrove me p\u00ebrvoj\u00eb dhe t\u00ebrheqjen e kuadrit t\u00eb ri t\u00eb kualifikuar \u00ebsht\u00eb nj\u00eb hap i domosdosh\u00ebm q\u00eb do t\u00eb siguroj\u00eb q\u00ebndrueshm\u00ebri dhe p\u00ebrmir\u00ebsim t\u00eb pun\u00ebs s\u00eb institucioneve. Nj\u00eb politik\u00eb e till\u00eb duhet t\u00eb bazohet n\u00eb kompensimin m\u00eb t\u00eb lart\u00eb financiar p\u00ebr punonj\u00ebsit, p\u00ebrmir\u00ebsimin e sistemit t\u00eb avancimit t\u00eb punonj\u00ebsve dhe mekanizma t\u00eb tjer\u00eb \u201ct\u00eb but\u00eb\u201d q\u00eb do t\u00eb motivonin administrat\u00ebn, si p.sh. mund\u00ebsia e rotacionit n\u00eb institucione t\u00eb tjera.<\/p>\n<p>Krahas kuadrit teknik t\u00eb mir\u00eb n\u00eb administrat\u00eb, nevojitet angazhim dhe vizion i fort\u00eb politik. Fol\u00ebsit theksuan se n\u00eb fushat ku vendi ka nota t\u00eb mira n\u00eb raportin e KE-s\u00eb, ka nj\u00eb angazhim t\u00eb udh\u00ebheqjes dhe menaxhmentit t\u00eb mes\u00ebm t\u00eb institucioneve p\u00ebrkat\u00ebse n\u00eb drejtim t\u00eb programimit, planifikimit dhe zbatimit t\u00eb programeve, si\u00e7 \u00ebsht\u00eb rasti i Drejtoris\u00eb s\u00eb Doganave.<\/p>\n<p>M\u00eb tej, t\u00eb pranishmit diskutuan nevoj\u00ebn p\u00ebr p\u00ebrmir\u00ebsimin e bashk\u00ebpunimit nd\u00ebrmjet institucioneve dhe respektimin e rregullave dhe procedurave n\u00eb propozimin dhe miratimin e legjislacionit evropian. Roli i Sekretariatit p\u00ebr \u00c7\u00ebshtje Evropiane duhet t\u00eb forcohet n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb p\u00ebrmir\u00ebsohet koordinimi nd\u00ebrmjet institucioneve. Nga ana tjet\u00ebr, Sekretariati p\u00ebrballet me sfid\u00ebn e monitorimit t\u00eb proceseve p\u00ebr p\u00ebrgatitjen e akteve q\u00eb hyjn\u00eb n\u00eb procedur\u00eb ligjore. Sekretariati jo gjithmon\u00eb konsultohet si\u00e7 duhet dhe institucionet nuk i ndjekin t\u00eb gjitha fazat n\u00ebp\u00ebr t\u00eb cilat duhet t\u00eb kaloj\u00eb procedura.<\/p>\n<p>N\u00eb k\u00ebt\u00eb event u theksua se Sekretariati po punon p\u00ebr promovimin e Programit Komb\u00ebtar p\u00ebr Adoptimin e Acquis dhe krijimin e nj\u00eb platforme online q\u00eb do t\u00eb mund\u00ebsoj\u00eb digjitalizimin dhe koordinimin m\u00eb t\u00eb mir\u00eb nd\u00ebrmjet institucioneve. Gjithashtu, kjo platform\u00eb do t&#8217;i mund\u00ebsoj\u00eb publikut akses p\u00ebr t\u00eb ndjekur zbatimin e programit q\u00eb do t\u00eb p\u00ebrmir\u00ebsoj\u00eb transparenc\u00ebn e institucioneve, por edhe do t\u00eb ofroj\u00eb presion publik ndaj institucioneve.