Raporti analizon k\u00ebrc\u00ebnimet ndaj t\u00eb drejtave dhe vlerave themelore t\u00eb BE-s\u00eb n\u00eb fusha t\u00eb tilla si ligjb\u00ebrja demokratike, qeverisja dixhitale, siguria e brendshme dhe trajtimi i emigrant\u00ebve. N\u00eb nj\u00eb koh\u00eb paq\u00ebndrueshm\u00ebrie politike globale dhe k\u00ebrc\u00ebnimesh ndaj siguris\u00eb, ky raport sh\u00ebrben si nj\u00eb thirrje drejtuar Bashkimit Evropian dhe shteteve an\u00ebtare p\u00ebr mbrojtjen e t\u00eb drejtave themelore dhe forcimin e demokracis\u00eb.<\/p><p data-path-to-node=\"6\"><a href=\"https:\/\/epi.org.mk\/wp-content\/uploads\/fundamental-rights-report_challenges-and-achievements_2025.pdf\" target=\"_blank\" rel=\"noopener\">Raporti i t\u00eb Drejtave Themelore &#8211; Sfidat dhe arritjet n\u00eb vitin 2025<\/a> fokusohet te zhvillimet dhe mang\u00ebsit\u00eb lidhur me t\u00eb drejtat themelore n\u00eb BE n\u00eb vitin 2025. K\u00ebtu p\u00ebrfshihen:<\/p><ul data-path-to-node=\"7\"><li><p data-path-to-node=\"7,0,0\"><b data-path-to-node=\"7,0,0\" data-index-in-node=\"0\">Kriza e strehimit n\u00eb Evrop\u00eb:<\/b> Rritja e kostove t\u00eb strehimit dhe mungesa e strehimit social dhe t\u00eb p\u00ebrballuesh\u00ebm kan\u00eb shkaktuar nj\u00eb kriz\u00eb strehimi n\u00ebp\u00ebr BE, pasi gjithnj\u00eb e m\u00eb shum\u00eb njer\u00ebz e kan\u00eb t\u00eb pamundur t\u00eb p\u00ebrballojn\u00eb kostot e banesave t\u00eb tyre dhe rrezikojn\u00eb t\u00eb mbeten t\u00eb pastreh\u00eb. Nd\u00ebrkoh\u00eb, masat mbrojt\u00ebse kund\u00ebr d\u00ebbimit nga banesa dhe mbetjes pa streh\u00eb vazhdojn\u00eb t\u00eb jen\u00eb t\u00eb pamjaftueshme n\u00eb shum\u00eb shtete an\u00ebtare, duke rezultuar n\u00eb situata q\u00eb cenojn\u00eb dinjitetin njer\u00ebzor.<\/p><\/li><li><p data-path-to-node=\"7,1,0\"><b data-path-to-node=\"7,1,0\" data-index-in-node=\"0\">Sfidat lidhur me pun\u00ebsimin dhe shfryt\u00ebzimi i krahut t\u00eb pun\u00ebs:<\/b> Pun\u00ebtor\u00ebt emigrant\u00eb po p\u00ebrdoren gjithmon\u00eb e m\u00eb shum\u00eb p\u00ebr t\u00eb adresuar pamjaftueshm\u00ebrin\u00eb e krahut t\u00eb pun\u00ebs n\u00eb BE. Megjithat\u00eb, ekzistojn\u00eb sfida serioze q\u00eb lidhen me pun\u00ebsimin e pun\u00ebtor\u00ebve nga vendet e treta n\u00eb BE, duke p\u00ebrfshir\u00eb mbikualifikimin, diskriminimin dhe shfryt\u00ebzimin e krahut t\u00eb pun\u00ebs. Personat e shfryt\u00ebzuar nuk kan\u00eb pothuajse asnj\u00eb mund\u00ebsi reale p\u00ebr drejt\u00ebsi ose kompensim.