T\u00eb gjitha mendimet, shqet\u00ebsimet dhe d\u00ebshirat tona intuitive p\u00ebr t\u00eb nd\u00ebrmarr\u00eb veprime p\u00ebr kujdes m\u00eb t\u00eb mir\u00eb ndaj ujit p\u00ebrfundojn\u00eb momentin e radh\u00ebs pasi ai t\u00eb rrjedh\u00eb p\u00ebrs\u00ebri nga rubineti.<br \/>\n<\/strong><\/p>\n<p>Ne t\u00eb gjith\u00eb e dim\u00eb th\u00ebnien se &#8220;Lufta e Tret\u00eb Bot\u00ebrore&#8221; do t\u00eb jet\u00eb p\u00ebr shkak t\u00eb uj\u00ebrave! Mund t\u00eb mos ket\u00eb nj\u00eb luft\u00eb si luft\u00ebrat n\u00eb t\u00eb kaluar\u00ebn, por ne duhet t\u00eb &#8220;luftojm\u00eb&#8221; p\u00ebr uj\u00eb sikur t\u00eb na ket\u00eb sulmuar ndonj\u00eb fuqi m\u00eb e madhe ushtarake. Burimet ujore sot sulmohen nga ndryshimet klimatike, q\u00eb \u00ebsht\u00eb rezultat i rritjes ekonomike q\u00eb neglizhon ndikimet mjedisore. Njer\u00ebzit, si armiqt\u00eb m\u00eb t\u00eb m\u00ebdhenj, e ndotin at\u00eb duke l\u00ebshuar substanca t\u00eb rrezikshme dhe e trajtojn\u00eb ujin me nj\u00eb pakujdesi dhe lakmi t\u00eb madhe, sikur t\u00eb b\u00ebhej fjal\u00eb p\u00ebr ndonj\u00eb burim t\u00eb pakufizuar. Kjo \u00ebsht\u00eb arsyeja pse ne duhet t\u00eb &#8220;luftojm\u00eb&#8221; urgjentisht p\u00ebr t\u00eb mbrojtur uj\u00ebrat si nj\u00eb burim komb\u00ebtar, dhe nj\u00eb mbrojtje e till\u00eb do t\u00eb \u00e7oj\u00eb n\u00eb nj\u00eb fitore me r\u00ebnd\u00ebsi globale.<\/p>\n<p>Por a e mbrojm\u00eb ujin n\u00eb sht\u00ebpi? Ne n\u00eb fakt e vler\u00ebsojm\u00eb ujin vet\u00ebm kur nuk ka ose na mungon, kur ai nuk rrjedh n\u00ebp\u00ebr \u00e7ezmat tona. At\u00ebher\u00eb ne mendojm\u00eb p\u00ebr r\u00ebnd\u00ebsin\u00eb e tij, ne kritikojm\u00eb fqinjin q\u00eb ujit me egoiz\u00ebm kopshtin me uj\u00eb t\u00eb destinuar p\u00ebr pije, ose kritikojm\u00eb politikan\u00ebt, kryetarin e komun\u00ebs ose drejtorin e nd\u00ebrmarrjes s\u00eb sh\u00ebrbimeve publike (NSHP) t\u00eb cil\u00ebt nuk kan\u00eb arritur t\u00eb sigurojn\u00eb rregullisht uj\u00eb t\u00eb pijsh\u00ebm. I gjith\u00eb aktiviteti yn\u00eb zakonisht mund t\u00eb p\u00ebrmbidhet n\u00eb nj\u00eb protest\u00eb dhe sulm ndaj ofruesit t\u00eb sh\u00ebrbimit t\u00eb ujit t\u00eb pijsh\u00ebm. Ne mendojm\u00eb se si mund ta kursejm\u00eb dhe mbrojm\u00eb ujin, por vet\u00ebm at\u00ebher\u00eb kur nuk kemi uj\u00eb! T\u00eb gjitha mendimet, shqet\u00ebsimet dhe d\u00ebshirat tona intuitive p\u00ebr t\u00eb nd\u00ebrmarr\u00eb veprime p\u00ebr kujdes m\u00eb t\u00eb mir\u00eb ndaj ujit p\u00ebrfundojn\u00eb momentin e radh\u00ebs pasi ai t\u00eb rrjedh\u00eb p\u00ebrs\u00ebri nga rubineti. Kjo konfirmohet edhe nga nj\u00eb\u00a0<a