P\u00ebr ta b\u00ebr\u00eb sken\u00ebn m\u00eb interesante, disa burime (Corriere della Sera nga Italia) pohojn\u00eb se kryeministri britanik<strong>\u00a0Johnson ka propozuar Komonuelthin e Kombeve si alternativ\u00eb apo pandan t\u00eb BE-s\u00eb.<\/strong><\/p>\n<p>N\u00eb propozimi i Macron-it dhe Michel-it flitet p\u00ebr\u00a0<strong>\u201cbashk\u00ebsi politike evropiane\u201d<\/strong>\u00a0ose\u00a0<strong>\u201cbashk\u00ebsi gjeopolitike evropiane\u201d<\/strong>. Shum\u00eb gj\u00ebra t\u00eb r\u00ebnd\u00ebsishme nuk jan\u00eb t\u00eb dukshme n\u00eb k\u00ebt\u00eb propozim. Fillimisht nuk \u00ebsht\u00eb e qart\u00eb se p\u00ebr<strong>\u00a0cilat shtete ka t\u00eb b\u00ebj\u00eb ai propozim.<\/strong>\u00a0P\u00ebrmendet mund\u00ebsia e p\u00ebrfshirjes s\u00eb atyre q\u00eb duan t\u00eb an\u00ebtar\u00ebsohen n\u00eb BE n\u00eb t\u00eb ardhmen, edhe p\u00ebr ata q\u00eb nuk duan ose tashm\u00eb jan\u00eb larguar nga BE-ja. Tipari i par\u00eb dhe tani m\u00eb i r\u00ebnd\u00ebsish\u00ebm i k\u00ebsaj bashk\u00ebsie \u00ebsht\u00eb se, t\u00eb pakt\u00ebn tani p\u00ebr tani,\u00a0<strong>nuk garanton an\u00ebtar\u00ebsim n\u00eb BE.<\/strong>\u00a0T\u00eb parat q\u00eb njihen n\u00eb k\u00ebt\u00eb iniciativ\u00eb jan\u00eb vendet e Partneritetit Lindor \u2013 natyrisht, para s\u00eb gjithash Ukraina, dhe sigurisht edhe Gjeorgjia e Moldavia. \u00cbsht\u00eb mjaft e qart\u00eb se\u00a0<strong>q\u00ebllimi m\u00eb i r\u00ebnd\u00ebsish\u00ebm i propozimit \u00ebsht\u00eb amortizimi i ambicieve t\u00eb shfaqura rishtazi p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE<\/strong>\u00a0t\u00eb vendeve t\u00eb Partneritetit Lindor, duke i dh\u00ebn\u00eb nj\u00eb p\u00ebrgjigje t\u00eb p\u00ebrshtatshme politike kriz\u00ebs aktuale gjeopolitike dhe t\u00eb siguris\u00eb.<\/p>\n<p>P\u00ebr sa i p\u00ebrket\u00a0<strong>Ballkanit Per\u00ebndimor, gj\u00ebrat b\u00ebhen t\u00eb mjegulluara.<\/strong>\u00a0Propozuesit jan\u00eb p\u00ebrpjekur q\u00eb ta ndajn\u00eb zgjerimin drejt Ballkanit Per\u00ebndimor si \u00e7\u00ebshtje m\u00eb vete, duke i p\u00ebrs\u00ebritur sloganet tashm\u00eb t\u00eb njohura kur u promovua metodologjia e re p\u00ebr zgjerimin \u2013 se<strong>\u00a0BP duhet ta p\u00ebrshpejtoj\u00eb procesin, ta b\u00ebj\u00eb m\u00eb meritokratik, etj..<\/strong>.<\/p>\n<p>Megjithat\u00eb,\u00a0<strong>ende mbeti pezull dilema m\u00eb e madhe<\/strong>\u00a0\u2013<strong>\u00a0n\u00ebse k\u00ebto vende do t\u00eb hyjn\u00eb n\u00eb bashk\u00ebsin\u00eb e re politike<\/strong>\u00a0dhe si do t\u00eb ndikonte kjo n\u00eb perspektivat e tyre p\u00ebr an\u00ebtar\u00ebsim, t\u00eb cilat BE-ja i premtoi nj\u00ebzet vjet m\u00eb par\u00eb. Akoma m\u00eb e ndjeshme \u00ebsht\u00eb \u00e7\u00ebshtja n\u00ebse t\u00eb gjitha vendet q\u00eb tashm\u00eb jan\u00eb n\u00eb k\u00ebt\u00eb grup, apo vet\u00ebm disa prej tyre do t\u00eb q\u00ebndronin n\u00eb dhom\u00ebn e pritje<strong>s. K\u00ebto dyshime jan\u00eb shtuar sepse n\u00eb fjalimin e Macron-it, m\u00eb 9 maj<\/strong>, por edhe m\u00eb tep\u00ebr n\u00eb konferencat p\u00ebr shtyp pas k\u00ebsaj, ai b\u00ebri nj\u00eb dallim midis atyre vendeve q\u00eb e kan\u00eb filluar procesin e an\u00ebtar\u00ebsimit dhe atyre q\u00eb nuk e kan\u00eb b\u00ebr\u00eb.