Statistika tregon se papun\u00ebsia n\u00eb vend zvog\u00eblohet dhe ka r\u00ebn\u00eb n\u00eb\u00a0<a href=\"http:\/\/www.stat.gov.mk\/pdf\/2019\/2.1.19.20_mk.pdf\" target=\"_blank\" rel=\"noopener\">nivel t\u00eb ul\u00ebt rekord n\u00eb 17.8 p\u00ebrqind<\/a>, papun\u00ebsia e t\u00eb rinjve \u00ebsht\u00eb ende e lart\u00eb dhe\u00a0<a href=\"http:\/\/documents.worldbank.org\/curated\/en\/219231554130333324\/pdf\/Reform-Momentum-Needed.pdf\" target=\"_blank\" rel=\"noopener\">\u00ebsht\u00eb 45.4 p\u00ebrqind<\/a>. Krahasuar me rajonin e Ballkanit Per\u00ebndimor, Maqedonia (bashk\u00eb me Kosov\u00ebn) kan\u00eb shkall\u00eb m\u00eb t\u00eb lart\u00eb t\u00eb papun\u00ebsis\u00eb s\u00eb t\u00eb rinjve. Papun\u00ebsia e t\u00eb rinjve ka t\u00eb b\u00ebj\u00eb me m\u00eb tep\u00ebr faktor\u00eb. Nj\u00ebri prej tyre \u00ebsht\u00eb hendeku q\u00eb krijohet midis ofert\u00ebs s\u00eb fuqis\u00eb s\u00eb pun\u00ebs nga nj\u00ebra an\u00eb dhe k\u00ebrkesa e bizneseve nga ana tjet\u00ebr. Faktor tjet\u00ebr \u00ebsht\u00eb ajo se nj\u00eb num\u00ebr i madh i njer\u00ebzve nuk vendosin t\u00eb shkojn\u00eb n\u00eb arsim profesional, nd\u00ebrsa t\u00eb tjer\u00ebt q\u00eb e kryejn\u00eb arsimin e lart\u00eb nuk mund m\u00eb von\u00eb t\u00eb gjejn\u00eb pun\u00eb me at\u00eb profil arsimor t\u00eb cilin e kan\u00eb.<\/p>\n<h5><strong>Arsimim p\u00ebr sip\u00ebrmarr\u00ebsi<\/strong><\/h5>\n<p>Problemi rreth papun\u00ebsis\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb pashmangshme \u00ebsht\u00eb i nd\u00ebrlidhur me sistemin arsimor n\u00eb vendin ton\u00eb.\u00a0<a href=\"https:\/\/www.fakulteti.mk\/news\/25072018\/ministrite-za-obrazovanie-najkratko-traat---se-smenile-12-vo-18-godini\" target=\"_blank\" rel=\"noopener\">Ndryshimet ekzistuese<\/a>\u00a0t\u00eb kuadrit ekzekutiv n\u00eb Ministrin\u00eb resore p\u00ebr arsim (MASH), (gjithsej 12 ministra jan\u00eb nd\u00ebrruar nga viti 200 prej kur jan\u00eb bashkuar ministria e arsimit dhe e shkenc\u00ebs n\u00eb nj\u00eb ministri) kontribuojn\u00eb drejt\u00eb asaj q\u00eb politika t\u00eb caktuara t\u00eb mos mund t\u00eb zbatohen dhe t\u00eb z\u00ebn\u00eb rr\u00ebnj\u00eb, gj\u00eb e cila kontribuoi q\u00eb t\u00eb ket\u00eb r\u00ebnie t\u00eb cil\u00ebsis\u00eb s\u00eb p\u00ebrgjithshme t\u00eb arsimit n\u00eb vendin ton\u00eb. Kjo r\u00ebnie kontribuon edhe p\u00ebr at\u00eb q\u00eb politika t\u00eb caktuara t\u00eb mos mund t\u00eb zhvillohen n\u00eb m\u00ebnyr\u00eb t\u00eb mjaftueshme e sidomos programet arsimore dhe l\u00ebnd\u00ebt p\u00ebr sip\u00ebrmarr\u00ebsi t\u00eb orientuar drejt t\u00eb rinjve. P\u00ebr momentin, n\u00eb programet dhe l\u00ebnd\u00ebt arsimore m\u00ebsohen l\u00ebnd\u00ebt \u201cInovacione\u201d (<a href=\"http:\/\/mrk.mk\/wp-content\/uploads\/2018\/10\/Strategija-za-obrazovanie-MAK-WEB.pdf\" target=\"_blank\" rel=\"noopener\">n\u00eb klas\u00ebn e n\u00ebnt\u00eb<\/a>), nd\u00ebrsa n\u00eb arsimin e mes\u00ebm m\u00ebsohen l\u00ebnd\u00ebt \u201cInovacione dhe sip\u00ebrmarr\u00ebsi\u201d (<a href=\"http:\/\/mrk.mk\/wp-content\/uploads\/2018\/10\/Strategija-za-obrazovanie-MAK-WEB.pdf\" target=\"_blank\" rel=\"noopener\">viti i 4-\u00ebrt n\u00eb shkoll\u00ebn e mesme<\/a>). Ky \u00ebsht\u00eb drejtim pozitiv n\u00eb t\u00eb cilin do t\u00eb duhet t\u00eb l\u00ebviz zhvillimi i arsimit p\u00ebr sip\u00ebrmarr\u00ebsi (t\u00eb t\u00eb rinjve). Kur b\u00ebhet fjal\u00eb p\u00ebr t\u00eb m\u00ebsuarin e sip\u00ebrmarr\u00ebsish si l\u00ebnd\u00eb n\u00eb arsimin e lart\u00eb, n\u00eb Institutin e Ekonomis\u00eb pran\u00eb Universitetit \u201cSh. Qirili dhe Metodi\u201d, n\u00eb programin arsimor t\u00eb ciklit t\u00eb dyt\u00eb t\u00eb studimeve ekziston\u00a0<a href=\"http:\/\/www.ek-inst.ukim.edu.mk\/pretpriemnistvo\/\" target=\"_blank\" rel=\"noopener\">program studimor p\u00ebr \u201cSip\u00ebrmarr\u00ebsi\u201d<\/a>.<\/p>\n<p>Problem tjet\u00ebr paraqet edhe ajo q\u00eb programet (posa\u00e7\u00ebrisht) t\u00eb institucioneve ekonomike arsimore nuk revidohen, e posa\u00e7\u00ebrisht edhe\u00a0<a href=\"http:\/\/www.eccf.ukim.edu.mk\/Programmes\/61\" target=\"_blank\" rel=\"noopener\">nuk ekziston program i posa\u00e7\u00ebm<\/a>\u00a0i cili do t\u00eb kishte t\u00eb b\u00ebj\u00eb vet\u00ebm me sip\u00ebrmarr\u00ebsin si program i ve\u00e7ant\u00eb studimor edhe n\u00eb studimet deri-diplomike. K\u00ebtu parashtrohet pyetja, a \u00ebsht\u00eb i nevojsh\u00ebm arsim p\u00ebrkat\u00ebs p\u00ebrball\u00eb arsimit t\u00eb lart\u00eb? N\u00eb Maqedoni, n\u00eb 15 vitet e fundit u hap\u00ebn shum\u00eb fakultete n\u00ebp\u00ebr mbar\u00eb shtetin, ideja e t\u00eb cil\u00ebve ishte q\u00eb t\u00eb ndihmojn\u00eb n\u00eb p\u00ebrfitimin e arsimimit t\u00eb lart\u00eb p\u00ebr nj\u00eb pjes\u00eb m\u00eb t\u00eb madhe t\u00eb popullat\u00ebs s\u00eb re. Por, pas disa vitesh me m\u00ebnyr\u00ebn e till\u00eb t\u00eb eksperimentimit, fillojn\u00eb t\u00eb shihen rezultatet e politik\u00ebs s\u00eb k\u00ebtill\u00eb. Nga kjo shihet se ekziston munges\u00eb e bashk\u00ebpunimit midis t\u00eb gjith\u00eb faktor\u00ebve q\u00eb jan\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb k\u00ebt\u00eb fush\u00eb, si\u00e7 jan\u00eb shteti, institucionet arsimore dhe biznes sektori.