href=\"https:\/\/iks.edu.mk\/wp-content\/uploads\/2021\/01\/%D0%98%D0%B7%D0%B2%D0%B5%D1%88%D1%82%D0%B0%D1%98-%D0%BE%D0%B4-%D0%B8%D1%81%D1%82%D1%80%D0%B0%D0%B6%D1%83%D0%B2%D0%B0%D1%9A%D0%B5-%D0%BD%D0%B0-%D1%98%D0%B0%D0%B2%D0%BD%D0%BE%D1%82%D0%BE-%D0%BC%D0%B8%D1%81%D0%BB%D0%B5%D1%9A%D0%B5-%D0%B7%D0%B0-%D1%83%D0%BF%D1%80%D0%B0%D0%B2%D1%83%D0%B2%D0%B0%D1%9A%D0%B5-%D1%81%D0%BE-%D0%B2%D0%BE%D0%B4%D0%B0%D1%82%D0%B0-%D0%B8-%D0%B8%D0%BD%D1%81%D0%BF%D0%B5%D0%BA%D1%86%D0%B8%D1%81%D0%BA%D0%B8-%D0%BD%D0%B0%D0%B4%D0%B7%D0%BE%D1%80.pdf\">hulumtim<\/a>\u00a0i cili tregoi se 82 p\u00ebrqind e konsumator\u00ebve t\u00eb ujit nuk jan\u00eb p\u00ebrfshir\u00eb fare n\u00eb aktivitetet p\u00ebr mbrojtjen e burimeve ujore.<\/p>\n<h5><strong>Rregullimi i \u00e7\u00ebshtjes s\u00eb ujit t\u00eb pijsh\u00ebm n\u00eb BE<\/strong><\/h5>\n<p>Probleme t\u00eb nj\u00ebjta ose t\u00eb ngjashme ka edhe n\u00eb Bashkimin Evropian, por ato jan\u00eb shum\u00eb m\u00eb t\u00eb vogla, n\u00eb num\u00ebr dhe intensitet. Sidoqoft\u00eb, ato ishin t\u00eb mjaftueshme q\u00eb Komisioni Evropian (KE) t\u00eb niste nj\u00eb\u00a0<a href=\"https:\/\/www.eca.europa.eu\/Lists\/ECADocuments\/SR17_12\/SR_DRINKING_WATER_EN.pdf\" target=\"_blank\" rel=\"noopener\">procedur\u00eb p\u00ebr t\u00eb rishikuar Direktiv\u00ebn p\u00ebr Ujin e Pijsh\u00ebm<\/a>. Gjithashtu u inkurajua pjes\u00ebrisht edhe nga Iniciativa p\u00ebr t\u00eb Drejt\u00ebn e Ujit (\u2018the Right2Water initiative\u2019) e cila vuri n\u00eb dukje disa fusha p\u00ebr ndryshime n\u00eb direktiv\u00eb, kryesisht n\u00eb zgjerimin e parametrave q\u00eb vler\u00ebsojn\u00eb cil\u00ebsin\u00eb e ujit, dhe q\u00eb ende nj\u00eb pjes\u00eb e popullsis\u00eb s\u00eb BE-s\u00eb, ve\u00e7an\u00ebrisht an\u00ebtar\u00ebt e grupet e cenueshme, nuk kan\u00eb qasje n\u00eb uj\u00eb t\u00eb pijsh\u00ebm. Iniciativa b\u00ebri thirrje q\u00eb e drejta e aksesit n\u00eb uj\u00eb p\u00ebr t\u00eb gjith\u00eb t\u00eb ushtrohet dhe forcohet, duke cituar Objektivin 6 t\u00eb Objektivave t\u00eb Zhvillimit t\u00eb Q\u00ebndruesh\u00ebm t\u00eb OKB-s\u00eb p\u00ebr vitin 2030. P\u00ebrgjith\u00ebsisht u theksua vet\u00ebdija kryesisht e ul\u00ebt p\u00ebr humbjet e ujit nga rrjedhjet e pakontrolluara, t\u00eb cilat rezultojn\u00eb nga investimet e pamjaftueshme n\u00eb mir\u00ebmbajtjen dhe rind\u00ebrtimin e infrastruktur\u00ebs s\u00eb ujit nga ofruesit e sh\u00ebrbimeve. Nj\u00eb arsye m\u00eb tep\u00ebr ishin raportet e Organizat\u00ebs Bot\u00ebrore t\u00eb Sh\u00ebndet\u00ebsis\u00eb n\u00eb lidhje me monitorimin e cil\u00ebsis\u00eb s\u00eb ujit dhe Planin e Veprimit t\u00eb BE-s\u00eb p\u00ebr ekonomin\u00eb rrethore, i cili b\u00ebn thirrje p\u00ebr masa p\u00ebr t\u00eb zvog\u00ebluar gjenerimin e mbeturinave plastike p\u00ebr shkak t\u00eb p\u00ebrdorimit t\u00eb ujit n\u00eb shishe.