Secili shtet bazohet n\u00eb institucionet shtet\u00ebrore dhe funksionimin e tyre t\u00eb duhur. Politikat publike luajn\u00eb nj\u00eb rol themelor n\u00eb t\u00eb gjitha fushat e zhvillimit t\u00eb saj. Qytetar\u00ebt konisderojn\u00eb se autoritetet publike n\u00eb Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut japin rezultate zhg\u00ebnjyese, dhe niveli i besimit tek ata \u00ebsht\u00eb i ul\u00ebt. Informimi i qytetar\u00ebve p\u00ebr funksionimin e institucioneve \u00ebsht\u00eb i nj\u00eb r\u00ebnd\u00ebsie thelb\u00ebsore p\u00ebr nj\u00eb shoq\u00ebri demokratike.<\/p>\n

Diskutimi \u201cInstitucionet n\u00eb Maqedonin\u00eb e Veriut: Sfidat ky\u00e7e t\u00eb deg\u00ebve t\u00eb qeverisjes<\/strong> “, i cili u mbajt m\u00eb 22 mars, kishte p\u00ebr q\u00ebllim p\u00ebrfshirjen e qytetar\u00ebve n\u00eb nj\u00eb debat diskutimi p\u00ebr njohjen me deg\u00ebt e qeverisjes; pun\u00ebn dhe funksionin e institucioneve kryesore n\u00eb vend. Diskutimi u organizua n\u00eb nj\u00eb format, k\u00ebshtu q\u00eb n\u00eb pjes\u00ebn e par\u00eb t\u00eb diskutimit qytetar\u00ebt fillimisht diskutuan pik\u00ebpamjet dhe mendimet e tyre. Krahas zgjidhjeve dhe rekomandimeve t\u00eb propozuara gjat\u00eb diskutimit, ata gjithashtu formuan pyetje n\u00eb pjes\u00ebn e dyt\u00eb p\u00ebr t\u00eb patur mund\u00ebsin\u00eb p\u00ebr t’i b\u00ebr\u00eb pyetje ekspertes t\u00eb fush\u00ebs.<\/p>\n

Kur b\u00ebhet fjal\u00eb p\u00ebr besimin n\u00eb institucione, sipas mendimit t\u00eb qytetar\u00ebve, ky besim \u00ebsht\u00eb n\u00eb nj\u00eb nivel joadekuat. Vler\u00ebsimi i pun\u00ebs s\u00eb tre autoriteteve (legjislativ, ekzekutiv dhe gjyq\u00ebsor) \u00ebsht\u00eb p\u00ebrgjith\u00ebsisht i ul\u00ebt. N\u00eb dit\u00ebt e sotme, institucionet nuk karakterizohen me komunikim dhe bashk\u00ebpunim t\u00eb nd\u00ebrsjell\u00eb, por nga detyrimi dhe ndikimet negative t\u00eb inkurajuara nga p\u00ebrkat\u00ebsit\u00eb partiake. Parlamenti duhet t\u00eb jet\u00eb ai q\u00eb kontrollon qeverin\u00eb, por n\u00eb t\u00eb v\u00ebrtet\u00eb \u00ebsht\u00eb e kund\u00ebrta. Qeveria \u00ebsht\u00eb ajo q\u00eb harton t\u00eb gjitha ligjet, pa analiz\u00ebn e duhur t\u00eb m\u00ebparshme, dhe parlamenti ndjek vet\u00ebm hapat e tij dhe pranon veprimtarit\u00eb e tij. P\u00ebrve\u00e7 parlamentit, gjykata gjindet n\u00ebn \u201combrell\u00ebn\u201d e qeveris\u00eb. Ajo q\u00eb theksohet si e r\u00ebnd\u00ebsishme \u00ebsht\u00eb se t\u00eb pun\u00ebsuarit n\u00eb institucione nuk mund t\u00eb ndajn\u00eb prioritetet, gjegj\u00ebsisht t’i vendosin nevojat e tyre para nevojave t\u00eb publikut t\u00eb gjer\u00eb.<\/p>\n

Sh\u00ebrbimet e institucioneve mirren rrall\u00eb dhe n\u00eb m\u00ebnyr\u00eb t\u00eb pap\u00ebrshtatshme. Si nj\u00eb problem i theksuar n\u00eb diskutim ishte se sh\u00ebrbimet e ofruara nga institucionet nuk jan\u00eb adekuate dhe proporcionale me ato q\u00eb qytetar\u00ebt presin t\u00eb p\u00ebrmbushen. Gjithashtu u theksua se brenda administrat\u00ebs publike, ekziston nj\u00eb num\u00ebr i madh i punonj\u00ebsve q\u00eb marrin paga pa kryer pun\u00ebn p\u00ebr t\u00eb cil\u00ebn jan\u00eb caktuar.<\/p>\n

N\u00eb diskutim u diskutua gjithashtu edhe p\u00ebr at\u00eb q\u00eb gjykatat kan\u00eb nj\u00eb num\u00ebr t\u00eb pamjaftuesh\u00ebm t\u00eb procesverbaleve nga gjykimet. P\u00ebr m\u00eb tep\u00ebr, gjyqtar\u00ebt jan\u00eb nj\u00eb problem n\u00eb gjykata, me munges\u00eb serioziteti bazuar n\u00eb qasjen ndaj vet\u00eb pun\u00ebs. Faji transferohet vazhdimisht nga nj\u00ebri tek tjetri, pa marr\u00eb p\u00ebrgjegj\u00ebsin\u00eb e duhur. K\u00ebto mang\u00ebsi n\u00eb funksionim u theksuan gjithashtu si arsye pse qytetar\u00ebt nuk u besojn\u00eb autoriteteve.<\/p>\n

