Shfryt\u00ebzimi i potencialit t\u00eb ofruar nga digjitalizimi mund\u00ebson nj\u00eb administrat\u00eb efikase, efektive, transparente dhe t\u00eb arritshme, e cila p\u00ebrshtatet me nevojat individuale t\u00eb qytetar\u00ebve dhe subjekteve ekonomike.<\/p>\n<p>N\u00ebse e shikojm\u00eb\u00a0<a href=\"https:\/\/mioa.gov.mk\/sites\/default\/files\/pbl_files\/documents\/strategies\/srja_2018-2022_20022018_mk.pdf\" target=\"_blank\" rel=\"noopener\">Strategjin\u00eb p\u00ebr Reforma n\u00eb Administrat\u00ebn Publike<\/a>\u00a0(RAP), ne mund t\u00eb shohim se nj\u00eb nga parimet themelore p\u00ebrmes t\u00eb cilit pritet t\u00eb arrihen q\u00ebllimet dhe masat e k\u00ebsaj strategjie \u00ebsht\u00eb parimi i digjitalizimit, dmth thuhet se: &#8220;ofrimi i sh\u00ebrbimeve cil\u00ebsore, t\u00eb shpejta dhe leht\u00ebsisht t\u00eb arritshme do t\u00eb mb\u00ebshtetet n\u00eb teknologjit\u00eb moderne dhe p\u00ebrdorimi i tyre inovativ p\u00ebrmes p\u00ebrdit\u00ebsimit t\u00eb vazhduesh\u00ebm teknik dhe nd\u00ebrtimit t\u00eb kapaciteteve\u201d. Ky \u00ebsht\u00eb hapi i par\u00eb drejt ofrimit t\u00eb sh\u00ebrbimeve elektronike administrative (e-sh\u00ebrbime). Q\u00ebllimi prioritar \u00ebsht\u00eb thjeshtimi i sh\u00ebrbimeve, i cili duhet t\u00eb p\u00ebrfshij\u00eb katalogimin dhe rishikimin e tarifave p\u00ebr e-sh\u00ebrbimet dhe s\u00eb fundmi procesi t\u00eb p\u00ebrfundoj\u00eb me digjitalizimin e plot\u00eb t\u00eb sh\u00ebrbimeve.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, n\u00eb drejtim t\u00eb digjitalizimit dhe e-sh\u00ebrbimeve po l\u00ebviz dhe\u00a0<a href=\"https:\/\/mioa.gov.mk\/sites\/default\/files\/pbl_files\/documents\/reports\/nacionalen_operativen_brodbend_plan_finalna_verzija_02.04.2019.pdf\" target=\"_blank\" rel=\"noopener\">Plani Operacional Komb\u00ebtar i Broadbandit<\/a>\u00a0t\u00eb ri duke theksuar se &#8220;do t\u00eb jet\u00eb n\u00eb p\u00ebrputhje me q\u00ebllimet strategjike t\u00eb iniciativ\u00ebs Agjenda Digjitale p\u00ebr Evrop\u00ebn, si nj\u00eb strategji korniz\u00eb p\u00ebr zhvillimin e shoq\u00ebris\u00eb s\u00eb informacionit nga 2010 dhe &#8220;Strategjia p\u00ebr Shoq\u00ebri Evropiane Gigabit p\u00ebr 2025&#8221; e cila do t\u00eb rriste digjitalizimin p\u00ebrmes zbatimit t\u00eb internetit broadband n\u00eb t\u00eb gjith\u00eb vendin dhe k\u00ebshtu edhe disponueshm\u00ebrin\u00eb e sh\u00ebrbimeve elektronike. Ky dokument p\u00ebrcakton synimet komb\u00ebtare broadbend, si p.sh, &#8220;deri n\u00eb fund t\u00eb vitit 2027, t\u00eb gjitha qytetet n\u00eb shtet t\u00eb jen\u00eb t\u00eb mbuluara me sinjal t\u00eb pand\u00ebrprer\u00eb 5G&#8221;, i cili do t\u00eb siguroj\u00eb qasje n\u00eb internet p\u00ebr t\u00eb gjith\u00eb, d.m.th, qytetar\u00ebt do t\u00eb ken\u00eb qasje t\u00eb leht\u00eb n\u00eb e-sh\u00ebrbimet.