Integrimi i Republik\u00ebs s\u00eb Maqedonis\u00eb Veriore n\u00eb strukturat nd\u00ebrkomb\u00ebtare nuk \u00ebsht\u00eb nj\u00eb proces i ri, por nj\u00eb luft\u00eb afatgjate e reformave dhe premtimeve. Kushtet q\u00eb rregullojn\u00eb aderimin ton\u00eb n\u00eb Bashkimin Evropian ristrukturohen vazhdimisht duke e komplikuar procesin. Nj\u00ebokoh\u00ebsisht, ato ndikojn\u00eb edhe n\u00eb perceptimin dhe d\u00ebshir\u00ebn e qytetar\u00ebve p\u00ebr integrimin e vendit. Qytetar\u00ebt besojn\u00eb se mentaliteti i njer\u00ebzve tan\u00eb, si dhe mungesa e informacionit nga institucionet jan\u00eb nj\u00eb nga arsyet kryesore pse vendi nuk mund t\u00eb vazhdoj\u00eb m\u00eb tej dhe t\u00eb b\u00ebhet pjes\u00eb e forcave nd\u00ebrkomb\u00ebtare.<\/p>\n

Diskutimi “Marr\u00ebdh\u00ebniet e mira fqinj\u00ebsore dhe integrimi n\u00eb BE: Ku jemi dhe ku po shkojm\u00eb?” <\/em>, I cili u organizua m\u00eb 15 prill, \u00a0kishte p\u00ebr q\u00ebllim p\u00ebrfshirjen e qytetar\u00ebve n\u00eb nj\u00eb diskutim debati q\u00eb do t\u00eb zbuloj\u00eb pik\u00ebpamjet e tyre mbi procesin e integrimit evropian dhe mund\u00ebsit\u00eb e vendit. Ngjarja u zhvillua n\u00eb \u00a0format t\u00eb ndar\u00eb n\u00eb dy pjes\u00eb, k\u00ebshtu q\u00eb n\u00eb pjes\u00ebn e par\u00eb t\u00eb diskutimit qytetar\u00ebt pjes\u00ebmarr\u00ebs fillimisht diksutuan pik\u00ebpamjet dhe mendimet e tyre. Krahas zgjidhjeve dhe rekomandimeve t\u00eb propozuara gjat\u00eb diskutimit, ata gjithashtu formuan pyetje n\u00eb pjes\u00ebn e dyt\u00eb p\u00ebr t\u00eb patur mund\u00ebsin\u00eb p\u00ebr t’i b\u00ebr\u00eb pyetje ekspertes t\u00eb fush\u00ebs.<\/p>\n

Si pjes\u00eb e diskutimit, p\u00ebrve\u00e7 pjes\u00ebmarr\u00ebsve nga rajoni lindor dhe juglindor i vendit, ishte e ftuar si eksperte edhe an\u00ebtarja e bordit menaxhues t\u00eb Institutit p\u00ebr Politik\u00eb Evropiane EPI-Shkup, Malinka Ristevska Jordanova, e cila dha drejtp\u00ebrdrejt shpjegime shtes\u00eb t\u00eb pyetjeve t\u00eb qytetar\u00ebve. Diskutimi u moderua nga Sonja Stojadinovi\u00e7.<\/p>\n

Pjes\u00ebmarr\u00ebsit theksuan se nuk jan\u00eb t\u00eb informuar sa duhet p\u00ebr procesin e integrimit evropian dhe se si ai proces do t\u00eb ndikoj\u00eb tek ata dhe shteti. P\u00ebr shkak t\u00eb munges\u00ebs s\u00eb komunikimit cil\u00ebsor nga ana e\u00a0 institucioneve, t\u00eb cilat selektojn\u00eb aktivitete dhe proceset q\u00eb i komunikojn\u00eb n\u00eb publik, shoq\u00ebria ka humbur besimin n\u00eb pun\u00ebn e tyre. Ka shum\u00eb sektor\u00eb ku ka progres t\u00eb konsideruesh\u00ebm n\u00eb procesin integrues, por q\u00eb nuk komunikohen mjaftuesh\u00ebm p\u00ebr publikun. Parregullsia institucionale n\u00eb nivel shtet\u00ebror ndryshon shum\u00eb nga institucionet evropiane dhe funksionaliteti i tyre. Gjithashtu, konsiderohet se mentaliteti i shoq\u00ebris\u00eb nuk \u00ebsht\u00eb i p\u00ebrgatitur si\u00e7 duhet p\u00ebr t\u00eb qen\u00eb pjes\u00eb e BE-s\u00eb.<\/p>\n