<\/p><\/li><li><p data-path-to-node=\"7,2,0\"><b data-path-to-node=\"7,2,0\" data-index-in-node=\"0\">K\u00ebrc\u00ebnimet ndaj t\u00eb drejtave themelore n\u00eb internet:<\/b> Njer\u00ebzit anemban\u00eb BE-s\u00eb po ekspozohen gjithnj\u00eb e m\u00eb shum\u00eb ndaj gjuh\u00ebs s\u00eb urrejtjes n\u00eb internet, nd\u00ebrkoh\u00eb q\u00eb pik\u00ebpamjet legjitime shpeshher\u00eb bllokohen n\u00eb m\u00ebnyr\u00eb t\u00eb padrejt\u00eb ose hiqen nga platformat n\u00eb internet. Ligjet e BE-s\u00eb p\u00ebr rregullimin dhe mbrojtjen e hap\u00ebsirave n\u00eb internet jan\u00eb p\u00ebrballur me rezistenc\u00eb politike dhe korporative, kryesisht nga jasht\u00eb BE-s\u00eb, gj\u00eb q\u00eb cenon demokracin\u00eb dhe mbrojtjen e t\u00eb drejtave themelore. Zbatimi i ligjeve dhe rregulloreve t\u00eb BE-s\u00eb \u00ebsht\u00eb v\u00ebshtir\u00ebsuar gjithashtu edhe nga mungesa e transparenc\u00ebs nga platformat n\u00eb internet.<\/p><\/li><li><p data-path-to-node=\"7,3,0\"><b data-path-to-node=\"7,3,0\" data-index-in-node=\"0\">Vlerat themelore t\u00eb BE-s\u00eb<\/b> kan\u00eb ndikuar gjithnj\u00eb e m\u00eb shum\u00eb n\u00eb hartimin e ligjeve dhe politikave t\u00eb BE-s\u00eb dhe, n\u00eb praktik\u00ebn gjyq\u00ebsore t\u00eb koh\u00ebve t\u00eb fundit, Gjykata e Drejt\u00ebsis\u00eb e Bashkimit Evropian ka konfirmuar r\u00ebnd\u00ebsin\u00eb e tyre operacionale. Nd\u00ebrkoh\u00eb, zhvillimet e vitit 2025 nxor\u00ebn n\u00eb pah nj\u00eb hendek midis shpalljes s\u00eb k\u00ebtyre vlerave dhe mbrojtjes reale t\u00eb t\u00eb drejtave n\u00eb praktik\u00eb, nd\u00ebr t\u00eb tjera edhe n\u00eb kontekstin e ligjb\u00ebrjes, qeverisjes dixhitale, siguris\u00eb e brendshme dhe trajtimit t\u00eb emigrant\u00ebve dhe azilk\u00ebrkuesve n\u00eb pikat kufitare.<\/p><\/li><\/ul><p data-path-to-node=\"8\">P\u00ebr adresimin e k\u00ebtyre sfidave, FRA-ja i b\u00ebn thirrje BE-s\u00eb dhe shteteve t\u00eb saj an\u00ebtare p\u00ebr:<\/p><ul data-path-to-node=\"9\"><li><p data-path-to-node=\"9,0,0\">Adresimin e strehimit si nj\u00eb e drejt\u00eb themelore dhe mb\u00ebshtetjen e politikave t\u00eb strehimit n\u00eb t\u00eb drejt\u00ebn e BE-s\u00eb p\u00ebr t\u00eb drejtat themelore dhe n\u00eb t\u00eb drejt\u00ebn nd\u00ebrkomb\u00ebtare p\u00ebr t\u00eb drejtat e njeriut, n\u00eb p\u00ebrputhje me detyrimet e shteteve an\u00ebtare. P\u00ebr t\u00eb adresuar n\u00eb m\u00ebnyr\u00eb efektive rastet e personave t\u00eb pastreh\u00eb, nevojitet mbrojtje gjith\u00ebp\u00ebrfshir\u00ebse ndaj d\u00ebbimeve me forc\u00eb dhe masa mbrojt\u00ebse p\u00ebr grupet e cenueshme, duke p\u00ebrfshir\u00eb garanci gjyq\u00ebsore, strehim alternativ, streha p\u00ebr t\u00eb pastreh\u00ebt dhe mb\u00ebshtetje sociale dhe financiare.