<\/p>\n<p>Sidoqoft\u00eb, megjith\u00ebse po nd\u00ebrmerren hapa, pun\u00ebt n\u00eb terren nuk jan\u00eb t\u00eb shk\u00eblqyera, si\u00e7 \u00ebsht\u00eb p\u00ebrmendur n\u00eb\u00a0<a href=\"https:\/\/ec.europa.eu\/digital-single-market\/en\/news\/egovernment-benchmark-2020-egovernment-works-people?fbclid=IwAR2GRZxjZ5He9sNDNkUhDfMezxp3O01SbHUfcUY9mYRCET5vGVFsKZUBd1I\" target=\"_blank\" rel=\"noopener\">Raportin e Komisionit Evropian p\u00ebr e-qeverit\u00eb,\u00a0<\/a>prandaj n\u00eb Strategjin\u00eb tregohen sfidat me t\u00eb cilat duhet t\u00eb merret shteti. Sfida e par\u00eb jan\u00eb burimet njer\u00ebzore p\u00ebrmes t\u00eb cilave duhet t\u00eb ofrohen e-sh\u00ebrbime. Strategjia thot\u00eb se \u201cfaktor i r\u00ebnd\u00ebsish\u00ebm p\u00ebr digjitalizimin jan\u00eb burimet njer\u00ebzore, si punonj\u00ebsit q\u00eb p\u00ebrdorin zgjidhje t\u00eb TI (teknologji informatike) n\u00eb ekzekutimin e p\u00ebrgjegj\u00ebsive t\u00eb pun\u00ebs s\u00eb p\u00ebrditshme, ashtu edhe kuadri mb\u00ebshtet\u00ebs i TI-s\u00eb. &#8220;Nga nj\u00ebra an\u00eb, leximi-shkrimi digjital i punonj\u00ebsve n\u00eb administrat\u00eb nuk \u00ebsht\u00eb n\u00eb nivelin e duhur dhe nga ana tjet\u00ebr, dalja e shpesht\u00eb e personelit t\u00eb TI nga administrata \u00ebsht\u00eb nj\u00eb situat\u00eb p\u00ebr t\u00eb cil\u00ebn nuk \u00ebsht\u00eb gjetur asnj\u00eb zgjidhje deri m\u00eb tani n\u00eb drejtim t\u00eb motivimit p\u00ebr mbajtjen e tyre.&#8221; Kjo do t\u00eb thot\u00eb se ky problem ka filluar t\u00eb njihet si i mpreht\u00eb p\u00ebr shkak t\u00eb k\u00ebrkes\u00ebs s\u00eb madhe p\u00ebr personel t\u00eb till\u00eb n\u00eb tregun e pun\u00ebs, ku niveli i pagave n\u00eb sektorin privat \u00ebsht\u00eb dy deri n\u00eb tre her\u00eb m\u00eb i lart\u00eb se paga mesatare n\u00eb vet\u00eb administrat\u00ebn (jo vet\u00ebm n\u00eb nivelin e kuadrit t\u00eb TI-s\u00eb), dhe p\u00ebrve\u00e7 k\u00ebsaj ka mund\u00ebsi t\u00eb m\u00ebdha p\u00ebr zhvillim profesional dhe ngritje n\u00eb detyr\u00eb.