Aq m\u00eb tep\u00ebr, ky vit \u00ebsht\u00eb nj\u00eb test p\u00ebr BE, p\u00ebr Strategjin\u00eb e tij p\u00ebr Ballkanin Per\u00ebndimor dhe p\u00ebr kredibilitetin e tij, i cili n\u00eb mas\u00eb t\u00eb madhe varet nga realizimi i politik\u00ebs rigoroze por t\u00eb drejt\u00eb, si dhe aplikimi i parimit t\u00eb merit\u00ebs t\u00eb vendeve gjat\u00eb vler\u00ebsimit t\u00eb arritjeve t\u00eb tyre dhe, para s\u00eb gjithash, p\u00ebr fillimin e negociatave me vendin ton\u00eb.<\/p>\n<p>Duke i marr\u00eb parasysh deklaratat e Komisionerit Han, t\u00eb cilat i paraprin\u00eb Raportit, p\u00ebrmbajtja e tij nuk \u00ebsht\u00eb befasi. Raporti i validizon arritjet kryesore n\u00eb politik\u00ebn e jashtme lidhur me zgjidhjen e kontesteve bilaterale dhe prioriteteve kryesore t\u00eb reform\u00ebs. Ky vit, p\u00ebrve\u00e7 se \u00ebsht\u00eb nj\u00eb udh\u00ebrr\u00ebfyes p\u00ebr reformat e brendshme, Raporti synon kryesisht t\u2019i bind\u00eb vendet an\u00ebtare se vendi yn\u00eb duhet t\u2019i filloj menj\u00ebher\u00eb negociatat.<\/p>\n<p>Pas nj\u00eb dekade rekomandime p\u00ebr fillimin e negociatave, k\u00ebt\u00eb vit, rekomandimet p\u00ebr fillimin e negociatave, megjithat\u00eb jan\u00eb m\u00eb t\u00eb ndryshme, \u201cm\u00eb t\u00eb pastra\u201d, \u201ct\u00eb qarta si kristali\u201d, pa kushte plot\u00ebsuese, nuk ka pengesa dhe ka frym\u00eb shum\u00eb pozitive. K\u00ebt\u00eb vit, vendi yn\u00eb apostrofohet si shembull p\u00ebr hapat e nd\u00ebrmarr\u00eb pozitiv\u00eb dhe progresin p\u00ebrmes kritereve ky\u00e7 p\u00ebr an\u00ebtar\u00ebsim. Megjithat\u00eb, qasja e k\u00ebtill\u00eb nuk do t\u00eb thot\u00eb se obligimet tona jan\u00eb plot\u00ebsuar, por na v\u00eb n\u00eb nj\u00eb shteg akoma m\u00eb t\u00eb v\u00ebshtir\u00eb p\u00ebr ruajtjen e imazhit pozitiv p\u00ebrmes reformave m\u00eb t\u00eb q\u00ebndrueshme p\u00ebr \u00e7\u00ebshtjet ky\u00e7e t\u00eb pasqyruara n\u00eb qasjen \u201cfillimisht bazat\u201d dhe gjasht\u00eb iniciativat e Strategjis\u00eb p\u00ebr Ballkanin Per\u00ebndimor.<\/p>\n<p>Progres \u00ebsht\u00eb sh\u00ebnuar n\u00eb vendosjen e lidhjeve dhe frenave n\u00eb tri shtyllat e pushtetit, konsolidimi i demokracis\u00eb, vendosja e pavar\u00ebsis\u00eb s\u00eb gjyq\u00ebsorit, formimi i Komisionit Anti-Korrupsion, zgjedhje t\u00eb ndershme presidenciale. Megjithat\u00eb, Komisioni e p\u00ebrs\u00ebrit sugjerimin e vitit t\u00eb kaluar p\u00ebr \u201cqasje t\u00eb fuqishme\u201d n\u00eb Kapitullin 23 \u2013 Jurisprudenca dhe t\u00eb drejtat themelore, Kapitullin 24 \u2013 Drejt\u00ebsi, liri dhe siguri n\u00eb vend. N\u00eb k\u00ebt\u00eb proces, edhe p\u00ebrkrah fokusit t\u00eb kuptuesh\u00ebm t\u00eb deritanish\u00ebm dominant t\u00eb vendimeve dhe hapave politik\u00eb, nuk duhet t\u00eb neglizhohet marrja e obligimeve p\u00ebr an\u00ebtar\u00ebsim dhe ve\u00e7an\u00ebrisht harmonizimi me acquis n\u00eb t\u00eb cilin nuk ka zhvendosje t\u00eb konsiderueshme n\u00eb krahasim me vitin e kaluar. Nevojitet t\u00eb nd\u00ebrmerren masa urgjente p\u00ebr fuqizimin e kapaciteteve p\u00ebr harmonizimin me acquis-dhe paralelisht me k\u00ebt\u00eb p\u00ebrmbushjen e kritereve administrative dhe politike.<\/p>\n<p>Rekomandimi i BE-s\u00eb p\u00ebr Maqedonin\u00eb e Veriut \u00ebsht\u00eb bind\u00ebs. Tani pik\u00ebpyetja e madhe nuk \u00ebsht\u00eb \u201c\u00e7ka\u201d por \u201ckur\u201d mund t\u00eb presim. Sipas konkluzioneve t\u00eb K\u00ebshillit t\u00eb BE nga qershori i vitit 2019, vendimi p\u00ebr dat\u00ebn lidhur me Konferenc\u00ebn Nd\u00ebrqeveritare me t\u00eb cil\u00ebn duhet t\u00eb fillojn\u00eb negociatat duhet t\u00eb miratohet n\u00eb qershor, nd\u00ebrsa data t\u00eb jet\u00eb deri n\u00eb fund t\u00eb k\u00ebtij viti. K\u00ebshilli i BE-s\u00eb duhet ta ngarkoj Komisionin q\u00eb t\u00eb p\u00ebrgatis korniz\u00eb negociuese.<\/p>\n<p>Afati deri n\u00eb fund t\u00eb vitit p\u00ebr konferenc\u00eb nd\u00ebrqeveritare tani p\u00ebr tani nuk vihet n\u00eb pik\u00ebpyetje, por n\u00eb pik\u00ebpyetje vihet ky qershor si afat p\u00ebr caktimin e dat\u00ebs konkrete t\u00eb Konferenc\u00ebs. Shtetet an\u00ebtare tanim\u00eb nuk kan\u00eb pretekste p\u00ebr mang\u00ebsit\u00eb e pal\u00ebs maqedonase \u2013 Raporti i Komisionit e pamund\u00ebson nj\u00eb gj\u00eb t\u00eb k\u00ebtill\u00eb.<\/p>\n<p>Shqet\u00ebson vet\u00ebdija e ul\u00ebt e shteteve an\u00ebtare t\u00eb BE-s\u00eb n\u00eb rast t\u00eb mosp\u00ebrmbushjes nga ana e tyre t\u00eb obligimeve t\u00eb nd\u00ebrmarra ndaj Maqedonis\u00eb s\u00eb Veriut p\u00ebr pasojat e mundshme n\u00eb rajon, madje edhe m\u00eb gjer\u00eb.
