N\u00eb aspektin deklarativ m\u00eb t\u00eb fuqish\u00ebm jan\u00eb formulimet e perspektiv\u00ebs p\u00ebr an\u00ebtar\u00ebsim, theksi \u00ebsht\u00eb v\u00ebn\u00eb mbi kredibilitetin nd\u00ebrsa jan\u00eb zbutur formulimet e reversibilitetit t\u00eb procesit.<\/p>\n<p>Propozimi pjes\u00ebrisht e shmang kontradikt\u00ebn me procesin e stabilizim \u2013 asocimit nga non-pejperi francez k\u00ebshtu q\u00eb p\u00ebrafrohen t\u00eb dy proceset \u2013 aderimi dhe stabilizim asocimi.<\/p>\n<p>Megjithat\u00eb, kryesisht respektohet propozimi i Franc\u00ebs p\u00ebr negociata n\u00eb grupe, por i modifikuar, duke i respektuar kapitujt edhe p\u00ebrmes grupimit t\u00eb tyre. Kjo potencialisht mund ta n\u00ebnkuptoj reduktimin e pikave t\u00eb vetos p\u00ebr vendet an\u00ebtare, megjithat\u00eb mbetet unanimiteti.<\/p>\n<p>Procesi b\u00ebhet m\u00eb kompleks edhe nga aspekti politik edhe nga ai teknik. Seriozisht fuqizohet kusht\u00ebzimi. N\u00eb negociata inkorporohen kritere ekonomik\u00eb, si dhe administrata publike n\u00eb grupin \u201cBazat\u201d, bashk\u00eb me kapitujt ekzistues 23 dhe 24. Propozohet t\u00eb miratohen udh\u00ebzime (plan veprimet e deritanish\u00ebm p\u00ebr kapitujt 23 dhe 24) edhe p\u00ebr institucionet demokratike dhe administrat\u00ebn publike \u2013 fusha n\u00eb t\u00eb cilat nuk ekziston acquis i fuqish\u00ebm. Fokusi vendoset n\u00eb p\u00ebrmbushjen e kritereve p\u00ebr hapjen e grupeve \u2013 p\u00ebrmbushje t\u00eb prioriteteve para \u00e7eljes s\u00eb negociatave p\u00ebr nj\u00eb grup t\u00eb kapitujve. Asnj\u00eb kapitull nuk\u00a0 mbyllet p\u00ebrkoh\u00ebsisht para se t\u00eb p\u00ebrmbushen kriteret kalimtare p\u00ebr sundimin e s\u00eb drejt\u00ebs.<\/p>\n<p>Diskutabile mbetet \u00e7\u00ebshtja e vendosjes dhe matjes s\u00eb p\u00ebrmbushjes s\u00eb kushteve \u2013 kritereve, ve\u00e7an\u00ebrisht me inkorporimin e kritereve ekonomik\u00eb dhe administrat\u00ebs publike n\u00eb negociata.<\/p>\n<p>Sa u p\u00ebrket p\u00ebrfitimeve q\u00eb duhet t\u2019i ndjejn\u00eb qytetar\u00ebt nuk ka asgj\u00eb konkrete. Flitet p\u00ebr \u201cintegrim t\u00eb p\u00ebrshpejtuar\u201d dhe p\u00ebr p\u00ebrfitime potenciale t\u00eb cilat do t\u00eb p\u00ebrcaktohen n\u00eb trupat e MSA ose p\u00ebr \u201cintegrim gradual\u201d: hyrje graduale n\u00eb politik\u00eb, tregje dhe programe; m\u00eb shum\u00eb mjete nga IPA dhe bashk\u00ebpunim me FMN. Nga ana tjet\u00ebr, nuk ka paralajm\u00ebrime p\u00ebr rritjen e buxhetit p\u00ebr ndihm\u00eb para-aderuese, e as p\u00ebr t\u00eb an\u00ebtar\u00ebsuarit n\u00eb struktur\u00ebn e saj.<\/p>\n<p>P\u00ebrve\u00e7 konfirmimit t\u00eb mund\u00ebsive p\u00ebr nd\u00ebrprerjen, p\u00ebrkat\u00ebsisht suspendimin e negociatave, t\u00eb cilat jan\u00eb t\u00eb p\u00ebrfshira edhe n\u00eb kornizat e deritanishme t\u00eb negociatave, megjithat\u00eb nuk jan\u00eb shfryt\u00ebzuar, n\u00eb m\u00ebnyr\u00eb eksplicite \u00ebsht\u00eb p\u00ebrfshir\u00eb edhe mund\u00ebsia e rihapjes s\u00eb kapitujve p\u00ebrkoh\u00ebsisht t\u00eb mbyllur, e q\u00eb p\u00ebrs\u00ebri \u00ebsht\u00eb edhe opsion aktual meq\u00eb t\u00eb gjith\u00eb kapitujt mbyllen vet\u00ebm provizorisht derisa negociatat nuk p\u00ebrfundojn\u00eb t\u00ebr\u00ebsisht. Propozohet mund\u00ebsia n\u00eb rast t\u00eb stagnimit ose regresit t\u00eb miratohen rekomandimet e Komisionit me procedur\u00eb t\u00eb shkurtuar n\u00eb K\u00ebshill (p\u00eblqim me heshtje), n\u00ebse K\u00ebshilli me shumic\u00eb t\u00eb kualifikuar nuk e hedh\u00eb posht\u00eb rekomandimin e Komisionit.