<\/p>\n<p>Nj\u00eb sfid\u00eb tjet\u00ebr \u00ebsht\u00eb mos-unifikimi n\u00eb ofrimin e e-sh\u00ebrbimeve dhe aktualisht u lihet institucioneve t\u00eb vendosin vet\u00eb se si t&#8217;i ofrojn\u00eb ato. N\u00eb Strategjin\u00eb RAP vihet re se &#8220;dokumentacioni i procedurave p\u00ebr kryerjen e pun\u00ebs n\u00eb prapavij\u00eb n\u00eb proceset administrative \u00ebsht\u00eb n\u00eb nivel t\u00eb ul\u00ebt dhe zbatimi i procedurave administrative, t\u00eb p\u00ebrshkruara n\u00eb dokumentet interne, shpesh \u00ebsht\u00eb kompleks dhe i v\u00ebshtir\u00eb p\u00ebr t&#8217;u ndjekur&#8221;. Ky mos unifikim i sh\u00ebrbimeve mund t\u00eb shkaktoj\u00eb probleme t\u00eb m\u00ebdha p\u00ebr qytetar\u00ebt, sepse ata mund t\u00eb marrin t\u00eb nj\u00ebjtin sh\u00ebrbim n\u00eb m\u00ebnyra t\u00eb ndryshme n\u00eb dy qytete t\u00eb ndryshme t\u00eb vendit. P\u00ebr shembull, n\u00eb Shkup mund t\u00eb dor\u00ebzohet nj\u00eb aplikim elektronik p\u00ebr nj\u00eb kart\u00eb identiteti, nd\u00ebrsa n\u00eb Oh\u00ebr duhet t\u00eb b\u00ebhet fizikisht n\u00eb institucionin kompetent.<\/p>\n<p>K\u00ebto masa tregojn\u00eb q\u00ebllimin e qeverive maqedonase p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar fush\u00ebn e sh\u00ebrbimeve administrative, por a ndikojn\u00eb mang\u00ebsit\u00eb e specifikuara n\u00eb perceptimin e qytetar\u00ebve p\u00ebr ofrimin e e-sh\u00ebrbimeve?<\/p>\n<h5><strong>Cili \u00ebsht\u00eb perceptimi i sh\u00ebrbimeve elektronike administrative n\u00eb Maqedonin\u00eb e Veriut?<\/strong><\/h5>\n<p>Instituti p\u00ebr Politik\u00eb Evropiane, n\u00eb kuad\u00ebr t\u00eb projektit rajonal\u00a0<a href=\"https:\/\/www.par-monitor.org\/\" target=\"_blank\" rel=\"noopener\">Forcimi i shoq\u00ebris\u00eb civile t\u00eb Ballkanit Per\u00ebndimor p\u00ebr Administrat\u00ebn Publike t\u00eb Reformuar (WeBER 2.0)<\/a>\u00a0t\u00eb kryej\u00eb k\u00ebrkime mbi opinionin publik lidhur me\u00a0<a href=\"https:\/\/www.thinkforeurope.org\/news\/public-perceptions-of-service-delivery-in-the-western-balkans-are-on-the-rise\" target=\"_blank\" rel=\"noopener\">perceptimin e ofrimit t\u00eb e-sh\u00ebrbimeve administrative<\/a>. Pak m\u00eb shum\u00eb se gjysma e qytetar\u00ebve t\u00eb anketuar (58,33%) n\u00eb Maqedonin\u00eb e Veriut konfirmojn\u00eb se n\u00eb dy vitet e fundit Qeveria, bazuar n\u00eb propozimet e tyre, ka filluar t&#8217;i p\u00ebrmir\u00ebsoj\u00eb sh\u00ebrbimet administrative. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, 57.84% e t\u00eb anketuarve pajtohen se iniciativat qeveritare p\u00ebr thjeshtimin e sh\u00ebrbimeve kan\u00eb \u00e7uar n\u00eb p\u00ebrmir\u00ebsimin e ofrimit t\u00eb k\u00ebtyre sh\u00ebrbimeve. Sidoqoft\u00eb, p\u00ebr sa i p\u00ebrket perceptimit p\u00ebr bashk\u00ebpunim me administrat\u00ebn, pak m\u00eb pak se gjysma e t\u00eb anketuarve (47.65 %) besojn\u00eb se bashk\u00ebpunimi me administrat\u00ebn \u00ebsht\u00eb i leht\u00eb dhe pothuajse po aq qytetar\u00eb (45.6 %) besojn\u00eb se \u00ebsht\u00eb shkurtuar koha e nevojshme p\u00ebr t\u00eb ofruar sh\u00ebrbime. Kjo tregon pak\u00ebnaq\u00ebsin\u00eb e madhe t\u00eb qytetar\u00ebve dhe nevoj\u00ebn p\u00ebr t\u00eb krijuar staf cil\u00ebsor p\u00ebr ofrimin e sh\u00ebrbimeve administrative.<\/p>\n<p>Nga ana tjet\u00ebr, nj\u00eb p\u00ebrqindje e lart\u00eb e qytetar\u00ebve (66.44%) besojn\u00eb se administrata po shkon drejt digjitalizimit, dhe 60.37% jan\u00eb t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr ekzistenc\u00ebn e sh\u00ebrbimeve elektronike. P\u00ebr m\u00eb tep\u00ebr, nj\u00eb lart\u00ebsi prej 74.88% prej tyre jan\u00eb informuar mir\u00eb se si t&#8217;i p\u00ebrdorin ato sh\u00ebrbime, por vet\u00ebm 48.19% e tyre her\u00eb pas here ose shpesh kan\u00eb qen\u00eb shfryt\u00ebzues t\u00eb sh\u00ebrbimeve elektronike. Shumica e t\u00eb anketuarve (85.82%) mendojn\u00eb se e-sh\u00ebrbimet jan\u00eb t\u00eb lehta p\u00ebr t&#8217;u p\u00ebrdorur.<\/p>\n<p>Gjysma e qytetar\u00ebve t\u00eb anketuar konfirmojn\u00eb se kan\u00eb mund\u00ebsin\u00eb t\u00eb japin mendimin e tyre mbi cil\u00ebsin\u00eb e sh\u00ebrbimeve individuale q\u00eb ofrojn\u00eb ata. Sidoqoft\u00eb, p\u00ebrqindja e qytetar\u00ebve q\u00eb mendojn\u00eb se kanalet administrative p\u00ebr t\u00eb cil\u00ebt mund t\u00eb japin mendim jan\u00eb t\u00eb lehta p\u00ebr t&#8217;u p\u00ebrdorur, \u00ebsht\u00eb e ul\u00ebt (38.5%). Nj\u00eb e treta e qytetar\u00ebve (33%) nuk e p\u00ebrdor\u00ebn fare k\u00ebt\u00eb m\u00ebnyr\u00eb t\u00eb shprehjes s\u00eb mendimit t\u00eb tyre. Vet\u00ebm 37.08 % e t\u00eb anketuarve ishin t\u00eb p\u00ebrfshir\u00eb n\u00eb monitorimin dhe vler\u00ebsimin e sh\u00ebrbimeve administrative. 56.59% e t\u00eb anketuarve mendojn\u00eb se bazuar n\u00eb monitorimin qytetar t\u00eb tyre, ato jan\u00eb p\u00ebrmir\u00ebsuar.<\/p>\n<p>N\u00eb hulumtimin jan\u00eb konsideruar disa sh\u00ebrbime (regjistrimi i pasurive t\u00eb patundshme; regjistrimi i kompanive; regjistrimi i automjeteve; l\u00ebshimi i dokumenteve t\u00eb identifikimit personal dhe pasaportave; si dhe regjistrimi i TVSH-s\u00eb). \u00cbsht\u00eb v\u00ebrejtur se n\u00eb ueb-faqet e Agjencis\u00eb p\u00ebr Kadast\u00ebr t\u00eb Patundshm\u00ebrive dhe Regjistrit Qendror t\u00eb RMV (RQRMV) nuk ka m\u00ebnyr\u00eb p\u00ebr t\u00eb marr\u00eb informacione kthyese nga qytetar\u00ebt.