Duke pasur parasysh luft\u00ebrat dhe konfliktet e fundit n\u00eb rajon, \u00ebsht\u00eb jasht\u00ebzakonisht e r\u00ebnd\u00ebsishme t\u00eb shikojm\u00eb afrimin me BE -n\u00eb nga nj\u00eb perspektiv\u00eb sigurie dhe pajtimi. Nj\u00eb mjet i dobish\u00ebm p\u00ebr k\u00ebt\u00eb analiz\u00eb \u00ebsht\u00eb Indeksi Global i Paqes, i cili vler\u00ebson disa aspekte t\u00eb paqes, duke p\u00ebrfshir\u00eb sigurin\u00eb shoq\u00ebrore, konfliktet e vazhdueshme t\u00eb brendshme dhe nd\u00ebrkomb\u00ebtare dhe nivelin e militarizimit n\u00eb nivel shtet\u00ebror dhe rajonal. Sipas indeksit, Europa \u00ebsht\u00eb zakonisht rajoni m\u00eb i mir\u00eb i ranguar n\u00eb bot\u00eb q\u00eb nga futja e indeksit n\u00eb vitin 2008. N\u00eb raportin e vitit 2021, tet\u00eb nga dhjet\u00eb vendet m\u00eb t\u00eb vler\u00ebsuara jan\u00eb n\u00eb Europ\u00eb.<\/p>\n<p>Vendet e Ballkanit Per\u00ebndimor jan\u00eb tradicionalisht n\u00eb fund t\u00eb indeksit n\u00eb kontekstin europian, duke treguar nevoj\u00ebn p\u00ebr t\u00eb punuar n\u00eb p\u00ebrmir\u00ebsimin e t\u00eb gjitha dimensioneve. N\u00eb dy vitet e fundit, Maqedonia e Veriut pa dyshim ka pasur hapin m\u00eb t\u00eb madh n\u00eb rajon p\u00ebr shkak t\u00eb p\u00ebrparimit n\u00eb fush\u00ebn e konflikteve t\u00eb vazhdueshme, p\u00ebrmes zgjidhjes s\u00eb mosmarr\u00ebveshjes s\u00eb emrit me Greqin\u00eb fqinje. P\u00ebrkund\u00ebr sfidave t\u00eb shumta q\u00eb ekzistojn\u00eb, ende vler\u00ebsohet q\u00eb kjo \u00e7\u00ebshtje n\u00eb vend nuk ka m\u00eb aq potencial p\u00ebr t\u00eb krijuar konflikte. Me k\u00ebt\u00eb ngjitje, Maqedonia e Veriut \u00ebsht\u00eb n\u00eb vendin e 40 -t\u00eb n\u00eb indeks, e ndjekur nga Serbia (44), Shqip\u00ebria (48) dhe Mali i Zi (51) n\u00eb 10-shen e rradh\u00ebs. Bosnja dhe Hercegovina dhe Kosova renditen p\u00ebrkat\u00ebsisht n\u00eb vendin e 71 -t\u00eb dhe t\u00eb 80 -t\u00eb, duke treguar nevoj\u00ebn p\u00ebr t\u2019i afruar ato me pjes\u00ebn tjet\u00ebr t\u00eb rajonit.<\/p>\n<p>Sidoqoft\u00eb, n\u00ebse shikojm\u00eb shtetet an\u00ebtare t\u00eb BE -s\u00eb, \u00ebsht\u00eb e qart\u00eb se an\u00ebtar\u00ebsimi n\u00eb BE ndihmon, por nuk \u00ebsht\u00eb nj\u00eb garanci e p\u00ebrparimit n\u00eb kontekstin e paqes aktive. P\u00ebr shembull, Greqia dhe Franca jan\u00eb vende q\u00eb, pavar\u00ebsisht performanc\u00ebs s\u00eb tyre n\u00eb aspekte t\u00eb tjera, jan\u00eb n\u00eb fund n\u00eb kontekstin europian. Nga ana tjet\u00ebr, disa nga shtetet an\u00ebtare q\u00eb iu bashkuan BE -s\u00eb n\u00eb 2004, si\u00e7 \u00ebsht\u00eb Sllovenia, vler\u00ebsohen t\u00eb jen\u00eb nd\u00ebr 10 vendet m\u00eb t\u00eb mira n\u00eb bot\u00eb.<\/p>\n<p>Globalisht, n\u00eb krahasim me vitin 2008 kur u prezantua indeksi, situata \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar ndjesh\u00ebm, ku secili vend ka r\u00ebn\u00eb me nj\u00eb mesatare prej dy p\u00ebrqind. Sigurisht, periudha p\u00ebr t\u00eb cil\u00ebn po flasim \u00ebsht\u00eb nj\u00eb periudh\u00eb e kriz\u00ebs ekonomike globale, kriz\u00ebs s\u00eb refugjat\u00ebve, si dhe revolucioneve dhe konflikteve n\u00eb Lindjen e Mesme q\u00eb kan\u00eb ndikuar ndjesh\u00ebm n\u00eb p\u00ebrkeq\u00ebsimin n\u00eb mbar\u00eb bot\u00ebn. Europa \u00ebsht\u00eb nj\u00eb p\u00ebrjashtim nga ky trend si nj\u00eb rajon n\u00eb t\u00eb cilin ka p\u00ebrmir\u00ebsime n\u00eb periudh\u00ebn e dh\u00ebn\u00eb. Sigurisht, pandemia COVID-19 ka nj\u00eb ndikim t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb p\u00ebrkeq\u00ebsimin e situat\u00ebs, ve\u00e7an\u00ebrisht n\u00eb kontekstin e dhun\u00ebs dhe demonstratave, por edhe dimensionin e saj ekonomik, i cili do t\u00eb zgjas\u00eb shum\u00eb.<\/p>\n<p>Nga analiza e m\u00ebsip\u00ebrme, rajoni i Ballkanit Per\u00ebndimor ka dy m\u00ebsime kryesore p\u00ebr t\u2019u marr\u00eb parasysh n\u00eb kontekstin e nd\u00ebrtimit t\u00eb paqes aktive n\u00eb nj\u00eb kontekst rajonal. S\u00eb pari, an\u00ebtar\u00ebsimi n\u00eb BE ndihmon, por nuk do t\u00eb jet\u00eb nj\u00eb garanci e p\u00ebrparimit n\u00eb paqen aktive dhe n\u00eb shumic\u00ebn e elementeve q\u00eb p\u00ebrb\u00ebjn\u00eb paqen aktive. S\u00eb dyti, n\u00ebse duam t\u00eb p\u00ebrmir\u00ebsojm\u00eb ndjesh\u00ebm performanc\u00ebn ton\u00eb komb\u00ebtare, t\u00eb gjith\u00eb do t\u00eb duhet t\u00eb punojm\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar situat\u00ebn e p\u00ebrgjithshme n\u00eb rajon duke investuar n\u00eb vendet tona, por edhe n\u00eb fqinj\u00ebt tan\u00eb.
