Pandemia nxiti nj\u00eb mb\u00ebshtetje t\u00eb pashembullt financiare nga BE-ja si kund\u00ebrveprim ndaj ndikimit social t\u00eb Covid-19. Shum\u00eb njer\u00ebz n\u00eb BE, ve\u00e7an\u00ebrisht njer\u00ebzit e kategorive vulnerab\u00ebl, u p\u00ebrball\u00ebn me qasje t\u00eb reduktuar n\u00eb kujdesin sh\u00ebndet\u00ebsor, kujdesin p\u00ebr f\u00ebmij\u00ebt, arsimin dhe internetin. Kjo ka \u00e7uar n\u00eb vdekshm\u00ebri, varf\u00ebri, papun\u00ebsi dhe p\u00ebrjashtim social t\u00eb lart\u00eb. Raporti i t\u00eb Drejtave Themelore t\u00eb FRA-s\u00eb 2022 p\u00ebrshkruan ndikimin e gjer\u00eb t\u00eb pandemis\u00eb n\u00eb t\u00eb drejtat sociale. Ai sugjeron gjithashtu se si t\u00eb trajtohen pabarazit\u00eb n\u00eb rritje dhe k\u00ebrc\u00ebnimet ndaj kohezionit shoq\u00ebror.<\/p>\n

 <\/p>\n

“P\u00ebrgjigjja ndaj pandemis\u00eb Covid-19 dhe luft\u00ebs n\u00eb Ukrain\u00eb tregon se si Bashkimi Evropian \u00ebsht\u00eb i fark\u00ebtuar kur p\u00ebrballet me kriza”, thot\u00eb drejtori i FRA-s\u00eb ,Michael O\u2019Flaherty. “Masat dhe financimet e BE-s\u00eb mund dhe po b\u00ebjn\u00eb nj\u00eb ndryshim t\u00eb madh, ve\u00e7an\u00ebrisht n\u00eb lidhje me detyrimet p\u00ebrkat\u00ebse ligjore dhe angazhimet politike p\u00ebr t\u00eb mbrojtur t\u00eb drejtat sociale t\u00eb njer\u00ebzve. Qeverit\u00eb do t\u00eb mund t\u00eb mb\u00ebshteten n\u00eb sigurimin e nj\u00eb rim\u00ebk\u00ebmbjeje nga pandemia n\u00eb respektim t\u00eb t\u00eb drejtave vet\u00ebm p\u00ebrmes monitorimit efektiv t\u00eb p\u00ebrdorimit t\u00eb fondeve. Kjo do t’i mb\u00ebshtes\u00eb ata n\u00eb p\u00ebrshtatjen e masave financuese p\u00ebr t\u00eb zgjidhur mjaftuesh\u00ebm v\u00ebshtir\u00ebsit\u00eb sociale t\u00eb njer\u00ebzve, ve\u00e7an\u00ebrisht t\u00eb atyre m\u00eb t\u00eb prekur, si f\u00ebmijet dhe t\u00eb rinjt\u00eb.”<\/p>\n

Raporti i t\u00eb Drejtave Themelore t\u00eb FRA-s\u00eb 2022<\/a> reflekton mbi zhvillimet dhe mang\u00ebsit\u00eb e mbrojtjes s\u00eb t\u00eb drejtave t\u00eb njeriut n\u00eb BE gjat\u00eb vitit t\u00eb kaluar. Kapitulli i fokusit<\/a> shqyrton ndikimin e pandemis\u00eb n\u00eb t\u00eb drejtat sociale t\u00eb njer\u00ebzve, t\u00eb tilla si arsimi, pun\u00ebsimi dhe kujdesi sh\u00ebndet\u00ebsor. Ai shqyrton p\u00ebrvojat e f\u00ebmij\u00ebve, t\u00eb rinjve, t\u00eb moshuarve, personave me aft\u00ebsi t\u00eb kufizuara dhe njer\u00ebzve t\u00eb tjer\u00eb n\u00eb situata t\u00eb vulnerab\u00ebl. Gjithashtu, hedh nj\u00eb v\u00ebshtrim n\u00eb m\u00ebnyr\u00ebn si vendet e BE-s\u00eb planifikojn\u00eb t\u00eb p\u00ebrdorin fondin prej 724 miliard\u00eb \u20ac t\u00eb caktuar p\u00ebr rim\u00ebk\u00ebmbjen nga pandemia p\u00ebr t\u00eb inkurajuar t\u00eb drejtat sociale.<\/p>\n

 <\/p>\n

Duke ecur p\u00ebrpara, qeverit\u00eb duhet t\u00eb p\u00ebrfshijn\u00eb organizmat komb\u00ebtare t\u00eb t\u00eb drejtave t\u00eb njeriut ose t\u00eb barazis\u00eb n\u00eb monitorimin q\u00eb masat e rim\u00ebk\u00ebmbjes t\u00eb financuara nga BE t\u00eb ndjekin t\u00eb drejtat
\nthemelore. K\u00ebto ve\u00e7an\u00ebrisht duhet t\u00eb synojn\u00eb t\u00eb:<\/p>\n

\u2022 t\u00eb p\u00ebrmbushin t\u00eb drejtat sociale t\u00eb njer\u00ebzve m\u00eb t\u00eb prekur nga pandemia;
\n\u2022 t\u00eb vler\u00ebsojn\u00eb dhe t\u00eb p\u00ebrshtatin, n\u00ebse \u00ebsht\u00eb e nevojshme, masat e financuara nga BEja p\u00ebr t’u siguruar q\u00eb t\u00eb respektojn\u00eb dhe t\u00eb inkurajojn\u00eb t\u00eb drejtat sociale;
\n\u2022 t\u00eb sigurojn\u00eb p\u00ebrdorimin e fondeve t\u00eb BE-s\u00eb p\u00ebr rim\u00ebk\u00ebmbjen n\u00eb p\u00ebrputhje me Kart\u00ebn e t\u00eb Drejtave Themelore t\u00eb BE-s\u00eb ose me Konvent\u00ebn e OKB-s\u00eb p\u00ebr t\u00eb Drejtat e Personave me Aft\u00ebsi t\u00eb Kufizuara (CRPD).<\/p>\n

