Organizuar nga Civil Rights Defenders dhe Instituti p\u00ebr politik\u00eb evropiane – Shkup, ngjarja paraqiti gjetjet e nj\u00eb projekti hulumtues dy vje\u00e7ar mbi efektivitetin e IKDNJ-ve n\u00eb rajon. Gjat\u00eb ngjarjes, hulumtuesit dhe ekspert\u00ebt e t\u00eb drejtave t\u00eb njeriut u p\u00ebrfshin\u00eb n\u00eb dialog me p\u00ebrfaq\u00ebsues nga IKDNJ-t\u00eb nga rajoni, duke p\u00ebrfshir\u00eb Avokat\u00ebt e popullit t\u00eb Malit t\u00eb Zi dhe Bosnj\u00ebs dhe Hercegovin\u00ebs, Komisionerin p\u00ebr mbrojtje nga diskriminimi t\u00eb Shqip\u00ebris\u00eb, Sekretarin e p\u00ebrgjithsh\u00ebm t\u00eb Agjensionit p\u00ebr mbrojtje t\u00eb t\u00eb dh\u00ebnave t\u00eb Maqedonis\u00eb s\u00eb Veriut dhe Komisionerin p\u00ebr mbrojtjen e barazis\u00eb t\u00eb S\u00ebrbis\u00eb.<\/p>\n

Disa konkluzione kryesore nga hulumtimi dhe diskutimi n\u00eb konferenc\u00eb p\u00ebrfshin\u00eb q\u00eb, nd\u00ebrsa rezultatet e IKDNj-ve ishin shum\u00eb t\u00eb ndryshme, qasjet strategjike t\u00eb rritjes institucionale ishin t\u00eb pazhvilluara n\u00eb t\u00eb gjith\u00eb rajonin. Proceset p\u00ebr em\u00ebrimin dhe mekanizmat specifik\u00eb jan\u00eb poroz\u00eb dhe t\u00eb prirur ndaj presionit politik q\u00eb pengon mbrojtjen e t\u00eb drejtave t\u00eb njeriut dhe duhet t\u00eb adresohen urgjentisht. Ekziston nj\u00eb munges\u00eb e burimeve financiare, e ilustruar me faktin se vet\u00ebm 1 n\u00eb 16 institucione n\u00eb rajon u gjet se kishin buxhet t\u00eb mjaftuesh\u00ebm p\u00ebr t\u00ebr\u00eb mandatin e tij. Pjes\u00ebmarr\u00ebsit e konferenc\u00ebs ran\u00eb dakord q\u00eb parlamentet nuk i shfryt\u00ebzojn\u00eb sa duhet funksionet e mbik\u00ebqyrjes, nd\u00ebrsa bashk\u00ebpunimi me qeverit\u00eb nuk \u00ebsht\u00eb sistematik. P\u00ebr m\u00eb tep\u00ebr, ekziston nj\u00eb nevoj\u00eb urgjente p\u00ebr t\u00eb siguruar q\u00eb rekomandimet e IKDNj-ve t\u00eb ndiqen dhe zbatohen n\u00eb m\u00ebnyr\u00ebn e duhur.<\/p>\n

N\u00eb fjalimin e tij hyr\u00ebs, drejtori i Civil Rights Defenders p\u00ebr Evrop\u00ebn dhe MENA, Goran Mileti\u00e7, tha se ne nuk po u kushtojm\u00eb v\u00ebmendje t\u00eb mjaftueshme k\u00ebtyre institucioneve t\u00eb cilat n\u00eb fund t\u00eb fundit sjellin pasoja p\u00ebr legjitimitetin dhe efektivitetin e tyre. Ai zbuloi rezultatet e nj\u00eb studimi rajonal t\u00eb kryer nga Civil Rights Defenders, sipas t\u00eb cilit 80% e qytetar\u00ebve t\u00eb Ballkanit Per\u00ebndimor nuk besojn\u00eb se t\u00eb gjith\u00eb qytetar\u00ebt jan\u00eb t\u00eb barabart\u00eb para ligjit, dhe vet\u00ebm 36% e t\u00eb anketuarve nga rajoni besojn\u00eb se sundimi i ligjit respektohet n\u00eb vendet e tyre.<\/p>\n

Dr. Simonida Kacarska, drejtoresha e Institutit p\u00ebr politik\u00eb evropiane \u2013 Shkup, n\u00eb fjalimin e saj hyr\u00ebs theksoi rolin kritik t\u00eb luajtur nga IKDNj-t\u00eb e rajonit, por q\u00eb “perspektivat e integrimit evropian nuk kan\u00eb dh\u00ebn\u00eb forc\u00ebn l\u00ebviz\u00ebse p\u00ebr demokratizimin q\u00eb shum\u00eb shpresonin, dhe pjesa m\u00eb e madhe e pun\u00ebs shkon n\u00eb sistemet komb\u00ebtare t\u00eb pavarura t\u00eb mbrojtjes s\u00eb t\u00eb drejtave t\u00eb njeriut. ”<\/p>\n
