Fondi i Rind\u00ebrtimit dhe Rezistenc\u00ebs<\/strong>\u00a0\u00ebsht\u00eb pjesa m\u00eb e madhe e Instrumentit \u201cGjenerata e Re BE\u201d, me vler\u00eb prej rreth 800 miliard\u00eb euro<\/strong>, i krijuar p\u00ebr t\u00eb nxitur zhvillimin pas pandemis\u00eb. Ky fond p\u00ebrfshin 672,5 miliard\u00eb euro, nga t\u00eb cilat\u00a0312,5 miliard\u00eb jan\u00eb grante<\/strong>, nd\u00ebrsa 320 miliard\u00eb euro\u00a0jan\u00eb p\u00ebr hua<\/strong>\u00a0(kredi). Fondi do t\u00eb mb\u00ebshtet gjasht\u00eb t\u00eb ashtuquajturat shtylla: 1)\u00a0tranzicioni i gjelb\u00ebr<\/strong>; 2)\u00a0transformimi digjital<\/strong>; 3)\u00a0kohezioni ekonomik<\/strong>, produktiviteti dhe aft\u00ebsia konkurruese; 4)\u00a0kohezioni social dhe territorial;<\/strong>\u00a05)\u00a0q\u00ebndrueshm\u00ebria sh\u00ebndet\u00ebsore<\/strong>, ekonomike, sociale dhe institucionale; 6)\u00a0politikat p\u00ebr gjenerat\u00ebn e ardhshm<\/strong>e. E theksojm\u00eb se b\u00ebhet fjal\u00eb p\u00ebr instrument t\u00eb ri, krahas fondeve strukturore ekzistuese t\u00eb Unionit.<\/p>\n

Kriteret p\u00ebr shp\u00ebrndarjen e granteve,<\/strong>\u00a0sipas shteteve,\u00a0bazohen kryesisht n\u00eb numrin e popullsis\u00eb<\/strong>, PBB-n\u00eb e kund\u00ebrt p\u00ebr kok\u00eb banori, si dhe papun\u00ebsin\u00eb, por edhe rritjen e PBB-s\u00eb n\u00eb periudh\u00ebn 2020-2021. Shuma maksimale e kredis\u00eb \u00ebsht\u00eb deri n\u00eb 6,8% e t\u00eb ardhurave t\u00eb brendshme bruto. Shtetet An\u00ebtare do t\u2019i p\u00ebrdorin fondet n\u00eb baz\u00eb t\u00eb planeve komb\u00ebtare t\u00eb rim\u00ebk\u00ebmbjes dhe rezistenc\u00ebs, pasi ata t\u00eb miratohen nga Komisioni Evropian dhe pasi K\u00ebshilli i BE-s\u00eb ta ket\u00eb miratuar vendimin p\u00ebr zbatimin e tyre.<\/p>\n

Spanja dhe Italia do ta ken\u00eb t\u00eb drejt\u00ebn p\u00ebr m\u00eb s\u00eb shumti grante \u2013 rreth\u00a069 miliard\u00eb euro secili shtet<\/strong>, kurse shtetet m\u00eb t\u00eb vogla \u2013 Luksemburgu dhe Malta,\u00a0deri n\u00eb 300 milion\u00eb euro<\/strong>. N\u00eb Tabel\u00ebn m\u00eb posht\u00eb jan\u00eb t\u00eb dh\u00ebnat p\u00ebr grantet dhe kredit\u00eb maksimale t\u00eb mundshme sipas shteteve.[1]<\/a><\/p>\n

Minimum\u00a037% e fondeve<\/strong>, nga \u00e7do plan komb\u00ebtar, duhet t\u00eb dedikohen\u00a0p\u00ebr q\u00ebllime q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me klim\u00ebn,<\/strong>\u00a0nd\u00ebrsa minimum\u00a0\u00a020%<\/strong>\u00a0\u2013 p\u00ebr q\u00ebllime q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb\u00a0me transformimin digjital.<\/strong>\u00a0Pas miratimit, Shtetet An\u00ebtare mund t\u00eb p\u00ebrdorin\u00a013%<\/strong>\u00a0t\u00eb fondeve totale t\u00eb ndara p\u00ebr secilin shtet si\u00a0financim paraprak<\/strong>. Fondi do t\u00eb p\u00ebrdoret deri n\u00eb vitin 2026.<\/p>\n