<\/p>\n<p>Si nj\u00eb nga zgjidhjet e mundshme p\u00ebr tejkalimin e k\u00ebtij problemi mund t\u00eb jet\u00eb edhe aplikimi i arsimit dualist n\u00eb shkollat fillore. Th\u00ebn\u00eb shkurt,\u00a0<a href=\"https:\/\/www.cedefop.europa.eu\/files\/4064_en.pdf\" target=\"_blank\" rel=\"noopener\">n\u00ebn arsim dual<\/a>\u00a0(sistem dual\/trajnim alternativ) n\u00ebnkuptohet \u201carsimim ose trajnim me kombinim kohor t\u00eb institucioneve arsimore ose qendrave p\u00ebr trajnim me vend pune \u201ci cili, var\u00ebsisht nga dinamika e kontraktuar mund t\u00eb zhvillohen n\u00eb nivel javor, mujor ose vjetor. P\u00ebr fat t\u00eb mir\u00eb,\u00a0<a href=\"https:\/\/evn.mk\/Mediumi\/Public-announcements\/%D0%9F%D1%80%D0%BE%D0%B5%D0%BA%D1%82-%D0%BD%D0%B0-%D0%95%D0%92%D0%9D-%E2%80%9E20-20-20%E2%80%9C-%E2%80%93-%D0%9F%D0%BE%D0%B2%D0%B5%D0%BA%D0%B5-%D0%BF%D1%80%D0%B0%D0%BA%D1%81%D0%B0-%D0%B7%D0%B0-%D1%81%D1%82%D1%80%D1%83%D1%87%D0%BD.aspx\" target=\"_blank\" rel=\"noopener\">nj\u00eb shembull i k\u00ebtill\u00eb i suksessh\u00ebm tanim\u00eb ekziston<\/a>\u00a0edhe n\u00eb Maqedoni, m\u00eb sakt\u00eb n\u00eb Shkup, ku kompania EVN Maqedoni (me veprimtari kryesore shp\u00ebrndarje t\u00eb energjis\u00eb elektrike) p\u00ebrmes projektit \u201c20-20-20\u201c ka n\u00ebnshkruar memorandum p\u00ebr bashk\u00ebpunim me shkoll\u00ebn e mesme elektroteknike \u201cMihajllo Pupin\u201d, ku do t\u00eb formohet nj\u00eb paralele e ve\u00e7ant\u00eb p\u00ebr 25 nx\u00ebn\u00ebs. \u00cbsht\u00eb paralajm\u00ebruar edhe\u00a0<a href=\"https:\/\/www.fakulteti.mk\/news\/18062018\/dualno-struchno-obrazovanie-od-septemvri-vo-dve-sredni-uchilishta-vo-kavadarci-i-vo-ohrid\" target=\"_blank\" rel=\"noopener\">aplikimi i arsimimit dual<\/a>\u00a0edhe n\u00eb dy shkolla t\u00eb mesme n\u00eb Kavadar dhe n\u00eb Oh\u00ebr.<\/p>\n<p>Por, si me \u00e7do praktik\u00eb t\u00eb krijuar rishtazi, sfida \u00ebsht\u00eb se si t\u00eb mos jet\u00eb n\u00eb d\u00ebm t\u00eb k\u00ebtyre m\u00ebsuesve nga k\u00ebto shkolla dhe si ato ti shmangen humbjes s\u00eb fondit t\u00eb or\u00ebve, p\u00ebr shkak t\u00eb v\u00ebllimit t\u00eb zvog\u00ebluara t\u00eb pun\u00ebs, t\u00eb cilat mund t\u00eb \u00e7ojn\u00eb edhe n\u00eb humbjen e pun\u00ebs.<\/p>\n<h5><strong>Mekanizma p\u00ebr zhvillim t\u00eb shkatht\u00ebsive sip\u00ebrmarr\u00ebse<\/strong><\/h5>\n<p>N\u00eb raport me p\u00ebrfaq\u00ebsimit t\u00eb mekanizmave p\u00ebr zhvillim t\u00eb shkatht\u00ebsive sip\u00ebrmarr\u00ebse (t\u00eb cilat ndihmojn\u00eb edhe n\u00eb fitimin e shkatht\u00ebsive p\u00ebr pun\u00eb), n\u00eb vendin ton\u00eb fillojn\u00eb n\u00eb m\u00ebnyr\u00eb m\u00eb intensive t\u00eb zhvillohen akcelerator\u00ebt dhe inkubator\u00ebt. Nevojitet promovimi i mund\u00ebsive p\u00ebr pun\u00ebsim p\u00ebr profesionet m\u00eb me perspektiv\u00eb, si dhe promovimi i arsimit profesional.
