P\u00ebr m\u00eb tep\u00ebr, pavar\u00ebsisht studimeve t\u00eb mb\u00ebshtetura nga BE-ja dhe p\u00ebrpjekjeve p\u00ebr t\u00eb krijuar nj\u00eb instrument ekonomik p\u00ebr mbulimin efektiv dhe t\u00eb p\u00ebrballuesh\u00ebm t\u00eb kostos n\u00eb sektorin e ujit, vendi vazhdon t\u00eb ket\u00eb disa nga tarifat m\u00eb t\u00eb ul\u00ebta t\u00eb ujit n\u00eb Evrop\u00eb dhe sfida reale sa i p\u00ebrket q\u00ebndrueshm\u00ebris\u00eb s\u00eb furnizimit me uj\u00eb dhe sistemit t\u00eb akumulimit dhe trajtimit t\u00eb tij. N\u00eb vitin 2019, <a href=\"https:\/\/www.ebrd.com\/documents\/north-macedonia-country-diagnostic.pdf\">Banka Evropiane p\u00ebr Rind\u00ebrtim dhe Zhvillim (BERZH)<\/a>, n\u00eb studimin e saj diagnostikues p\u00ebr Maqedonin\u00eb e Veriut\u00a0 ka v\u00ebr\u00eb n\u00eb dukje\u00a0 se \u201cinfrastruktura e ujit dhe uj\u00ebrave t\u00eb zeza \u00ebsht\u00eb e vjet\u00ebruar dhe n\u00eb gjendje t\u00eb keqe dhe ka nevoj\u00eb p\u00ebr rind\u00ebrtim dhe z\u00ebvend\u00ebsim urgjent. Efikasiteti i subjekteve t\u00eb sh\u00ebrbimeve publike t\u00eb ujit dhe kanalizimit \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje serioze me nivele humbjesh t\u00eb ujit prej 63%, p\u00ebr shkak t\u00eb humbjeve komerciale dhe teknike\u201d. Niveli duksh\u00ebm i lart\u00eb i humbjeve t\u00eb ujit \u00ebsht\u00eb theksuar edhe n\u00eb <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/system\/files\/2021-10\/North-Macedonia-Report-2021.pdf\">rekomandimin<\/a> e Komisionit Evropian n\u00eb Raportin e Progresit p\u00ebr vitin 2021.<\/p>\n<p>&nbsp;<\/p>\n<p>T\u00ebrheqja e investimeve n\u00eb nd\u00ebrtimin, rehabilitimin, mir\u00ebmbajtjen dhe funksionimin e sh\u00ebrbimeve t\u00eb ujit, si dhe p\u00ebrmir\u00ebsimi i efikasitetit dhe cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimeve t\u00eb ujit jan\u00eb thelb\u00ebsore p\u00ebr fuqizimin e rritjes ekonomike duke ruajtur burimet ujore p\u00ebr t\u00eb tashmen dhe t\u00eb ardhmen e vendit.<\/p>\n<h1>Nd\u00ebrmarrjet e ujit\/uj\u00ebsjell\u00ebsit dhe &#8220;grykat e ngushta&#8221;!<\/h1>\n<p>&nbsp;<\/p>\n<p>Nd\u00ebrmarrjet e ujit\/uj\u00ebsjell\u00ebsit luajn\u00eb nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb shoq\u00ebrit\u00eb dhe ekonomit\u00eb tona moderne. Qytetet, fshatrat dhe bashkit\u00eb jan\u00eb qendrat e aktiviteteve njer\u00ebzore. Nd\u00ebrmarrjet funksionale t\u00eb uj\u00ebsjell\u00ebsit synohen t\u00eb jen\u00eb nj\u00eb instrument efikas p\u00ebr ofrimin e sh\u00ebrbimeve t\u00eb furnizimit me uj\u00eb t\u00eb pijsh\u00ebm dhe trajtimin e uj\u00ebrave t\u00eb zeza p\u00ebr banor\u00ebt dhe bizneset n\u00eb zonat e tyre p\u00ebrkat\u00ebse. Por \u00e7far\u00eb e b\u00ebn efikase nj\u00eb nd\u00ebrmarrje uji\/uj\u00ebsjell\u00ebsi? Si do t\u00eb mendonte dikush prej nesh p\u00ebr nj\u00eb &#8220;efikasitet&#8221; t\u00eb till\u00eb kur e dim\u00eb se pothuajse 50-70% e ujit q\u00eb t\u00eb nj\u00ebjtat nd\u00ebrmarrje mund t\u00eb pompojn\u00eb n\u00eb rrjetin e tyre humbet rrug\u00ebs drejt klient\u00ebve?