Nj\u00ebzet e pes\u00eb shtete an\u00ebtare kan\u00eb paraqitur planet e tyre n\u00eb korrik t\u00eb vitit 2021. Holanda ende nuk e ka dor\u00ebzuar planin<\/strong>. Plani i fundit i miratuar \u00ebsht\u00eb ai i Bullgaris\u00eb \u2013 q\u00eb \u00ebsht\u00eb dor\u00ebzuar n\u00eb tetor t\u00eb vitit 2021, kurse \u00ebsht\u00eb miratuar m\u00eb 7 prill t\u00eb k\u00ebtij viti. Planet p\u00ebr Hungarin\u00eb dhe Polonin\u00eb nuk jan\u00eb miratuar<\/strong>\u00a0\u2013 sepse p\u00ebr k\u00ebto shtete Komisioni po e shqyrton fillimin e procedur\u00ebs s\u00eb kusht\u00ebzimit n\u00eb baz\u00eb t\u00eb mosrespektimit t\u00eb sundimit t\u00eb ligjit. Edhe pse tashm\u00eb \u00ebsht\u00eb paralajm\u00ebruar p\u00ebr Hungarin\u00eb, nuk ka ende informacione n\u00ebse procedura ka nisur zyrtarisht.<\/p>\n

Masat e parashikuara n\u00eb planet komb\u00ebtare jan\u00eb nga m\u00eb t\u00eb ndryshmet, si p\u00ebr shembull: rinovimi i objekteve t\u00eb banimit p\u00ebr rritjen e efikasitetit energjetik; zvog\u00eblimi i ndotjes nga automjetet; p\u00ebrmir\u00ebsimi i sistemeve t\u00eb ujitjes dhe kanalizimeve; p\u00ebrmir\u00ebsimi i aksesit n\u00eb financa p\u00ebr nd\u00ebrmarrjet e vogla dhe t\u00eb mesme; platforma digjitale t\u00eb sh\u00ebrbimit t\u00eb qytetar\u00ebve; stimulimi i inovacioneve t\u00eb gjelbra; investime n\u00eb institucione p\u00ebr mbrojtjen e f\u00ebmij\u00ebve; investime n\u00eb arsim dhe hulumtime etj.<\/p>\n

Sipas dokumentit p\u00ebr diskutim, t\u00eb cilin n\u00eb korrik t\u00eb vitit 2021 e publikoi Komisioni Evropian, vler\u00ebsohet se Instrumenti \u201cGjenerata e Re BE\u201d\u00a0do t\u00eb kishte efekt t\u00eb madh komb\u00ebtar, por edhe efekt q\u00eb do t\u00eb derdhej<\/strong>\u00a0edhe n\u00eb shtetet e tjera an\u00ebtare si pjes\u00eb e Tregut Unik t\u00eb Unionit. N\u00eb skenarin e shpenzimeve t\u00eb shpejta, deri n\u00eb vitin 2024, vler\u00ebsohet se Instrumenti do t\u00eb kontribuonte n\u00eb rritjen e PBB-s\u00eb n\u00eb Union me 1,5%. Sipas skenarit t\u00eb dyt\u00eb t\u00eb shpenzimeve t\u00eb ngadalta, deri n\u00eb vitin 2026,\u00a0\u00a0PBB-ja n\u00eb nivel t\u00eb BE-s\u00eb do t\u00eb rritej p\u00ebr 1,2%.<\/strong>\u00a0Megjithat\u00eb, p\u00ebr momentin nuk ka vler\u00ebsime p\u00ebr at\u00eb se si do t\u00eb ndikoj\u00eb m\u00eb tej kriza e shkaktuar nga agresioni rus n\u00eb Ukrain\u00eb.<\/p>\n

Sipas t\u00eb dh\u00ebnave t\u00eb publikuara nga Komisioni Evropian, deri m\u00eb tani jan\u00eb paguar\u00a063 miliard\u00eb euro p\u00ebr financim paraprak<\/strong>, nd\u00ebrsa\u00a042 miliard\u00eb t\u00eb tjera jan\u00eb paguar p\u00ebr grante t\u00eb miratuara.<\/strong>\u00a0Injeksionet financiare n\u00eb vendet an\u00ebtare t\u00eb BE-s\u00eb po injektohen me shpejt\u00ebsi dhe sigurisht priten rezultate pozitive \u2013 kryesisht p\u00ebr ata q\u00eb do t\u2019i p\u00ebrdorin fondet n\u00eb m\u00ebnyr\u00ebn m\u00eb efektive.<\/p>\n

P\u00ebrve\u00e7 efektit t\u00eb p\u00ebrhapjes mbi Ballkanin Per\u00ebndimor p\u00ebr shkak t\u00eb lidhjes s\u00eb tij me tregun e Bashkimit Evropian, n\u00eb rajon\u00a0nuk mund t\u00eb pritet ndonj\u00eb efekt tjet\u00ebr<\/strong>. Krejt e kund\u00ebrta, ekziston rrezik real q\u00eb t\u00eb rriten dallimet, p\u00ebrkat\u00ebsisht t\u00eb divergjencat nd\u00ebrmjet BE-s\u00eb dhe rajonit, t\u00eb cilit i mbeten n\u00eb dispozicion vet\u00ebm fondet nga Instrumenti i Asistenc\u00ebs s\u00eb Para-Aderimit, i cili arrin n\u00eb gjithsej\u00a09 miliard\u00eb euro p\u00ebr periudh\u00ebn 2021-2027.<\/strong><\/p>\n