<\/p><\/li><li><p data-path-to-node=\"9,1,0\">Adresimin e munges\u00ebs s\u00eb krahut t\u00eb pun\u00ebs duke parandaluar shfryt\u00ebzimin: ofrimin e mund\u00ebsive t\u00eb drejta dhe t\u00eb barabarta p\u00ebr pun\u00ebtor\u00ebt nga jasht\u00eb BE-s\u00eb p\u00ebr t\u00eb punuar n\u00eb tregjet e pun\u00ebs. Kjo mund t\u00eb arrihet duke njohur kualifikimet e huaja, duke nxitur aksesin e hersh\u00ebm n\u00eb tregjet e pun\u00ebs dhe n\u00eb trajnim dhe duke trajtuar diskriminimin dhe rastet e agjencive shfryt\u00ebzuese t\u00eb pun\u00ebsimit.<\/p><\/li><li><p data-path-to-node=\"9,2,0\">Garantimin e hap\u00ebsirave m\u00eb t\u00eb sigurta n\u00eb internet: k\u00ebrkesa e llogaridh\u00ebnies nga platformat n\u00eb internet p\u00ebr t\u00eb trajtuar numrin n\u00eb rritje t\u00eb k\u00ebrc\u00ebnimeve n\u00eb internet ndaj t\u00eb drejtave themelore dhe demokracis\u00eb. Zbatimi i Ligjit p\u00ebr Sh\u00ebrbimet Dixhitale \u00ebsht\u00eb me r\u00ebnd\u00ebsi thelb\u00ebsore p\u00ebr mbrojtjen e t\u00eb drejtave t\u00eb njeriut n\u00eb internet.<\/p><\/li><\/ul><p data-path-to-node=\"10\">Raporti i t\u00eb Drejtave Themelore trajton gjendjen e disa t\u00eb drejtave themelore n\u00eb BE n\u00eb vitin 2025 \u2013 vit i cili sh\u00ebnoi p\u00ebrvjetorin e 25-t\u00eb t\u00eb Kart\u00ebs s\u00eb t\u00eb Drejtave Themelore. Ndon\u00ebse ajo p\u00ebrb\u00ebn nj\u00eb instrument ky\u00e7 p\u00ebr zbatimin e vlerave themelore t\u00eb BE-s\u00eb, zbatimi i Kart\u00ebs anemban\u00eb BE-s\u00eb dhe n\u00eb shtetet an\u00ebtare mbetet jo i nj\u00ebtrajtsh\u00ebm. FRA-ja i b\u00ebn thirrje BE-s\u00eb dhe shteteve t\u00eb saj an\u00ebtare q\u00eb ta zbatojn\u00eb at\u00eb si standard ligjor, duke kryer nj\u00ebkoh\u00ebsisht vler\u00ebsime sistematike t\u00eb ndikimit tek t\u00eb drejtat e njeriut.<\/p><p data-path-to-node=\"11\"><b data-path-to-node=\"11\" data-index-in-node=\"0\">Citim nga Drejtorja e FRA-s\u00eb, Sirpa Rautio:<\/b><\/p><blockquote data-path-to-node=\"12\"><p data-path-to-node=\"12,0\">\u201eT\u00eb drejtat themelore vazhdojn\u00eb t\u00eb jen\u00eb t\u00eb k\u00ebrc\u00ebnuara anemban\u00eb Evrop\u00ebs, nd\u00ebrsa tensionet globale dhe sulmet ndaj rendit k\u00ebrc\u00ebnojn\u00eb shoq\u00ebrit\u00eb tona demokratike dhe t\u00eb drejtat q\u00eb ato synojn\u00eb t\u00eb mbrojn\u00eb. BE-ja dhe shtetet e saj an\u00ebtare duhet t\u00eb denoncojn\u00eb presionin n\u00eb rritje ndaj garancive ligjore dhe procedurale q\u00eb p\u00ebrkthejn\u00eb vlerat tona themelore n\u00eb garanci praktike.