Partizimi masiv n\u00eb t\u00eb gjith\u00eb sektor\u00ebt shfaqet si nj\u00eb problem kryesor. Partizim ka n\u00eb institucionet publike, ve\u00e7an\u00ebrisht n\u00eb administrat\u00ebn publike, por partizimi nuk ka l\u00ebn\u00eb anash as sektorin privat. Sipas pjes\u00ebmarr\u00ebsve, nuk ka konsensus ose vet\u00ebdije minimale p\u00ebr \u00e7\u00ebshtjen e partizimit dhe nj\u00eb vendosm\u00ebri m\u00eb e madhe \u00ebsht\u00eb e nevojshme nga subjektet politike p\u00ebr t\u00eb vendosur partizimin si nj\u00eb p\u00ebrpar\u00ebsi kryesore. Gjithashtu, vet\u00eb qytetar\u00ebt duhet t\u00eb b\u00ebjn\u00eb m\u00eb shum\u00eb presion dhe t\u00eb jen\u00eb t\u00eb z\u00ebsh\u00ebm p\u00ebr realizimin e t\u00eb drejtave t\u00eb tyre.<\/p>\n

P\u00ebr m\u00eb tep\u00ebr, n\u00eb lidhje me t\u00eb rinjt\u00eb, nj\u00eb tem\u00eb e cila u diskutua gjer\u00ebsisht gjat\u00eb ngjarjes, u theksua se atyre duhet t\u2019ju sigurohen m\u00eb shum\u00eb mund\u00ebsi n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb rifitojn\u00eb d\u00ebshir\u00ebn p\u00ebr t\u00eb q\u00ebndruar n\u00eb vend. Niveli i migrimit i t\u00eb rinjve p\u00ebr shkak t\u00eb arsimimit, arsyeve ekonomike, por edhe partizimit t\u00eb vendit po rritet \u00e7do vit. P\u00ebr t’u siguruar t\u00eb rinjve nj\u00eb atmosfer\u00eb t\u00eb favorshme shoq\u00ebrore, \u00ebsht\u00eb e nevojshme t\u00eb b\u00ebhet nj\u00eb analiz\u00eb e institucioneve. Analiza do t\u00eb tregoj\u00eb se cil\u00ebt sektor\u00eb punojn\u00eb, \u00e7far\u00eb b\u00ebjn\u00eb mir\u00eb dhe ku ka mang\u00ebsi, n\u00eb m\u00ebnyr\u00eb q\u00eb t’i p\u00ebrmir\u00ebsojm\u00eb ato, n\u00eb vend q\u00eb t\u00eb premtojm\u00eb vet\u00ebm mund\u00ebsi t\u00eb reja.<\/p>\n