 <\/p>\n

\u00c7\u00ebshtje t\u00eb tjera kryesore t\u00eb t\u00eb drejtave themelore n\u00eb 2021 p\u00ebrfshijn\u00eb:<\/p>\n

\u2022 T\u00eb drejtat e f\u00ebmij\u00ebve \u2013 pandemia vazhdoi t\u00eb ndikoj\u00eb n\u00eb mir\u00ebqenien dhe edukimin e f\u00ebmij\u00ebve. Shum\u00eb vuajt\u00ebn, ve\u00e7an\u00ebrisht ata nga prejardhje t\u00eb pafavorizuara, duke i l\u00ebn\u00eb ata n\u00eb rrezik m\u00eb t\u00eb madh t\u00eb varf\u00ebris\u00eb dhe p\u00ebrjashtimit. Strategjia e par\u00eb e BE-s\u00eb p\u00ebr t\u00eb Drejtat e F\u00ebmij\u00ebve s\u00eb bashku me Garancin\u00eb Evropiane t\u00eb F\u00ebmij\u00ebve<\/a> ishin arritje t\u00eb r\u00ebnd\u00ebsishme q\u00eb k\u00ebrkonin t\u00eb galvanizonin p\u00ebrpjekjet p\u00ebr t\u00eb promovuar dhe mbrojtur t\u00eb drejtat e t\u00eb gjith\u00eb f\u00ebmij\u00ebve. Vendet e BE-s\u00eb duhet t\u00eb sigurojn\u00eb q\u00eb planet e tyre komb\u00ebtare t\u00eb veprimit t\u00eb p\u00ebrmbushin q\u00ebllimet e strategjis\u00eb dhe garancis\u00eb.<\/p>\n

\u2022 Migrimi \u2013 sfidat e t\u00eb drejtave themelore kufitare vazhduan. Emigrant\u00ebt u p\u00ebrball\u00ebn me dhun\u00eb ose u zmbraps\u00ebn n\u00eb kufijt\u00eb tok\u00ebsor\u00eb t\u00eb BE-s\u00eb dhe mbi 2000 emigrant\u00eb vdiq\u00ebn n\u00eb det. Vendet e BE-s\u00eb duhet t\u00eb kryejn\u00eb mbik\u00ebqyrje efektive dhe t\u00eb pavarur t\u00eb kufirit p\u00ebr t\u00eb luftuar abuzimet e t\u00eb drejtave. Numri i f\u00ebmij\u00ebve azilk\u00ebrkues, duke p\u00ebrfshir\u00eb f\u00ebmij\u00ebt e pashoq\u00ebruar, u rrit, gj\u00eb q\u00eb k\u00ebrkon v\u00ebmendje t\u00eb ve\u00e7ant\u00eb nga administratat komb\u00ebtare.<\/p>\n

\u2022 Racizmi \u2013 pandemia nxiti m\u00eb tej diskriminimin, krimin e urrejtjes dhe ve\u00e7an\u00ebrisht gjuh\u00ebn e urrejtjes n\u00eb internet ndaj emigrant\u00ebve dhe pakicave etnike. Duke u mb\u00ebshtetur n\u00eb Planin e Veprimit Kund\u00ebr Racizmit<\/a> t\u00eb BE-s\u00eb n\u00eb vitin 2020, shumica e vendeve t\u00eb BE-s\u00eb miratuan ose po zhvillojn\u00eb plane komb\u00ebtare veprimi p\u00ebr t\u00eb trajtuar racizmin dhe diskriminimin etnik. P\u00ebr t\u00eb rritur p\u00ebrpjekjet e tyre, vendet e BE-s\u00eb duhet t\u00eb penalizojn\u00eb krimin e urrejtjes, t\u00eb inkurajojn\u00eb raportimin dhe t\u00eb mb\u00ebshtesin m\u00eb mir\u00eb viktimat. Kjo gjithashtu p\u00ebrfshin realizimin e planeve dhe strategjive t\u00eb veprimit p\u00ebrmes monitorimit t\u00eb informuar.<\/p>\n

Raporti p\u00ebrmbledh dhe analizon zhvillimet m\u00eb t\u00eb m\u00ebdha t\u00eb t\u00eb drejtave t\u00eb njeriut n\u00eb BE n\u00eb vitin 2021. Ai p\u00ebrmban propozime p\u00ebr veprim<\/a>, q\u00eb mbulojn\u00eb Kart\u00ebn e t\u00eb Drejtave Themelore t\u00eb BE-s\u00eb
\ndhe p\u00ebrdorimin e saj nga shtetet an\u00ebtare, barazin\u00eb dhe mosdiskriminimin, racizmin dhe intoleranc\u00ebn lidhur me t\u00eb, p\u00ebrfshirjen dhe barazin\u00eb e rom\u00ebve, azilin, kufijt\u00eb dhe migracionin, shoq\u00ebrin\u00eb e informacionit, privat\u00ebsin\u00eb dhe mbrojtjen e t\u00eb dh\u00ebnave, t\u00eb drejtat e f\u00ebmij\u00ebve, aksesin n\u00eb drejt\u00ebsi dhe zbatimin e CRPD-s\u00eb.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n\n\t