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"size-large wp-image-20000 aligncenter\" src=\"https:\/\/epi.org.mk\/wp-content\/uploads\/IMG_20211201_113002.jpg\" alt=\"\" width=\"1024\" height=\"768\" srcset=\"https:\/\/epi.org.mk\/wp-content\/uploads\/IMG_20211201_113002.jpg 300w, https:\/\/epi.org.mk\/wp-content\/uploads\/IMG_20211201_113002.jpg 768w, https:\/\/epi.org.mk\/wp-content\/uploads\/IMG_20211201_113002.jpg 1024w, https:\/\/epi.org.mk\/wp-content\/uploads\/IMG_20211201_113002.jpg 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>Sekretariati p\u00ebr Legjislacion, i cili p\u00ebrballet me munges\u00eb t\u00eb burimeve njer\u00ebzore, nuk arrin t\u00eb p\u00ebrmbush\u00eb k\u00ebrkesat p\u00ebr miratimin e akteve ligjore.<\/p>\n<p>Fol\u00ebsit theksuan se mosfillimi i negociatave ndikon n\u00eb vullnetin politik p\u00ebr reforma dhe n\u00eb motivimin p\u00ebr pun\u00ebn e strukturave teknike n\u00ebp\u00ebr ministrit\u00eb p\u00ebrkat\u00ebse. Vendimi p\u00ebr fillimin e negociatave n\u00eb K\u00ebshillin e BE-s\u00eb do t\u00eb jepte shtys\u00eb, por nuk duhet par\u00eb si hap ky\u00e7 dhe i vet\u00ebm n\u00eb zbatimin e detyrimeve tona ndaj Bashkimit Evropian.<\/p>\n<p>Niveli i harmonizimit t\u00eb legjislacionit komb\u00ebtar me acquis evropiane \u00ebsht\u00eb i mir\u00eb n\u00eb krahasim me vendet q\u00eb tashm\u00eb kan\u00eb filluar negociatat. N\u00eb konferenc\u00eb u theksua se trajtimi q\u00eb kan\u00eb vendet q\u00eb kan\u00eb filluar negociatat p\u00ebr an\u00ebtar\u00ebsim dhe vendet q\u00eb ende nuk i kan\u00eb nisur negociatat marrin t\u00eb nj\u00ebjtin trajtim nga Komisioni Evropian.<\/p>\n<p>N\u00eb k\u00ebt\u00eb drejtim, u theksua se shteti duhet t\u00eb p\u00ebrdor\u00eb m\u00eb mir\u00eb qasjen e ndarjes s\u00eb fondeve sipas parimit \u201ei par\u00eb q\u00eb vie, i pari sh\u00ebrbehet\u201c n\u00eb raport me fondet IPA. Zbatimi i legjislacionit evropian b\u00ebhet nj\u00eb barr\u00eb e madhe financiare p\u00ebr shtetin, por edhe p\u00ebr sektorin privat, ndaj \u00ebsht\u00eb e nevojshme t\u00eb b\u00ebhen analiza dhe plane t\u00eb duhura se si t\u00eb menaxhohet ndihma e donator\u00ebve q\u00eb marrim nga BE-ja dhe asistenca dypal\u00ebshe e donator\u00ebve, n\u00eb drejtimin e zbatimit t\u00eb legjislacionit evropian.<\/p>\n<p>Fol\u00ebsit e konferenc\u00ebs kishin mendime t\u00eb nadara sa i p\u00ebrket ndikimit t\u00eb metodologjis\u00eb s\u00eb re t\u00eb negociatave p\u00ebr an\u00ebtar\u00ebsim. Hapja e p\u00ebrbashk\u00ebt, pra nd\u00ebrvar\u00ebsia e kapitujve negociues brenda nj\u00eb grupi, i nd\u00ebrlikon negociatat p\u00ebr secil\u00ebn nga fushat. Nga ana tjet\u00ebr, u theksua se kjo ia shton barr\u00ebn dhe mbingarkon administrat\u00ebn p\u00ebr t\u00eb ecur paralelisht n\u00eb disa fusha.<\/p>\n<p>P\u00ebrafrimi i legjislacionit komb\u00ebtar me at\u00eb t\u00eb BE-s\u00eb \u00ebsht\u00eb me interes t\u00eb ve\u00e7ant\u00eb p\u00ebr sektorin privat. Vonesat n\u00eb miratimin e amendamenteve t\u00eb ligjeve pengojn\u00eb aksesin n\u00eb tregun e vet\u00ebm, por kufizojn\u00eb edhe aktivitetin inovativ t\u00eb kompanive. Sektori privat duhet t\u00eb jet\u00eb proaktiv n\u00eb ndjekjen e rregulloreve t\u00eb BE-s\u00eb dhe t\u00eb jet\u00eb nxit\u00ebs i ndryshimeve.
