Europianizimi i Ballkanit Per\u00ebndimor \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb hije p\u00ebr shkak t\u00eb arsyeve t\u00eb ndryshme nga t\u00eb dy an\u00ebt e procesit \u2013 nga BE dhe nga vendet e Ballkanit Per\u00ebndimor (BP). Sfidat e mbrendshme t\u00eb Bashkimit Evropian (kriza ekonomike, kriza e migrant\u00ebve, rritja e euroskepticizmit, etj.) larguan p\u00ebr nj\u00eb koh\u00eb zgjerimin nga agjenda n\u00eb Bruksel. Nga ana tjet\u00ebr, mungesa e vullnetit politik, pap\u00ebrgjegjshm\u00ebria e elitave politike n\u00eb BP dhe shfryt\u00ebzimi (nga disa bart\u00ebs s\u00eb vendimeve) i situat\u00ebs egzistuese n\u00eb BE shkaktoi stagnim n\u00eb procesin reformues t\u00eb shteteve t\u00eb BP, dhe n\u00eb disa raste dhe regres. Pas deklarimit t\u00eb Junker n\u00eb adresimin e gjendjes s\u00eb Bashkimit, dhe lidhur me zgjerimin e BE-s\u00eb n\u00eb dekad\u00ebn e ardhshme, u hap dirtare e re me mund\u00ebsi t\u00eb reja. Megjithat\u00eb, procesi i zgjerimit t\u00eb BE-s\u00eb dhe europianizimi i Ballkanit Per\u00ebndimor n\u00ebnkupton p\u00ebrmir\u00ebsimin e instruemnteve egzistuese p\u00ebr integrim, si Marr\u00ebveshjet p\u00ebt stabilizim dhe asocijim (MSA) dhe CEFTA2006, si dhe rifillimi i naracionit pozitiv p\u00ebr zgjerim t\u00eb BE-s\u00eb.<\/p>\n

Q\u00ebllimi i p\u00ebrgjithsh\u00ebm i projektit \u00ebsht\u00eb\u00a0<\/strong>t\u00eb kontribuon n\u00eb integrimin evropian t\u00eb Ballkanit Per\u00ebndimor, p\u00ebrmes p\u00ebrmir\u00ebsimit t\u00eb instrumenteve p\u00ebr zgjerim m\u00eb efektiv t\u00eb BE-s\u00eb.<\/p>\n

T\u00eb mund\u00ebsohet shfryt\u00ebzim m\u00eb i madh i potencijaleve q\u00eb i ofrojn\u00eb MSA dhe CEFTA2006 n\u00eb shtetet e Ballkanit Per\u00ebndimor, mbi baz\u00ebn e rekomandimeve konkrete lidhur me mekanizmat e pashfryt\u00ebzuara q\u00eb i ofrojn\u00eb k\u00ebto marr\u00ebveshje;<\/p>\n

T\u00eb fillohet dialog p\u00ebr politika n\u00eb raste konkrete p\u00ebr integrim t\u00eb shteteve t\u00eb Ballkanit Per\u00ebndimor n\u00eb mes krujes\u00ebve t\u00eb politikave n\u00eb Ballkanin Per\u00ebndimor dhe n\u00eb BE.<\/p>\n

Q\u00ebllimet do t\u00eb arrihen p\u00ebrmes (a) hulumtim t\u00eb politikave dhe (b) aktiviteteve p\u00ebr p\u00ebrfaq\u00ebsim.<\/p>\n

Rekomandimet p\u00ebr MSA dhe CEFTA2006 dhe dokumenti p\u00ebr politik\u00eb publike me tre skenare p\u00ebr zgjerim t\u00eb BE-s\u00eb kah Ballkani Per\u00ebndimor do t\u00eb diskutohen me krijuesit e politikave dhe krijuesit e mendimeve n\u00eb gjasht\u00eb evente publike, q\u00eb do t\u00eb mbahen n\u00eb kryeqytetet e Ballkanit Per\u00ebndimor, kurse mbledhje t\u00eb mbyllura me krijuesit e politikave n\u00eb nivel t\u00eb BE-s\u00eb do t\u00eb mbahen n\u00eb Bruksel dhe Berlin.<\/p>\n
