Shum\u00eb shpejt pas liberalizimit t\u00eb vizave, filloi t\u00eb rritet numri i k\u00ebrkues\u00ebve t\u00eb azilit nga Maqedonia n\u00eb BE. Pozita jo e volitshme socio-ekonomike t\u00eb etnitetit rom n\u00eb Maqedoni dhe pjes\u00ebmarrja jo e mjaftueshme n\u00eb rrjedhat kryesore shoq\u00ebrore jan\u00eb shkaktar\u00ebt kryesor t\u00eb emigrimit t\u00eb Rom\u00ebve nga Maqedonia n\u00eb shtetet e zhvilluara t\u00eb Evrop\u00ebs Per\u00ebndimore.<\/p>\n

P\u00ebr margjinalizimin e etnitetit rom n\u00eb Maqedoni flasin hulumtime dhe studime t\u00eb shumta, dhe ve\u00e7an\u00ebrisht mbresl\u00ebn\u00ebse jan\u00eb t\u00eb dh\u00ebnat krahasuese nga \u201cIndeksi p\u00ebr p\u00ebrfshirjen e Rom\u00ebve 2015\u201d l\u00ebshuar nga Sekretarijati i Dekad\u00ebs p\u00ebr p\u00ebrfshirje t\u00eb Rom\u00ebve nga Budapest, Hungari: M\u00eb pak se 1% e Rom\u00ebve mbarojn\u00eb shkollim t\u00eb lart\u00eb, p\u00ebr dallim nga mesatarja e 12% tek popullsia e p\u00ebrgjithshme. Nga ana tjet\u00ebr, analfabet jan\u00eb 17% e Rom\u00ebve, gjegj\u00ebsisht 25% e femrave, p\u00ebr dallim nga shkalla nacionale e analfabetizmit q\u00eb \u00ebsht\u00eb 4%. Shkalla e papun\u00ebsis\u00eb tek Rom\u00ebt \u00ebsht\u00eb 49% n\u00eb krahasim me shkall\u00ebn e papun\u00ebsis\u00eb n\u00eb nivel shtet\u00ebror q\u00eb \u00ebsht\u00eb 24%. Shkalla mesatare e jetes\u00ebs\u00eb, nji nga p\u00ebrcaktuesit kryesor t\u00eb gjendjes sh\u00ebndet\u00ebsore s\u00eb popullat\u00ebs, tek Rom\u00ebt n\u00eb Maqedoni \u00ebsht\u00eb 59,7 vjet n\u00eb krahasim me shkall\u00ebn mesatare t\u00eb jet\u00ebs n\u00eb shtet q\u00eb \u00ebsht\u00eb 70,2 vjet. T\u00eb ardhurat mesatare mujore tek Rom\u00ebt jan\u00eb p\u00ebr 58% m\u00eb t\u00eb ulta nga mesatarja n\u00eb nivel nacional. K\u00ebto t\u00eb dh\u00ebna, t\u00eb vitit 2014, jan\u00eb ilustrim i p\u00ebrsosur p\u00ebr shkaqet se pse shumica e familjeve rome vendosin t\u00eb largohen n\u00eb shtetet e BE-s\u00eb si k\u00ebrkues t\u00eb azilit apo migrant.<\/p>\n

Ky raport nga hulumtimi tregon sfidat dhe v\u00ebshtir\u00ebsit\u00eb kryesore t\u00eb identifikuara, me t\u00eb cilat ballafaqohen Rom\u00ebt e rikthyer gjat\u00eb riintegrimit t\u00eb tyre n\u00eb shtetet am\u00eb, n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb siguruar jet\u00eb dinjitoze p\u00ebr vete dhe p\u00ebr familjet e tyre. Pika fillestare n\u00eb hulumtim ishin p\u00ebrvojat dhe mbresat e tyre personale, por u morr\u00ebn parasysh edhe kornizat ligjore, politikat publike dhe masat e institucioneve publike n\u00eb drejtim t\u00eb nxitjes s\u00eb riintegrimit si dhe p\u00ebrvojat e sektorit civil n\u00eb ofrimin e ndihm\u00ebs dhe mb\u00ebshtetjes adekuate. N\u00eb pjes\u00ebn p\u00ebrfundimtare t\u00eb raportit jan\u00eb t\u00eb treguara rekomandimet p\u00ebr p\u00ebrmir\u00ebsimin e p\u00ebrgjigjes sistematike t\u00eb k\u00ebsaj \u00e7\u00ebshtje.<\/p>\n

N\u00eb fokus t\u00eb hulumtimit ishin 5 fusha: mbrojtjes sociale (duke p\u00ebrfshir\u00eb edhe \u00e7\u00ebshtjen e qasjes n\u00eb dokumentacion personal), mbrojtjes sh\u00ebndet\u00ebsore, arsim, pun\u00ebsim dhe strehimit. Kjo u zhvillua n\u00eb 5 komunitete rome: Shkup (Shuto Orizar\u00eb), Manastir, Dell\u00e7ev\u00eb, Tetov\u00eb dhe Kumanov\u00ebn n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb kapur \u201cnuancat\u201d e mundshme n\u00eb lidhje me tem\u00ebn e hulumtimeve n\u00eb pjes\u00eb t\u00eb ndryshme t\u00eb venidt.<\/p>\n