N\u00eb diskutim, si sfida me t\u00eb cialt p\u00ebrballen institucionet u p\u00ebrmend\u00ebn: mungesa e kapacitetit, prania e madhe e punonj\u00ebsve t\u00eb pakualifikuar, egoizmi bazuar n\u00eb vendimmarrje dhe paaft\u00ebsia e tyre p\u00ebr t\u00eb p\u00ebrmbushur premtimet. Qytetar\u00ebt, ve\u00e7an\u00ebrisht t\u00eb rinjt\u00eb, mendojn\u00eb se nuk jan\u00eb mjaft t\u00eb njohur me mund\u00ebsit\u00eb p\u00ebrmes t\u00eb cilave ata mund t\u00eb marrin pjes\u00eb ose t\u00eb raportojn\u00eb pak\u00ebnaq\u00ebsin\u00eb me funksionimin e institucioneve. P\u00ebr m\u00eb tep\u00ebr, ata besojn\u00eb se qytetar\u00ebt n\u00eb p\u00ebrgjith\u00ebsi nuk jan\u00eb mjaft t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr t\u00eb drejtat e tyre t\u00eb garantuara, si dhe m\u00ebnyrat n\u00eb t\u00eb cilat ata mund t\u00eb reagojn\u00eb n\u00ebse zbulojn\u00eb se t\u00eb drejtat e tyre nuk jan\u00eb p\u00ebrmbushur. N\u00eb bot\u00ebn moderne, t\u00eb gjitha t\u00eb dh\u00ebnat dhe informacionet mund t\u00eb gjenden n\u00eb faqet e internetit, por faqja n\u00eb internet e vet\u00eb komun\u00ebs, n\u00eb k\u00ebt\u00eb rast komuna e Tetov\u00ebs, nuk \u00ebsht\u00eb funksionale. Mosfunksionimi i m\u00ebnyrave moderne t\u00eb informimit tregon gjithashtu edhe p\u00ebr jo gatishm\u00ebrin\u00eb e institucioneve n\u00eb epok\u00ebn moderne.<\/p>\n

P\u00ebr t\u00eb kap\u00ebrcyer sfidat e diskutuara, u dhan\u00eb rekomandime t\u00eb caktuara. Edukimi i brezave t\u00eb rinj \u00ebsht\u00eb i nj\u00eb r\u00ebnd\u00ebsie thelb\u00ebsore dhe reformat n\u00eb sistemin arsimor konsiderohen si baz\u00eb p\u00ebr funksionimin dhe organizimin e m\u00ebtejsh\u00ebm solid t\u00eb autoriteteve supreme. P\u00ebr m\u00eb tep\u00ebr, \u00ebsht\u00eb e nevojshme t\u00eb reformohet sistemi demokratik, me pjes\u00ebmarrje m\u00eb t\u00eb madhe t\u00eb qytetar\u00ebve n\u00eb proceset reformuese. Nevojitet nj\u00eb transparenc\u00eb m\u00eb e madhe n\u00eb lidhje me pun\u00ebn e institucioneve, si dhe nj\u00eb shkall\u00eb e rritur e monitorimit t\u00eb s\u00eb nj\u00ebjt\u00ebs pun\u00eb n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb shmangen nd\u00ebrlikimet shtes\u00eb. Si p\u00ebrfundim, t\u00eb rinjt\u00eb duhet t\u00eb luftojn\u00eb p\u00ebr reformat n\u00eb sistemin e qeverisjes dhe respektimin m\u00eb t\u00eb madh t\u00eb t\u00eb drejtave t\u00eb tyre themelore, si\u00e7 \u00ebsht\u00eb pjes\u00ebmarrja e tyre n\u00eb proceset e vendimmarrjes.<\/p>\n

Si pjes\u00eb e diskutimit, s\u00eb bashku me 15 pjes\u00ebmarr\u00ebs t\u00eb moshave t\u00eb ndryshme nga rajoni i Tetov\u00ebs, e ftuar ishte edhe drejtoresha ekzekutive e Komitetit t\u00eb Helsinkit p\u00ebr t\u00eb drejtat e njeriut t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb, Uranija Pirovska, <\/strong>e cila ju p\u00ebrgjigj pyetjeve direkte t\u00eb qytetar\u00ebve n\u00eb sesionin pyetje dhe p\u00ebrgjigje. Diskutimi u moderua nga Arlinda Iljazi<\/strong> nga organizata Multikultura nga Tetova.<\/p>\n

Diskutimi u organizua si pjes\u00eb e projektit “ACT – Veprim Qytetar Aktiv 2.0″<\/strong>, zbatuar nga Instituti p\u00ebr Politik\u00eb Evropiane – Shkup me mb\u00ebshtetjen e Qendr\u00ebs p\u00ebr Demokraci Deliberative n\u00eb Universitetin Stanford nga ShBA. Projekti \u00ebsht\u00eb financuar nga National Endowment for Democracy nga ShBA.