<\/p>\n<p>\u00eb gjitha k\u00ebto \u00e7\u00ebshtje form\u00ebsojn\u00eb p\u00ebrmbajtjen e\u00a0<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32020L2184&amp;from=EN\" target=\"_blank\" rel=\"noopener\">Direktiv\u00ebs s\u00eb re t\u00eb Cil\u00ebsis\u00eb s\u00eb Ujit p\u00ebr konsum njer\u00ebzor<\/a>\u00a0(EU 2020\/2184) e cila forcon disa aspekte t\u00eb kontrollit dhe p\u00ebrmir\u00ebsimit t\u00eb cil\u00ebsis\u00eb s\u00eb ujit t\u00eb pijsh\u00ebm dhe mbrojtjes s\u00eb tij. Lajmet e m\u00ebposhtme jan\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr tu prezantuar, duke pasur parasysh gjendjen e ujit n\u00eb Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut.<\/p>\n<p>Standardi i cil\u00ebsis\u00eb s\u00eb ujit t\u00eb pijsh\u00ebm p\u00ebrmir\u00ebsohet duke rritur llojin dhe numrin e parametrave q\u00eb duhet t\u00eb respektohen n\u00eb m\u00ebnyr\u00eb q\u00eb uji t\u00eb jet\u00eb i sigurt p\u00ebr konsum. Cil\u00ebsia duhet t\u00eb sigurohet n\u00eb vendin ku uji del nga sistemi publik i furnizimit me uj\u00eb, por ofruesi i sh\u00ebrbimit gjithashtu duhet t\u00eb monitoroj\u00eb rrjetin e furnizimit me uj\u00eb t\u00eb brendsh\u00ebm, si dhe t\u00eb udh\u00ebzoj\u00eb p\u00ebrdoruesit, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb shmang\u00eb ose zvog\u00ebloj\u00eb \u00e7far\u00ebdo ndotje t\u00eb pakontrolluar t\u00eb ujit. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, ofruesi i sh\u00ebrbimeve t\u00eb ujit duhet domosdo t\u00eb b\u00ebj\u00eb nj\u00eb vler\u00ebsim t\u00eb rrezikut p\u00ebr sigurin\u00eb e ujit, t\u00eb informoj\u00eb KE-n\u00eb m\u00eb s\u00eb voni deri n\u00eb muajin korrik 2027 dhe n\u00eb m\u00ebnyr\u00eb p\u00ebrkat\u00ebse t\u00eb marr\u00eb masat e duhura p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar cil\u00ebsin\u00eb e tij.<\/p>\n<p>Duhet t\u00eb b\u00ebhet edhe rreziku i burimeve dhe zonave t\u00eb tyre uj\u00ebmbledh\u00ebse nga t\u00eb cilat kryhet furnizimi me uj\u00eb i popullat\u00ebs. N\u00eb ve\u00e7anti, duhen t\u00eb vler\u00ebsohen vendet ku ka nd\u00ebrprerje\/pengesa n\u00eb rrjedh\u00ebn e ujit dhe zonat mbrojt\u00ebse t\u00eb burimeve, si dhe t\u00eb rregullohet dhe mbrohet hap\u00ebsira p\u00ebrreth burimeve t\u00eb ujit. P\u00ebr sistemet q\u00eb ofrojn\u00eb shp\u00ebrndarje p\u00ebr t\u00eb pakt\u00ebn 10 metra kub uj\u00eb n\u00eb dit\u00eb, t\u00eb gjitha rreziqet e rrjetit dhe burimit duhet t\u00eb identifikohen. Rrjedhimisht, duhet t\u00eb sihurohet monitorim adekuat dhe t\u00eb njoftoj\u00eb publikun mbi cil\u00ebsin\u00eb e ujit t\u00eb pijsh\u00ebm.