<\/p>\n<p>&nbsp;<\/p>\n<p>P\u00ebr t\u00eb pasur nj\u00eb ide mbi p\u00ebrmas\u00ebn e performanc\u00ebs s\u00eb dob\u00ebt dhe potencialin p\u00ebr p\u00ebrmir\u00ebsim, ne mund t\u00eb konsiderojm\u00eb nj\u00eb krahasim me realitetin n\u00eb disa vende t\u00eb ngjashme. Edhe n\u00ebse Holanda, si nj\u00eb nga performuesit m\u00eb t\u00eb mir\u00eb n\u00eb Planetin Tok\u00eb, mund t\u00eb jet\u00eb nj\u00eb p\u00ebrjashtim, por <a href=\"https:\/\/www.eea.europa.eu\/data-and-maps\/indicators\/water-use-efficiency-in-cities-leakage\">diapazoni prej 10-30% humbjesh n\u00eb rrjetet urbane t\u00eb ujit<\/a> jan\u00eb fakte t\u00eb r\u00ebndomta n\u00eb BE.<\/p>\n<p>&nbsp;<\/p>\n<p>Shkurtimisht, n\u00eb Maqedonin\u00eb e Veriut humbjet mund t\u00eb p\u00ebrgjysmohen, n\u00ebse vullneti politik si n\u00eb nivelin qendror ashtu edhe n\u00eb at\u00eb lokal jan\u00eb pak m\u00eb serioz n\u00eb k\u00ebt\u00eb drejtim. Vullneti politik dhe prioritizimi i nevojave t\u00eb qytetar\u00ebve p\u00ebr uj\u00eb jan\u00eb padyshim \u00e7\u00ebshtjet kryesore. A po mungojn\u00eb k\u00ebto n\u00eb Maqedonin\u00eb e Veriut? Apo ndoshta ka humbur n\u00eb p\u00ebrkthim mes interesave t\u00eb shumta t\u00eb pal\u00ebve t\u00eb interesuara, qofshin ato politike, institucionale apo personale?<\/p>\n<p>&nbsp;<\/p>\n<p>N\u00eb shum\u00eb vende anemban\u00eb globit, nd\u00ebrmarrjet publike t\u00eb uj\u00ebsjell\u00ebsit zakonisht strategjin\u00eb e tyre, planifikimin e pun\u00ebs dhe rekrutimin e burimeve njer\u00ebzore e b\u00ebjn\u00eb t\u00eb ndikuara shum\u00eb nga agjenda politike e administrat\u00ebs s\u00eb bashkis\u00eb s\u00eb tyre, larg efikasitetit, stimujve p\u00ebr p\u00ebrmir\u00ebsimin dhe orientimin e sh\u00ebrbimimeve ndaj klient\u00ebve. E gjith\u00eb kjo zakonisht b\u00ebhet duke ia faturuar kostot buxhetit t\u00eb shtetit, rajonit ose komun\u00ebs.<\/p>\n<p>&nbsp;<\/p>\n<p>N\u00ebse b\u00ebjm\u00eb nj\u00eb v\u00ebshtrim t\u00eb shpejt\u00eb n\u00eb struktur\u00ebn e k\u00ebtyre nd\u00ebrmarrjeve publike p\u00ebr ujin dhe uj\u00ebrat e zeza nuk duhet t\u00eb habitemi kur t\u00eb m\u00ebsojm\u00eb mbi organizimin e tyre institucional, m\u00ebnyr\u00ebn e funksionimit, llojin e burimeve njer\u00ebzore t\u00eb disponueshme dhe shkall\u00ebn e inovacionit. N\u00eb m\u00ebnyr\u00eb tipike, numri i punonj\u00ebsve n\u00eb k\u00ebto nd\u00ebrmarrje \u00ebsht\u00eb i fryr\u00eb, me shum\u00eb pak ose asnj\u00eb vler\u00ebsim ose krahasim t\u00eb produktivitetit t\u00eb tyre. Ata zakonisht nuk arrijn\u00eb t\u00eb rinovojn\u00eb forc\u00ebn e tyre t\u00eb pun\u00ebs dhe jan\u00eb nd\u00ebr mjediset m\u00eb pak t\u00ebrheq\u00ebse t\u00eb pun\u00ebs p\u00ebr t\u00eb rinjt\u00eb, sidomos p\u00ebr teknik\u00ebt m\u00eb t\u00eb mir\u00eb t\u00eb diplomuar n\u00eb vend. Opusi i aft\u00ebsive t\u00eb tyre drejtuese v\u00ebshtir\u00eb se p\u00ebrputhet m\u00eb shum\u00eb se mandati politik i administrat\u00ebs komunale. \u00cbsht\u00eb nj\u00eb rreth vicioz i trishtuar ku nj\u00eb nd\u00ebrmarrje joefikase uj\u00ebsjell\u00ebsi dhe shum\u00eb e politizuar e humb perceptimin e besueshm\u00ebris\u00eb n\u00eb syt\u00eb e klient\u00ebve t\u00eb saj.
