P\u00ebr hir t\u00eb s\u00eb v\u00ebrtet\u00ebs, samiti i par\u00eb i mbajtur n\u00eb nj\u00eb nga vendet e rajonit ishte ai n\u00eb vitin 2000 q\u00eb u mbajt n\u00eb Zagreb, kur Kroacia jo vet\u00ebm gjeografikisht, por edhe formalisht i p\u00ebrkiste konglomeratit politik \u201cBallkani Per\u00ebndimor\u201d. Megjithat\u00eb, ky nuk \u00ebsht\u00eb aspak nj\u00eb krahasim negativ p\u00ebr Shqip\u00ebrin\u00eb si nikoqire e samitit. P\u00ebrkundrazi. Menj\u00ebher\u00eb pas Samitit t\u00eb vitit 2000\u00a0<strong>Kroacia mori rolin e udh\u00ebheq\u00ebses s\u00eb procesit t\u00eb integrimit evropian n\u00eb rajon<\/strong>\u00a0dhe m\u00eb pas \u201cu largua\u201d nga rajoni, i pari nga shtetet q\u00eb i p\u00ebrkisnin atij. Krahasimet mekanike nuk jan\u00eb t\u00eb p\u00ebrshtatshme n\u00eb kushtet e sotme t\u00eb zgjerimit, por faktet jan\u00eb fakte.<\/p>\n<p>T\u00eb shohim se \u00e7far\u00eb \u00ebsht\u00eb ndryshe tek rezultatet e Samitit t\u00eb k\u00ebtij viti krahasuar me samitin e tetorit t\u00eb kaluar n\u00eb B\u00ebrdo t\u00eb mbajtur gjat\u00eb presidenc\u00ebs sllovene.<\/p>\n<p>E para, e pritshme dhe e qart\u00eb,<strong>\u00a0situata e re gjeopolitike<\/strong>\u00a0e krijuar nga agresioni rus n\u00eb Ukrain\u00eb\u00a0<strong>l\u00eb gjurm\u00eb n\u00eb Sami<\/strong>t dhe n\u00eb dokumentin p\u00ebrfundimtar \u2013 Deklarata e Tiran\u00ebs. Kjo vihet re n\u00eb dy aspekte t\u00eb r\u00ebnd\u00ebsishme: deklaratat p\u00ebr perspektiv\u00ebn evropiane t\u00eb shteteve t\u00eb rajonit dhe pritshm\u00ebrit\u00eb e theksuara nga \u201cpartner\u00ebt\u201d p\u00ebr t\u00eb treguar unitet me BE-n\u00eb n\u00eb orientimin strategjik. Aspekti i tret\u00eb i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb se<strong>\u00a0Deklarata e Tiran\u00ebs e promovon m\u00eb fuqish\u00ebm konceptin e integrimit<\/strong>\u00a0gradual t\u00eb Ballkanit Per\u00ebndimor n\u00eb BE.<\/p>\n<p>P\u00ebrderisa Deklarata e B\u00ebrdos vitin e kaluar pasqyronte nj\u00eb tendenc\u00eb p\u00ebr t\u00eb zbutur dhe zbehur\u00a0<strong>angazhimin e vendeve an\u00ebtare p\u00ebr perspektiv\u00ebn evropiane t\u00eb Ballkanit Per\u00ebndimor,<\/strong>\u00a0Deklarata e Tiran\u00ebs i jep fund k\u00ebsaj tendence. \u201cMb\u00ebshtetja unanime\u201d e perspektiv\u00ebs europiane p\u00ebr Ballkanin Per\u00ebndimor n\u00eb Deklarat\u00ebn e Tiran\u00ebs u b\u00eb nj\u00eb \u201cangazhim unanim\u201d. As n\u00eb k\u00ebt\u00eb deklarat\u00eb\u00a0<strong>nuk ka vend p\u00ebr fjal\u00ebt \u201caderim\u201d apo \u201cnegociata p\u00ebr an\u00ebtar\u00ebsim\u201d.<\/strong>\u00a0P\u00ebr Shqip\u00ebrin\u00eb dhe Maqedonin\u00eb \u00ebsht\u00eb e mir\u00ebpritur \u201cmbajtja e konferencave t\u00eb para nd\u00ebrqeveritare\u201d, e jo fillimi i negociatave. Megjithat\u00eb, p\u00ebr dallim nga viti i kaluar, k\u00ebt\u00eb vit\u00a0<strong>k\u00ebrkohet edhe \u201cp\u00ebrshpejtim i procesit t\u00eb an\u00ebtar\u00ebsimit\u201d<\/strong>, kuptohet mbi baz\u00eb t\u00eb kushteve strikte.