<\/p>\n<p>N\u00eb p\u00ebrputhje me parimet e subsidiaritetit dhe proporcionalitetit, vendet an\u00ebtare t\u00eb BE-s\u00eb jan\u00eb t\u00eb detyruara t\u00eb marrin masa p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar aksesin n\u00eb uj\u00eb t\u00eb pijsh\u00ebm p\u00ebr t\u00eb gjith\u00eb, dhe ve\u00e7an\u00ebrisht p\u00ebr grupet e cenueshme dhe t\u00eb margjinalizuara t\u00eb personave. Prandaj, duhen t\u00eb identifikohen t\u00eb gjith\u00eb banor\u00ebt q\u00eb nuk kan\u00eb ose kan\u00eb qasje t\u00eb kufizuar n\u00eb uj\u00eb t\u00eb pijsh\u00ebm dhe t\u00eb merren masa p\u00ebr t\u00eb siguruar uj\u00eb p\u00ebrmes nj\u00eb sistemi publik t\u00eb furnizimit me uj\u00eb. P\u00ebrdorimi i ujit t\u00eb pijsh\u00ebm nga \u00e7ezmat duhet t\u00eb promovohet, ve\u00e7an\u00ebrisht n\u00eb nd\u00ebrtesat e administrat\u00ebs publike, dhe duhet t\u00eb inkurajohet vendosja e pajisjeve n\u00eb vende publike.<\/p>\n<p>Ndryshimi m\u00eb dometh\u00ebn\u00ebs \u00ebsht\u00eb detyrimi i ofruesve t\u00eb sh\u00ebrbimeve, m\u00eb s\u00eb voni deri n\u00eb janar t\u00eb vitit 2026, q\u00eb t\u00eb b\u00ebjn\u00eb nj\u00eb vler\u00ebsim t\u00eb humbjes s\u00eb ujit n\u00eb sistemet e tyre duke p\u00ebrdorur indeksin e humbjeve infrastrukturore (infrastructural leakage index &#8211; ILI) dhe t\u00eb marrin masa p\u00ebr t\u00eb zvog\u00ebluar k\u00ebto humbje. Nga nj\u00eb detyrim thjesht komb\u00ebtar, kursimi i ujit t\u00eb pijsh\u00ebm \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb detyrim i BE-s\u00eb. Prandaj, KE-ja do t\u00eb miratoj\u00eb nj\u00eb prag humbjeje m\u00eb s\u00eb voni deri n\u00eb janar t\u00eb vitit 2028, dhe kur t\u00eb tejkalohet ky prag, shteti an\u00ebtar duhet t\u00eb p\u00ebrgatis\u00eb nj\u00eb plan veprimi p\u00ebr t\u00eb zvog\u00ebluar humbjet.<\/p>\n<h5><strong>Ku \u00ebsht\u00eb Maqedonia e Veriut<\/strong><strong>?<\/strong><\/h5>\n<p>T\u00eb gjitha k\u00ebto ndryshime synojn\u00eb ta b\u00ebjn\u00eb ujin nj\u00eb t\u00eb mir\u00eb publike, e jo nj\u00eb t\u00eb mir\u00eb\/mall konsumatore q\u00eb ne mund ta konsumojm\u00eb sa t\u00eb duam dhe sa t\u00eb mundemi, gj\u00eb q\u00eb k\u00ebrkon nj\u00eb ndryshim n\u00eb praktik\u00ebn e deritanishme dhe rritjen e p\u00ebrgjegj\u00ebsis\u00eb s\u00eb qytetar\u00ebve, shteteve dhe ofruesve t\u00eb sh\u00ebrbimeve t\u00eb ujit. Qytetar\u00ebt e Maqedonis\u00eb s\u00eb Veriut konsumojn\u00eb rreth 250 milion\u00eb metra kub uj\u00eb n\u00eb vit p\u00ebrmes sistemeve publike t\u00eb furnizimit me uj\u00eb, i cili buron nga 85 p\u00ebr qind e burimeve n\u00ebntok\u00ebsore dhe ka nj\u00eb cil\u00ebsi t\u00eb k\u00ebnaqshme, p\u00ebr t\u00eb cil\u00ebn qytetar\u00ebt jan\u00eb shum\u00eb pak t\u00eb informuar. Situata me humbjet e ujit \u00ebsht\u00eb alarmante, dhe n\u00eb shekullin 21 kemi akoma vendbanime dhe qytetar\u00eb (11% e familjeve) t\u00eb cil\u00ebt nuk kan\u00eb qasje n\u00eb uj\u00eb t\u00eb pijsh\u00ebm.