<\/p>\n<p>Deri tani askush nuk e ka p\u00ebrmendur<strong>\u00a0Zon\u00ebn Ekonomike Evropiane<\/strong>\u00a0apo\u00a0<strong>Zon\u00ebn e Tregtis\u00eb s\u00eb Lir\u00eb.<\/strong>\u00a0N\u00eb ofert\u00ebn aktuale nuk \u00ebsht\u00eb e dukshme se \u00e7far\u00eb do t\u00eb ishte t\u00ebrheq\u00ebse p\u00ebr ta.<\/p>\n<p>Nuk \u00ebsht\u00eb e qart\u00eb se \u00e7far\u00eb forme institucionale do t\u00eb merrte bashk\u00ebsia e re. Presidenti francez Macron flet p\u00ebr\u00a0<strong>\u201corganizim t\u00eb ri politik<\/strong>\u201d, q\u00eb tashm\u00eb do t\u00eb n\u00ebnkuptonte institucionalizimin. Hap\u00ebsira institucionale evropiane, p\u00ebr ta th\u00ebn\u00eb m\u00eb but\u00eb, \u00ebsht\u00eb shum\u00eb e zhvilluar,\u00a0<strong>shtrohet pyetja e mbivendosjes me korniz\u00ebn ekzistuese t\u00eb bashk\u00ebpunimit<\/strong>, si\u00e7 \u00ebsht\u00eb K\u00ebshilli i Evrop\u00ebs. Tani p\u00ebr tani nuk shtrohet pyetja se \u00e7far\u00eb aranzhime \u2013 marr\u00ebveshje etj., p\u00ebrve\u00e7 atyre ekzistuese, do t\u00eb propozoheshin dhe \u00e7far\u00eb harmonizimesh do t\u00eb nevojiteshin p\u00ebr k\u00ebt\u00eb.<\/p>\n<p>Ajo q\u00eb \u00ebsht\u00eb pak m\u00eb e qart\u00eb jan\u00eb\u00a0<strong>prioritetet e bashk\u00ebsis\u00eb s\u00eb re politike<\/strong>. Kjo do t\u00eb ishte s\u00eb pari politika e p\u00ebrbashk\u00ebt e siguris\u00eb dhe ajo e jashtme. Fusha t\u00eb tjera t\u00eb bashk\u00ebpunimit m\u00eb t\u00eb zhvilluar<strong>\u00a0p\u00ebrfshijn\u00eb programet socio-ekonomike q\u00eb nuk k\u00ebrkojn\u00eb shum\u00eb rregullim<\/strong>, transporti dhe energjetika, por edhe l\u00ebvizja e lir\u00eb e njer\u00ebzve. Kjo ndryshon nga prioritetet e m\u00eb shum\u00eb se dy dekadave t\u00eb stabilizimit dhe shoq\u00ebrimit t\u00eb procesit \u201ct\u00eb vjet\u00ebr\u201d, t\u00eb cilat po\u00a0<strong>ndryshojn\u00eb edh m\u00eb tej \u201cn\u00eb l\u00ebvizje\u201d<\/strong>, duke shkaktuar k\u00ebshtu konfuzion plot\u00ebsues.<\/p>\n<p>\u00cbsht\u00eb gjithashtu mjaft e qart\u00eb se prej nga vijn\u00eb prioritetet e tilla.<strong>\u00a0Prioritetet e Franc\u00ebs p\u00ebr pavar\u00ebsin\u00eb e siguris\u00eb s\u00eb BE-s\u00eb nuk jan\u00eb aspak t\u00eb reja\u00a0<\/strong>dhe r\u00ebnd\u00ebsia e Franc\u00ebs p\u00ebr infrastruktur\u00ebn n\u00eb vendet jasht\u00eb BE-s\u00eb \u00ebsht\u00eb e njohur mir\u00eb. N\u00ebse informacioni p\u00ebr propozimin britanik \u00ebsht\u00eb i sakt\u00eb \u2013 ai kujton p\u00ebrkushtimin britanik p\u00ebr nj\u00eb form\u00eb alternative t\u00eb asociimit q\u00eb nga koha e formimit t\u00eb BE-s\u00eb.<\/p>\n<p>Megjithat\u00eb,<strong>\u00a0\u00ebsht\u00eb e qart\u00eb se propozimet e reja duhet t\u00eb interpretohen n\u00eb kontekstin e riorganizimit<\/strong>\u00a0t\u00eb aktor\u00ebve n\u00eb kontinentin evropian n\u00eb kushtet e reja gjeopolitike.<\/p>\n<p>Dhe \u2013 sidoqoft\u00eb, pavar\u00ebsisht pritshm\u00ebrive,\u00a0<strong>zyrtar\u00ebt e disa vendeve t\u00eb Ballkanit Per\u00ebndimo<\/strong>r (Rama dhe Vu\u00e7iq)\u00a0<strong>tashm\u00eb e mir\u00ebprit\u00ebn bashk\u00ebsin\u00eb e re gjeopolitike<\/strong>, edhe p\u00ebr nga r\u00ebnd\u00ebsia e tij p\u00ebr rajonin.