<\/p>\n<p>M\u00eb konkretisht, n\u00eb ueb-faqen e RQRMV n\u00eb<a href=\"https:\/\/www.crm.com.mk\/DS\/download\/Registers_document_forms\/ISO\/Politika_za_kvalitet.pdf\" target=\"_blank\" rel=\"noopener\">\u00a0dokumentin Politika p\u00ebr cil\u00ebsis\u00eb e RQRMV<\/a>\u00a0\u00ebsht\u00eb theksuar se &#8220;Brenda strategjis\u00eb s\u00eb saj t\u00eb zhvillimit, RQRMV p\u00ebrpiqet t\u00eb zgjeroj\u00eb vazhdimisht gam\u00ebn e sh\u00ebrbimeve t\u00eb saj dhe zbatimin e metodologjive, instrumenteve dhe mjeteve moderne q\u00eb do t\u00eb kontribuojn\u00eb n\u00eb k\u00ebnaq\u00ebsin\u00eb maksimale t\u00eb p\u00ebrdoruesve t\u00eb sh\u00ebrbimit&#8221;, por nuk ka nj\u00eb analiz\u00eb p\u00ebr informacione kthyese nga qytetar\u00ebt, d.m.th, sugjerimet dhe v\u00ebrejtjet e tyre dhe n\u00ebse sh\u00ebrbimet jan\u00eb p\u00ebrmir\u00ebsuar bazuar n\u00eb ato informacione kthyese\/sugjerime.<\/p>\n<p>Lidhur me sh\u00ebrbimin e regjistrimit t\u00eb automjeteve, l\u00ebshimin e let\u00ebrnjoftimeve dhe dokumenteve t\u00eb udh\u00ebtimit, n\u00eb faqen e internetit t\u00eb Ministris\u00eb s\u00eb Pun\u00ebve t\u00eb Brendshme ka nj\u00eb sondazh n\u00eb internet q\u00eb i referohet pik\u00ebrisht matjes s\u00eb k\u00ebnaq\u00ebsis\u00eb s\u00eb qytetar\u00ebve nga sh\u00ebrbimet e Ministris\u00eb s\u00eb Pun\u00ebve t\u00eb Brendshme. Por n\u00ebse dikush \u00ebsht\u00eb i interesuar t&#8217;i shoh\u00eb rezultatet e anket\u00ebs, s\u00eb pari duhet ta plot\u00ebsoj\u00eb at\u00eb, dhe m\u00eb pas t\u00eb ket\u00eb mund\u00ebsi t&#8217;i shikoj\u00eb rezultatet, prandaj t\u00eb ket\u00eb mund\u00ebsi t&#8217;i shikoj\u00eb rezultatet, me \u00e7ka qytetar\u00ebt nuk e din\u00eb se \u00e7far\u00eb \u00ebsht\u00eb (pa)k\u00ebnaq\u00ebsia me sh\u00ebrbimet e MPB-s\u00eb, pra nuk mund t&#8217;i shohin lirsh\u00ebm k\u00ebto rezultate. Prandaj, \u00ebsht\u00eb e nevojshme q\u00eb Ministria e Pun\u00ebve t\u00eb Brendshme t\u00eb shpall\u00eb rezultatet e sondazhit dhe t\u00eb p\u00ebrcaktoj\u00eb hapat q\u00eb do t\u00eb nd\u00ebrmarr\u00eb bazuar n\u00eb sondazhin e kryer, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb jet\u00eb e p\u00ebrshtatshme.<\/p>\n<p>Sa i p\u00ebrket regjistrimit t\u00eb TVSH-s\u00eb, situata \u00ebsht\u00eb e nj\u00ebjt\u00eb me DAP.