<\/p>\n<p>Me q\u00ebllim t\u00eb \u00e7lirimit t\u00eb nd\u00ebrmarrjeve t\u00eb sh\u00ebrbimeve publike nga presioni politik, ve\u00e7an\u00ebrisht n\u00eb nivelin lokal, nga viti 2016, Komisioni Rregullator i Energjis\u00eb dhe Sh\u00ebrbimeve t\u00eb Ujit kontrollon \u00e7mimin e ujit t\u00eb pijsh\u00ebm p\u00ebrmes aplikimit t\u00eb nj\u00eb metodologjie q\u00eb duhet t\u00eb siguroj\u00eb q\u00eb \u00e7mimi t\u00eb mos i kaloj\u00eb kostot e domosdoshme p\u00ebr shp\u00ebrndarjen e tij tek konsumator\u00ebt dhe siguron mir\u00ebmbajtjen dhe zhvillimin e rrjetit t\u00eb furnizimit me uj\u00eb dhe kanalizimeve.<\/p>\n<p><a href=\"https:\/\/www.erc.org.mk\/odluki\/2021.04.28_RKE%20GI%202020-final.pdf\" target=\"_blank\" rel=\"noopener\">Raporti i fundit vjetor<\/a>\u00a0mbi gjendjen e ujit t\u00eb Komisionit Rregullator p\u00ebr vitin 2020 vler\u00ebson se n\u00eb vitin 2020 uji q\u00eb nuk gjeneron t\u00eb ardhura varion nga 7 deri 89 p\u00ebrqind sipas nd\u00ebrmarrjeve t\u00eb sh\u00ebrbimeve publike, ose niveli mesatar i t\u00eb gjith\u00eb vendit \u00ebsht\u00eb 61.94 p\u00ebrqind. Kjo do t\u00eb thot\u00eb se m\u00eb shum\u00eb se gjysma e ujit q\u00eb akumulohet n\u00eb burimet dhe hyn n\u00eb sisteme ose humbet p\u00ebrmes tubave ose p\u00ebrdoret n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme nuk paguhet. Shikuar sipas rajonit, rajoni Juglindor me 48.74 p\u00ebrqind ka humbjen mesatare m\u00eb t\u00eb ul\u00ebt, nd\u00ebrsa rajoni Jugper\u00ebndimor me 75.17 p\u00ebrqind ka humbjen m\u00eb t\u00eb lart\u00eb. Kjo situat\u00eb \u00ebsht\u00eb rezultat i rrjetit t\u00eb vjet\u00ebruar t\u00eb furnizimit me uj\u00eb, por shum\u00eb m\u00eb tep\u00ebr nga menaxhimi i dob\u00ebt dhe investimet e vogla n\u00eb p\u00ebrmir\u00ebsimin e infrastruktur\u00ebs s\u00eb ujit, si dhe p\u00ebrdorimi i nd\u00ebrmarrjeve t\u00eb sh\u00ebrbimeve publike p\u00ebr pun\u00ebsim politik q\u00eb rrisin n\u00eb m\u00ebnyr\u00eb t\u00eb panevojshme dhe t\u00eb pajustifikueshme kostot e funksionimit t\u00eb k\u00ebtyre nd\u00ebrmarrjeve publike.<\/p>\n<h5><strong>\u00c7far\u00eb duhet t\u00eb b\u00ebjm\u00eb<\/strong><strong>?<\/strong><\/h5>\n<p>Direktiva e re sigurisht q\u00eb do t\u00eb shkaktoj\u00eb ndryshime t\u00eb p\u00ebrshtatshme n\u00eb legjislacion dhe negociatat e BE-s\u00eb, shpresojm\u00eb, do t\u00eb imponojn\u00eb ndryshime n\u00eb praktik\u00ebn aktuale t\u00eb menaxhimit t\u00eb nd\u00ebrmarrjeve t\u00eb sh\u00ebrbimeve publike. Ministria e Mjedisit dhe Planifikimit Hap\u00ebsinor (MMPH), me nj\u00eb projekt t\u00eb BE-s\u00eb, n\u00eb vitin 2017 zhvilloi Planin Specifik p\u00ebr Direktiv\u00ebn e Ujit t\u00eb Pijsh\u00ebm (tani direktiva e vjet\u00ebr). Plani tregon se n\u00eb Maqedonin\u00eb e Veriut nevojiten 522 milion euro investime p\u00ebr t\u00eb qen\u00eb n\u00eb gjendje t\u00eb plot\u00ebsojn\u00eb k\u00ebrkesat e direktiv\u00ebs deri n\u00eb vitin 2041.