<\/p>\n<p>Propozimi i Komisionit e thellon dallimin midis shteteve t\u00eb rajonit, meq\u00eb n\u00eb m\u00ebnyr\u00eb eksplicite thuhet se kornizat negocuese p\u00ebr shtetet t\u00eb cilat tanim\u00eb jan\u00eb n\u00eb procesin e negociatave tanim\u00eb nuk do t\u00eb ndryshojn\u00eb por ato vet mund t\u00eb dakord\u00ebsohen p\u00ebr implementimin praktik t\u00eb ndryshimeve t\u00eb propozuara, si\u00e7 \u00ebsht\u00eb grupimi i tyre tematik ose mund\u00ebsit\u00eb p\u00ebr integrim t\u00eb p\u00ebrshpejtuar.<\/p>\n<p>Sa i p\u00ebrket propozimit t\u00eb Komisionit priten diskutime intensive brenda dhe midis shteteve an\u00ebtare gjat\u00eb muajve n\u00eb vijim para Samitit t\u00eb Zagrebit.<\/p>\n<p>Meq\u00eb b\u00ebhet fjal\u00eb p\u00ebr pasoja serioze t\u00eb qasjes dhe metodologjis\u00eb s\u00eb ndryshuar t\u00eb procesit t\u00eb aderimit t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb s\u00eb Veriut n\u00eb BE, konsiderojm\u00eb se Qeveria duhet t\u2019i qaset me kujdes vler\u00ebsimit t\u00eb pasojave dhe t\u00eb organizoj debat gjith\u00ebp\u00ebrfshir\u00ebs p\u00ebr Propozimin, pa e pranuar p\u00ebrkat\u00ebsisht pa e mb\u00ebshtetur t\u00eb nj\u00ebjtin \u201cblanko\u201d. Duhet t\u00eb p\u00ebrs\u00ebriten parimet e progresit t\u00eb procesit sipas meritave dhe kushteve t\u00eb nj\u00ebjta p\u00ebr t\u00eb gjith\u00eb n\u00eb rajon, nd\u00ebrkaq edhe n\u00eb t\u00eb ardhmen t\u00eb insistohet p\u00ebr hapjen imanente t\u00eb negociatave. Fokusi duhet t\u00eb vihet mbi dialogun p\u00ebr vendosjen e kushteve dhe p\u00ebr p\u00ebrmbushjen e tyre, si dhe t\u00eb insistohet q\u00eb kushtet t\u00eb jen\u00eb n\u00eb kuad\u00ebr t\u00eb acquis t\u00eb Bashkimit Evropian. Lobimi tek vendet-an\u00ebtare n\u00eb periudh\u00ebn e ardhshme t\u00eb shqyrtimit t\u00eb k\u00ebtij propozimi \u00ebsht\u00eb jasht\u00ebzakonisht i r\u00ebnd\u00ebsish\u00ebm.<\/p>\n<p>Nivelin relativisht t\u00eb lart\u00eb t\u00eb harmonizimit me acquis t\u00eb BE-s\u00eb sipas kapitujve n\u00eb krahasim me shtetet e rajonit t\u00eb cilat tanim\u00eb jan\u00eb n\u00eb procesin e negociatave, shteti yn\u00eb duhet ta shfryt\u00ebzoj n\u00eb drejtim t\u00eb integrimit t\u00eb p\u00ebrshpejtuar n\u00eb fusha t\u00eb caktuara.<\/p>\n<p>Reversibiliteti i mundsh\u00ebm i procesit dhe i strukturave t\u00eb MSA duhet t\u00eb jen\u00eb p\u00ebrpar\u00ebsi p\u00ebr Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut meq\u00eb deri m\u00eb tani kemi 15 cikle t\u00eb takimeve t\u00eb trupave, por vet\u00ebm n\u00ebse \u00e7do qeveri nuk fillon nga e para dhe vet\u00ebm krijon dhe rikrijon struktura t\u00eb reja, n\u00eb vend q\u00eb t\u00eb p\u00ebrfitoj nga p\u00ebrvojat dhe njohurit\u00eb ekzistuese si dhe ta avancoj me njohuri t\u00eb reja.<\/p>\n<p>Ve\u00e7 tjerash, do t\u00eb jet\u00eb e nevojshme q\u00eb t\u00eb rishikohen edhe strukturat ekzistuese, t\u00eb shmanget paralelizmi, t\u00eb sigurohet komplementariteti me strukturat e MSA dhe t\u00eb rishikohen instrumentet ekzistues t\u00eb harmonizimit.<\/p>","protected":false},"excerpt":{"rendered":"<p>Me propozimin e metodologjis\u00eb s\u00eb re p\u00ebr negociata Komisioni thelb\u00ebsisht e k\u00ebnaq propozimin francez, edhe pse p\u00ebrpiqet ta amortizoj ndikimin e tij negativ.
