Guided by the\u00a0<a class=\"c-link\" href=\"http:\/\/www.sigmaweb.org\/publications\/principles-public-administration.htm\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-8299ec62-28c3-4e2d-806e-a6a8337dd23d\">SIGMA Principles<\/a>, WeBER has pioneered an evidence and civil society-based approach to monitoring progress of the region\u2019s governments in public administration reform (PAR) based on EU requirements. It has also built bottom-up demand for reform by creating the regional WeBER Platform for dialogue on PAR and by empowering civil society organisations (CSOs) through capacity building and consultation events and meetings. This has laid the foundations for the continuous involvement of civil society in PAR, relying on a regional approach to the topic and on producing regionally-comparable WeBER monitoring results.<\/p>\n<p>Under the refreshed name, \u201cWestern Balkan Civil Society Empowerment for a Reformed Public Administration\u201d, the design of WeBER2.0 relies and further builds on the results of the previous WeBER cycle and products, most notably the\u00a0<a class=\"c-link\" href=\"http:\/\/www.par-monitor.org\/pages\/par-monitor-2017-2018\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-23a37900-7061-4757-9a9d-7e7d40c5e6fc\">PAR Monitor reports<\/a>,\u00a0<a class=\"c-link\" href=\"http:\/\/www.par-monitor.org\/pages\/purpose\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-af47578d-db31-4d78-bac3-c529ca275a51\">the regional consultative WeBER Platform<\/a>\u00a0and the\u00a0<a class=\"c-link\" href=\"http:\/\/www.par-monitor.org\/pages\/info\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-045d2b22-5db6-4da3-8fdc-f83d615f9088\">Small Grant Facility for Support for Civil Society Monitoring of Public Administration Reform at Local Level<\/a>. WeBER2.0 will last until December 2022.<\/p>\n<p>As in the previous cycle, WeBER2.0 will be implemented by six organisations from the Western Balkans (WB), members of the\u00a0Think for Europe &#8211; TEN Network\u00a0(including\u00a0<a class=\"c-link\" href=\"http:\/\/cep.org.rs\/en\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-fd3e31b6-daba-4808-b7bc-5046b47be9bd\">the European Policy Centre &#8211; CEP Belgrade<\/a>,\u00a0the\u00a0<a class=\"c-link\" href=\"https:\/\/idmalbania.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-54eff808-eb36-44fd-a51a-c1ed6c20127c\">Institute for Democracy and Mediation &#8211; IDM Tirana<\/a>,\u00a0<a class=\"c-link\" href=\"https:\/\/institut-alternativa.org\/en\/home\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-6b3fb577-1651-47bc-a0a0-51fdb561d8dd\">Institute Alternative &#8211; IA Podgorica,<\/a>\u00a0the\u00a0<a class=\"c-link\" href=\"http:\/\/vpi.ba\/en\/fpi-bh\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-79892cc0-45b6-442e-b66a-eed1dfadf396\">Foreign Policy Initiative &#8211; FPI Sarajevo<\/a>,\u00a0the\u00a0<a class=\"c-link\" href=\"http:\/\/www.legalpoliticalstudies.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-8581aac5-b998-4db5-b988-a6a0e61e9fba\">Group for Legal and Political Studies &#8211; GLPS Pristina<\/a>,\u00a0and the\u00a0<a class=\"c-link\" href=\"https:\/\/epi.org.mk\/sq\/?lang=en\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-3604f285-ea09-4e90-a7d1-71b90d75f0e3\">European Policy Institute\u00a0&#8211; EPI Skopje<\/a>) coordinated by the European Policy Centre \u2013 CEP. Moreover, the\u00a0<a class=\"c-link\" href=\"https:\/\/www.epc.eu\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-sk=\"tooltip_parent\" aria-describedby=\"sk-tooltip-0694078d-25f7-4913-b5ed-06caba20f3f8\">European Policy Centre &#8211; EPC<\/a>\u00a0Brussels is also a partner in the project.<\/p>\n<p>This project will enhance CSO engagement in PAR by advancing evidence-based monitoring of PAR in line with EU requirements. It will also strengthen CSO-government dialogue at the regional, national, and local levels based on the established WeBER Platform, which will be further enhanced, particularly by introducing online consultations.