<\/p>\n<p>K\u00ebt\u00eb vit nuk ka ndryshime t\u00eb r\u00ebnd\u00ebsishme n\u00eb definimin e kusht\u00ebzimit n\u00eb aspektin e sundimit t\u00eb ligjit dhe bashk\u00ebpunimit rajonal.\u00a0<strong>Mbeten k\u00ebrkesat p\u00ebr reforma n\u00eb fush\u00ebn e sundimit t\u00eb ligjit,<\/strong>\u00a0me theks tek zbatimi. Q\u00ebndrimet e p\u00ebrgjithshme p\u00ebr mosmarr\u00ebveshjet dypal\u00ebshe jan\u00eb identike me ato t\u00eb vitit t\u00eb kaluar. K\u00ebshtu \u00ebsht\u00eb edhe sa i p\u00ebrket k\u00ebrkes\u00ebs p\u00ebr zbatimin e marr\u00ebveshjeve me Greqin\u00eb dhe Bullgarin\u00eb, e cila mbetet \u201ce r\u00ebnd\u00ebsishme\u201d. Sa i p\u00ebrket marr\u00ebdh\u00ebnieve\u00a0<strong>mes Beogradit dhe Prishtin\u00ebs<\/strong>, edhe pse deklarata e sivjetshme \u00ebsht\u00eb e \u201cpasuruar\u201d me pritshm\u00ebrit\u00eb p\u00ebr konstruktivitet,\u00a0<strong>respektim t\u00eb marr\u00ebveshjeve t\u00eb m\u00ebparshme dhe shmangie t\u00eb mosmarr\u00ebveshjeve<\/strong>\u00a0\u2013 k\u00ebto jan\u00eb q\u00ebndrime tashm\u00eb t\u00eb njohura dhe t\u00eb publikuara t\u00eb shteteve an\u00ebtare dhe nuk flasin p\u00ebr ndonj\u00eb ndryshim.<\/p>\n<p>Situata e re gjeostrategjike e p\u00ebrforcon kusht\u00ebzimin p\u00ebr<strong>\u00a0harmonizim me q\u00ebndrimet e Politik\u00ebs s\u00eb P\u00ebrbashk\u00ebt t\u00eb Jashtme dhe t\u00eb Siguris\u00eb me BE-n\u00eb,<\/strong>\u00a0n\u00eb t\u00eb cil\u00ebn tashm\u00eb jan\u00eb shtuar shprehimisht edhe masat kufizuese, me \u00e7ka b\u00ebhet presion p\u00ebr pranimin e sanksioneve ndaj Rusis\u00eb.<\/p>\n<p>R\u00ebnd\u00ebsia e harmonizimit t\u00eb politik\u00ebs s\u00eb vizave t\u00eb BE-s\u00eb vihet n\u00eb kontekstin e q\u00ebndrueshm\u00ebris\u00eb s\u00eb\u00a0<strong>regjimit pa viza n\u00eb BE p\u00ebr qytetar\u00ebt e rajonit.<\/strong><\/p>\n<p>Shtetet an\u00ebtare e elaborojn\u00eb n\u00eb m\u00ebnyr\u00eb m\u00eb t\u00eb detajua<strong>r ndihm\u00ebn e BE-s\u00eb dhe presin q\u00eb shtetet e rajonit t\u00eb shprehin nj\u00eb mir\u00ebnjohje m\u00eb eksplici<\/strong>te p\u00ebr t\u00eb. Theksohet edhe pjesa e fundit e destinuar p\u00ebr tejkalimin e kriz\u00ebs energjetike, p\u00ebr t\u00eb cil\u00ebn megjithat\u00eb thuhet se \u00ebsht\u00eb pjes\u00eb e IPA-s ekzistuese.<\/p>\n<p>Dhe, n\u00eb fund, p\u00ebr<strong>\u00a0Deklarat\u00ebn p\u00ebr roaming-un BE-Ballkan Per\u00ebndimor.<\/strong>\u00a0Pasi pas disa vitesh negociatash dhe p\u00ebrgatitjesh p\u00ebrfundimisht u hoq roaming-u mes vendeve t\u00eb Ballkanit Per\u00ebndimor, i erdhi radha edhe k\u00ebsaj \u00e7\u00ebshtjeje me BE-n\u00eb.