Sa i p\u00ebrket integrimit evropian, p\u00ebrve\u00e7 mang\u00ebsive n\u00eb nivelin shtet\u00ebror, si nj\u00eb arsye shtes\u00eb q\u00eb ndikon n\u00eb proces, \u00ebsht\u00eb edhe vet\u00eb BE-ja. Ekziston euroskepticiz\u00ebm dhe pak\u00ebnaq\u00ebsi sepse BE-ja vazhdimisht b\u00ebn angazhime deklarative dhe ka k\u00ebrkesa shtes\u00eb q\u00eb duhet t\u00eb plot\u00ebsohen, kurse vendi, \u00a0n\u00eb t\u00eb gjith\u00eb k\u00ebt\u00eb proces, \u00ebsht\u00eb relativisht pak i p\u00ebrkushtuar ndaj asaj q\u00eb i nevojitet dhe ndaj p\u00ebrpar\u00ebsive t\u00eb saja si shtet. Vendi \u00ebsht\u00eb i gatsh\u00ebm t\u00eb b\u00ebj\u00eb t\u00eb gjitha reformat e k\u00ebrkuara nga BE-ja, por e nj\u00ebjta p\u00ebrpjekje dhe p\u00ebrgjigje nuk \u00ebsht\u00eb reciproke. Vendi duhet t\u00eb ruaj\u00eb integritetin e tij n\u00eb kuad\u00ebr t\u00eb prioriteteve t\u00eb veta p\u00ebr t\u00eb qen\u00eb n\u00eb gjendje t\u00eb vazhdoj\u00eb t\u00eb p\u00ebrmbush\u00eb prioritetet nd\u00ebrkomb\u00ebtare. Lidhur me marr\u00ebdh\u00ebniet e mira fqinj\u00ebsore me Greqin\u00eb dhe Bullgarin\u00eb, nga p\u00ebrvojat personale, pjes\u00ebmarr\u00ebsit treguan bashk\u00ebpunimin dhe komunikimin midis qytetar\u00ebve, jasht\u00eb dokumenteve zyrtare. Qytetet nd\u00ebrkufitare, t\u00eb tilla si Gjevgjelia, kan\u00eb bashk\u00ebpunim ekonomik me qytete n\u00eb Greqi, dhe para bllokad\u00ebs Bullgare, p\u00ebr shembull n\u00eb qytetin e Del\u00e7ev\u00ebs, kishte komunikim t\u00eb favorsh\u00ebm dhe bashk\u00ebpunim n\u00eb projekte me shkolla n\u00eb Bullgari. Pjes\u00ebmarr\u00ebsit theksuan se politikat negative nuk duhet t\u00eb ndikojn\u00eb n\u00eb proceset e integrimit.<\/p>\n

Gjat\u00eb diskutimit me Malinka Ristevska Jordanova u ngrit\u00ebn pyetje t\u00eb shumta n\u00eb lidhje me negociatat aderuese, marr\u00ebdh\u00ebniet me vendet fqinje dhe progresin e vendit. U theksua se problemi aktual me Bullgarin\u00eb ishte nj\u00eb befasi p\u00ebr shum\u00eb dhe \u00e7oi n\u00eb prishjen e marr\u00ebveshjeve bilaterale dhe prishjen e \u00a0besimit, e cila do t\u00eb ndikoj\u00eb m\u00eb tej edhe n\u00eb sektor\u00eb t\u00eb tjer\u00eb t\u00eb bashk\u00ebpunimit. Shkalla e aderimit n\u00eb BE po b\u00ebhet gjithnj\u00eb e m\u00eb e komplikuar, prandaj si vend duhet t\u00eb shikojm\u00eb t\u00eb p\u00ebrmir\u00ebsojm\u00eb t\u00eb gjitha fushat n\u00eb vend e jo vet\u00ebm ato q\u00eb i konsiderojm\u00eb t\u00eb r\u00ebnd\u00ebsishme. \u041cegjithat\u00eb, p\u00ebrve\u00e7 mang\u00ebsive kemi edhe rezultate t\u00eb favorshme q\u00eb shpesh neglizhohen. BE-ja po b\u00ebn p\u00ebrpjekje p\u00ebr t\u00eb kap\u00ebrcyer bllokad\u00ebn e vendosur nga Bullgaria, por mund\u00ebsia e nj\u00eb kompromisi nuk \u00ebsht\u00eb ende e sigurt. Vendi ka fusha n\u00eb t\u00eb cilat tregon p\u00ebrparim dhe zhvillim t\u00eb madh, si dhe fusha ku duhet t’i kushtohet m\u00eb shum\u00eb v\u00ebmendje. Sidoqoft\u00eb, mbetet nevoja p\u00ebr angazhim m\u00eb t\u00eb madh, vullnet politik dhe vigjilenc\u00eb p\u00ebr t\u00eb punuar n\u00eb progresin n\u00eb shum\u00eb fushave t\u00eb r\u00ebnd\u00ebsishme si demokracia, sundimi i ligjit dhe mjedisi.<\/p>\n

Diskutimi u organizua si pjes\u00eb e projektit “ACT – Veprim Qytetar Aktiv 2.0″<\/strong>, zbatuar nga Instituti p\u00ebr Politik\u00eb Evropiane – Shkup me mb\u00ebshtetjen e Qendr\u00ebs p\u00ebr Demokraci Deliberative n\u00eb Universitetin Stanford nga ShBA. Projekti \u00ebsht\u00eb financuar nga National Endowment for Democracy nga ShBA.
